"Dalam rangka mengurangi sampah plastik yang ada di Kota Bogor, Pemerintah Kota Bogor mengeluarkan Peraturan Walikota Nomor 61 Tahun 2018 tentang Pengurangan Penggunaan Kantong Plastik yang berfokus kepada ritel-ritel modern dan pusat perbelanjaan. Penelitian ini menggunakan pendekatan
post-positivist. Penelitian ini menggunakan teori dari Brian W. Hogwood dan Lewis A. Gunn terkait dengan tahapan implementasi yang memiliki tiga dimensi yaitu, interpretasi, pengorganisasian, dan aplikasi.Hasil penelitian ini menggambarkan implementasi sudah berjalan dengan baik di mana masyarakat Kota Bogor mendukung pelaksanaan kebijakan pengurangan penggunaan kantong plastik. Hal tersebut menunjukkan bahwa terdapat keinginan dalam merubah lingkungan Kota Bogor menjadi lebih baik dari masyarakat Kota Bogor. Akan tetapi kebijakan tersebut belum menyentuh pasar tradisional, baru memasuki ritel modern dan pusat perbelanjaan saja.Saran terhadap kebijakan tersebut yaitu Dinas Lingkungan Hidup dapat terus melaksanakan sosialisai tentang kebijakan Peraturan Walikota Nomor 61 Tahun 2018 agar masyarakat Bogor terbiasa dengan adanya kebijakan ini, serta dilakukannya pengawasan secara berkala untuk tetap memonitor keberlangsungan kebijakan agar tetap berjalan, harus mengedukasi pasar tradisional dalam pengurangan penggunaan kantong plastik agar nantinya kebijakan Peraturan Walikota Nomor 61 Tahun 2018 dapat berkembang di pasar tradisional bukan hanya untuk ritel moderen maupun pusat perbelanjaan.
In order to reduce plastic waste in the city of Bogor, the Bogor City Government issued Mayor Regulation No. 61 of 2018 on Reducing the Use of Plastic Bags which focuses on modern retailers and shopping centers. This study uses a post-positivist approach. This study uses theories from Brian W. Hogwood and Lewis A. Gunn related to the stages of implementation, which have three dimensions, namely, interpretation, organizing, and application.The results of this study illustrate that the implementation has gone well where the people of Bogor City support the implementation of policies to reduce the use of plastic bags. This shows that there is a desire to change the environment of the City of Bogor to be better than the people of Bogor City. However, the policy has not touched traditional markets, just entering modern retail and shopping centers.Suggestions for these policies are that the Environmental Agency can continue to carry out socialization regarding the Mayors Regulation Number 61 Year 2018 so that the Bogor community is accustomed to this policy, and periodic monitoring to keep the policy running in order, educate traditional markets in reducing use plastic bags so that later the Mayors Regulation Number 61 Year 2018 can develop in traditional markets not only for modern retailers and shopping centers."Lengkap +
