"[ABSTRAK
Penelitian ini bertujuan mengukur perilaku Pemerintah Daerah dan kesadaran dalam pengelolaan risiko bencana untuk membuktikan apakah Pemerintah Daerah mempertimbangkan pengelolaan risiko pada alokasi anggaran mitigasi bencana. Maka, penelitian disusun berdasarkan kerangka konseptual yang menggambarkan utilitas pemerintah terhadap konsumsi untuk mitigasi bencana dan non bencana yang dipengaruhi oleh situasi ketidakpastian (risiko bencana), sehingga diperoleh model dalam bentuk fungsi kuadratik. Dari hasil penelitian dengan menggunakan metode estimasi Ordinary Least Square (OLS) diketahui bahwa risiko bencana berpengaruh positif terhadap alokasi anggaran penanggulangan bencana, sehingga membuktikan bahwa Pemerintah Daerah telah memiliki kesadaran terhadap pengelolaan risiko bencana. Pemerintah Daerah secara rasional memilih investasi untuk sektor non-mitigasi bencana ketika suatu daerah memiliki risiko bencana terlalu tinggi, karena investasi pada sektor mitigasi bencana akan terlalu berisiko sehingga kurang efektif.

ABSTRACT
This study aims to measure the Sub-national government behavior and awareness of disaster risk management which is to verify that the Sub-National Goverment consider risk management in disaster mitigation budget allocation. Then, the research is arranged based on conceptual framework that describes that government has utility function for spending on mitigation and other goods which affected by the situation of uncertainty (the risk of disaster) and obtained a model in the form of a quadratic function. From the results of research that using Ordinary Least Square (OLS) estimation method known that mitigation budget allocations positively affected by disaster risk, then it proved that The Sub-National Goverment in Indonesia already has awareness in disaster risk management.
