"Pertumbuhan ekonomi China yang yang mengalami perkembangan pesat dengan GDP ke-2 terbesar di dunia setelah Amerika Serikat, mendorong China untuk ikut serta dalam melakukan pembiayaan berbagai proyek infrastuktur di negara-negara berkembang. Hal tersebut ditandai dengan didirikannya lembaga-lembaga keuangan oleh China sebagai solusi keterbatasan pendanaan pembangunan infrastuktur yang dialami negara berkembang. Ekspansi industri kereta cepat China pada tingkat global erat kaitannya dengan kebrhasilan transfer teknologi yang dilakukan. Hingga saat ini, kereta cepat merupakan salah satu inti utama China untuk mendukung inisasi jalur sutera modern. Hal itu dilakukan dengan membangun keterhubungan/konektivitas China diseluruh kawasan. Indonesia dibawah kepemimpinan presiden Joko Widodo memiliki fokus pada pembangunan infrastruktur untuk meningkatkan konektivitas dan pertumbuhan ekonomi. Meskipun tidak tercantum dalam RPJMN 2014-2019 namun proyek kereta api cepat Indonesia-China menjadi salah satu proyek strategis nasional. Dalam konteks politik internasional, pembangunan kereta cepat di Indonesia oleh China merupakan proyek percontohan bagi komunitas ASEAN untuk menunjukan keberhasilan teknologi kereta cepat China. Proyek ini dilakukan dengan skema B to B tanpa menggunakan APBN. Mengingat hampir di seluruh dunia pembangunan kereta cepat tidak bersifat profitable, penelitian ini bertujuan untuk melihat sejauh mana efektifitas pembangunan proyek kereta api cepat Indonesia-China terhadap aspek sosial-ekonomi Indonesia dalam konteks ketahanan nasional. Melalui pendekatan scenario planning, penelitian ini mencoba menelaah Apakah Diplomasi Infrastruktur kereta api cepat oleh China mendistribusikan pembangunan yang positif bagi Indonesia.

China's economic growth which is experiencing rapid development with the second largest GDP in the world after the United States, prompted China to participate in financing various infrastructure projects in developing countries. This was marked by the establishment of financial institutions by China as a solution to the limited funding of infrastructure development experienced by developing countries. The expansion of the Chinese high-speed railroad industry at a global level is closely related to the success of technology transfer. Until now, the fast train has been one of China's main core to support the initiation of modern silk lines. This was done by building China connectivity throughout the region. Indonesia under the leadership of President Joko Widodo has a focus on infrastructure development to improve connectivity and economic growth. Although it is not listed in the 2014-2019 RPJMN, the Indonesia-China fast train project is one of the national strategic projects. In the context of international politics, the construction of fast trains in Indonesia by China is a pilot project for the ASEAN community to demonstrate the success of China's fast train technology. This project is carried out with the B to B scheme without using the APBN. Considering that almost all of the world of fast train development is not profitable, this research aims to see the effectiveness of the Indonesia-China fast train development project on the socio-economic aspects of Indonesia in the context of national resilience. Through a scenario planning approach, this research tries to examine whether diplomacy of the fast railroad infrastructure by China distributes positive development for Indonesia."
