"City acceleration in Indonesia is getting faster faster. It motivates people to urbanize to city. It caused local government or city government should provide adequate facilities, in order that the people can live comfortable in town or city. One of fundamental issues faced by local government in providing service and development is lack of local revenue; city government financial depend s on the transfer of central government from time, which isn't getting more significantly. On the order side, debt as one the source of income isn't developing yet particularly income from bonds selling . Therefore, bonds as one of the income alternative of city's infrastructure development need to be paid attention. Moreover, this article also concerns on some issues deal with the strength and weaknesses of bond's debt and the obstacles found in Indonesia. In addition, efforts to develop those issues and the risks as well."

"Urbanisasi membawa berbagai permasalahan lingkungan perkotaan diantaranya banjir, dan berkurangnya ruang terbuka hijau. Pengendalian pemanfaatan ruang sebagai salah satu tahap dalam penataan ruang menjadi upaya untuk mengurangi permasalahan tersebut. Tujuan dari riset adalah untuk membangun model pengendalian pemanfaatan ruang yang efektif dengan berbasis nilai lahan, dengan menganalisis faktor yang mempengaruhi nilai lahan, dan kesesuaiannya dengan kualitas lingkungan, serta keserasiannya dengan tata ruang. Metode yang digunakan dalam riset ini adalah metode kuantitatif dengan Geographical Weighted Regression, metode tumpang tindih peta, dan System Dynamics. Hasil dari riset menggambarkan nilai lahan dipengaruhi oleh keberadaan lahan dalam klaster, jarak ke stasiun, dan jarak ke pintu toll. Tidak terdapat kesesuaian antara nilai lahan dengan kualitas lingkungan. Terdapat kecenderungan bahwa rencana tata ruang mengikuti permintaan pasar. Disimpulkan bahwa dengan model, maka dapat meningkatkan nilai lahan, meningkatkan faktor ekonomi yang mengurangi kemampuan membeli atau mengubah lahan sekaligus memberi kemampuan pada pengelola meningkatkan infrastruktur lingkungan menuju pembangunan berkelanjutan.

Urbanization contributes to urban environmental problems, including flooding and loss of green space. Spatial management control, as a phase of spatial planning, can reduce the problems. The objective of this research is to build spatial management control model based on land value by investigating factors that determine land value as well as its compatibility with environmental quality and spatial planning. This research uses quantitative method, which includes Geographical Weighted Regression, overlaying map, and System Dynamics. The results show that the location of land in the cluster increase the land value, and have impact on negative environment quality. There is a tendency for spatial plans to accommodate market demand. It is concluded that by using land value as spatial management control instrument can increase economic factors that reduce the ability to buy or change land, and provide managers with the ability to improve environmental infrastructure in order to achieve sustainable development."
