"Peristiwa depresi besar membuktikan bahwa tesis liberalisme Smith tentang absolutisme pasar telah runtuh. Pasar tidak lagi mampu mengatur dirinya sendiri menuju ke arah keseimbangan. Peran dan fungsi negara dalam konsep negara minimal tidak mampu menjamin kebebasan individu untuk mencapai kesejahteraan. Konsep negara minimal Smith mensyaratkan intervensi minimal negara terhadap pasar. Dalam liberalisme Keynes dapat dirumuskan konsep negara proporsional, di mana negara diperbolehkan melakukan intervensi terhadap pasar terutama dalam hal kesejahteraan. Keynes melalui bentuk negara kesejahteraan menunjukkan bahwa konsep negara proporsional tidak bertentangan dengan kebebasan individu yang merupakan nilai utama dari liberalisme serta bisa menjadi dasar intervensi negara terhadap pasar.
Great depression events prove that the thesis of liberalism Smith of market absolutism has collapsed. Markets are no longer able to govern themselves toward equilibrium. The role and functions of the state in the concept of minimal state is not able to guarantee the freedom of individuals to prosper. Smith's concept of the minimal state requires a minimum of state intervention on the market. In Keynes's liberalism may be formulated the concept of proportional state, where the state is allowed to intervene on the market, especially in terms of welfare. Keynes through the form of the welfare state shows that the concept of proportional state does not conflict with individual freedom which is the main values of liberalism and state intervention could be the basis of the market."
