"Sehubungan dengan kompleksnya perkembangan proyek bangunan gedung, ditemukan fakta bahwa keterlambatan waktu perancangan menjadi masalah rutin yang tidak dapat dihindari sehingga melatarbelakangi penulisan tesis ini yang bertujuan untuk melakukan identifikasi faktor risiko dominan yang terdapat pada pekerjaan perancangan bangunan gedung yang berpengaruh terhadap kinerja waktu perancangan dan membuat respon atas risiko tersebut guna meminimalisir peristiwa dan dampak risiko yang terjadi. Metode pengumpulan data yang digunakan adalah studi literatur, validasi variabel oleh pakar dan penyebaran kuesioner kepada responden. Adapun datanya kemudian diolah menggunakan software SPSS terkait analisis non parametrik, uji validitas dan reliabilitas, analisis deskriptif, uji normalitas, analisis pendekatan risiko berbasis ISO 31000 dan analisis korelasi. Pada akhirnya, didapat 6 faktor risiko dominan yang dinilai sangat mempengaruhi kinerja waktu perancangan sehingga harus dicari penyebab, dampak dan respon risikonya dengan cara melakukan validasi hasil akhir oleh pakar.

Along with the complex development of building projects, it was found that the design time delay becomes routine problem that can?t be avoided, so that the background of this thesis aimed to identify the dominant risk factors of building design work that affect design time performance and make response for that risks to minimize the risk?s occurence and impact. Data collection methods used are literature reviews, validation of variables by expert and questionnaires to the respondents. The data is then processed using SPSS software for non-parametric analysis, validity and reliability test, descriptive analysis, normality test, risk analysis approach of ISO 31000 and correlation analysis. In the end, found 6 dominant risk factors that most affecting design time performance so it must be sought the risk?s cause, impact and response by validate the final results to experts.

"ABSTRAK

Proses desain pada pelaksanaan proyek konstruksi mempunyai peranan penting dalam pencapaian sasaran dan tujuan proyek yang telah ditetapkan sebelumnya. Proyek Rumah Sakit Pendidikan Universitas Indonesia melibatkan beberapa kelompok orang dalam pelaksanaannya, cenderung mengalami perubahan terhadap konsep originalnya sehingga diperlukan pengelolaan atas perubahan yang terjadi agar tidak melewati batas waktu pelaksanaan yang telah ditetapkan. Penelitian ini bertujuan untuk menentukan alternatif tindakan koreksi dan rekomendasi prosedur pengelolaan perubahan lingkup berbasis risiko berdasarkan identifikasi risiko penyebab penyimpangan yang terjadi. Dihasilkan 4 faktor penting yang perlu diperhatikan dan dikelola dalam pelaksanaan proyek, yaitu pembuat keputusan, manajer proyek, tim proyek, serta proses desain itu sendiri.


ABSTRACT


Design process in the implementation of construction project has an important role on the project goals and target achievement that has been set at the beginning. Teaching hospital project at University of Indonesia involved several groups of people, tend to changed from the original concept so that a change management is required in order to maintain the implementation period. The research aims to determine alternative corrective actions and recommendations of scope change management procedure based on the identified risk from the occurance deviation. The research resulted 4 important factors that has to be considered and managed, that is decision maker, project management, project team, and design process.

"[Kampung Deret merupakan program yang dicanangkan pemerintah DKI Jakarta untuk menangani permasalahan permukiman kumuh di Jakarta. Untuk mendapatkan efisiensi dari segi waktu, PEMDA DKI Jakarta menerapkan sistem prafabrikasi RISHA (Rumah Instan Sederhana Sehat) pada pelaksanaannya. Hal ini dikarenakan PEMDA DKI menganut sistem kinerja 1 tahun anggaran. Akan tetapi, pada pelaksanaannya proyek kampung deret ini tetap mengalami keterlambatan. Ada banyak faktor dari tiap-tiap tahapan pelaksanaan proyek ini yang menyebabkan terjadinya keterlambatan. Oleh sebab itu tujuan utama dari penelitian ini adalah untuk mengetahui faktor-faktor yang menyebabkan keterlambatan proyek tersebut. Setelah itu, baru diberikan rekomendasi untuk perbaikan pelaksanaan proyek kampung deret berikutnya. Data penelitian diperoleh melalui penyebaran kuisioner kepada para pelaksana proyek ini, diantaranya adalah PEMDA DKI Jakarta, konsultan, supplier RISHA, dan masyarakat. Data yang diperoleh kemudian dianalisis dengan statistik deskriptif, uji normalitas, uji validitas dan realibilitas, uji homogenitas, analisa faktor, dan analisa regresi. Hasil yang diperoleh adalah terdapat 23 faktor yang mempengaruhi kinerja waktu. Dan berdasarkan analisa faktor didapatkan 5 faktor dominan yang sangat mempengaruhi kinerja waktu.

"Kampung Deret" is a programme which proclaimed by local government of DKI Jakarta to solve the problem of slum areas in Jakarta. To obtain efficiency in terms of time, local government of DKI Jakarta applied a prefabrication system "RISHA" (Rumah Instan Sederhana Sehat). This is because local government of DKI Jakarta adopts 1 year budget working system. However, this Kampung Deret's development project was still remains delayed. There are many factors from each phase of this project implementation which caused delays. Therefore, the main objective of this study was to determine the factors that caused delays on that project. Afterwards, giving the recommendation to improve the implementation process on the next project of "Kampung Deret" . The data were obtained through the distribution of questionnaires to stakeholders who implement this project, such as the local government of DKI Jakarta, consultant, supplier of RISHA, and local society. The data were analyzed with descriptive statistics, normality test, validity and reliability test, homogeneity test, factor analysis, and regression analysis. The result is there are 23 factors that affect the time performance.
