"Tulisan ini mengkaji pariwisata dan agenda pembangunan berkelanjutan dalam perspektif HI melalui studi literatur. Melalui metode taksonomi, tulisan ini menganalisis 46 literatur dan memetakannya dalam tiga tema: (1) faktor pembentuk keterkaitan pariwisata dan agenda pembangunan berkelanjutan; (2) kontribusi pariwisata dalam agenda pembangunan berkelanjutan; dan (3) kritik terhadap neoliberalisme terkait konsep dan praktik pariwisata dalam agenda pembangunan berkelanjutan. Hasil pemetaan literatur menunjukkan bahwa industri pariwisata memberikan dampak multidimensional yang sejalan dengan agenda pembangunan berkelanjutan. Selain itu,  terdapat struktur dan relasi kekuatan yang mendasari suatu aksi, norma, dan kebijakan mengenai pariwisata dalam agenda pembangunan berkelanjutan yang berjalan. Lebih jauh, tulisan ini  menemukan bahwa struktur dan relasi kekuatan saat ini didasari oleh pandangan neoliberal yang menempatkan aktor swasta sebagai pelaku pembangunan yang dominan bidang sosial, ekonomi, dan politik sehingga menjadi tantangan pembangunan berkelanjutan. Tulisan ini menyimpulkan bahwa industri pariwisata adalah arena politik yang terdiri dari kontestasi kuasa, kekuatan, dan kepentingan antar-aktor sehingga dibutuhkan partisipasi bottom-up dan diskusi inklusif agar kebijakan pariwisata dan agenda pembangunan berkelanjutan dapat berjalan optimal dan tepat sasaran. Tulisan ini juga mengidentifikasi dua ceruk penelitian. Pertama, minimnya pembahasan keterkaitan pariwisata dalam agenda pembangunan berlanjutan dari kajian keamanan internasional. Dalam hal ini, konteks keamanan  non tradisional, termasuk keamanan manusia (human security) dapat digunakan sebagai dasar analisis. Kedua, terbatasnya literatur yang menempatkan negara maju sebagai objek analisis, padahal pembahasan tersebut  dapat menambah pemahaman  dan pembelajaran bagi akademisi HI dan pengambil kebijakan. 

This paper examines tourism and the sustainable development agenda from an international relations perspective through a study of literature. The author uses the taxonomic method to analyze 46 peer-reviewed literature and map them into three themes: (1) constructing factors of tourism and the sustainable development agenda; (2) tourism's contribution to the sustainable development agenda; and (3) criticism of neoliberalism on tourism concept and practice in the sustainable development agenda. The mapping of the literature indicates that the tourism industry provides a multidimensional impact in line with the sustainable development agenda. Furthermore, this paper identifies structures and power relations that construct actions, norms, and policies regarding tourism in the ongoing sustainable development agenda. Moreover, this paper’s analysis shows that the structure and power relations in question are neoliberalism, which strengthens private actors in all sectors; hence becomes a development challenge in itself. This paper concludes that the tourism industry is a political arena consisting of the contestation of power, strength, and interests between actors. Thus, bottom-up participation and inclusive discussion are needed in order for tourism policies and the sustainable development agenda can run optimally. This paper also identifies two research gaps. First, the linkage of tourism and the sustainable development agenda with security issues should be explored, in this matter human security as a non-traditional security approach can be used as an analytic framework. Second, there is limited literature that frame developed countries as the object of analysis, even though this discussion may be a lesson learned for HI academics and policy makers."

ABSTRACT
The phenomenon of climate change and global warming is driving the issue of the Sustainable Development Goals developing in countries in the world, including Indonesia. Indonesia is incorporated in the Paris Agreement and follows up with the drafting of laws and regulations which form the basis for implementing TPB in the regions. Profile of achievement of the Serang City Sustainable Development Goals based on the KLJDD KLHS Document shows that there are still 92 indicators (50, 27%) that have not been achieved. Previous research on strategies and road maps to achieve TPB at the regional level is still limited and is the state of the art of this research. The method used is a sequential transformative strategy mix method that is integrated with the TAIDA method as a scenario planning method, by prioritizing qualitative research through literature studies, personal observations, discussions, interviews which are part of the initial process of the TAIDA (tracking, analyzing) method. Followed by quantitative research through descriptive statistics on weight and rating calculations to formulate strategies and road maps (the next process of the TAIDA method: identifying, deciding, acting). The results of this study are that the strategy to achieve TPB is focused on 4 (four) aspects, namely aspects of regulation (synchronization of regulations), funding (potential funding other than APBD along with preparation of regional financial mechanisms), socialization (aimed at the public and all stakeholders through sharing media) and collaboration (initiation of cooperation with all parties and other local governments). The road map consists of 9 (nine) stages, from socializing to promoting best practices."

The challenges and problems of national resilience are dynamic variants that require comprehensive thinking on systems, policies and the strategy on national behavior (behavior science), which supported by patriotism and the energy of national health security towards the role of the TNI to fill the zones and accumulation of health development that illustrate the performance of national self-sufficiency and national. The struggle of the nation’s health in the perspective of structural and participatory strength starts with the ability to drive leadership, metabolic health community and agent of change that meets the reliability value of High Reliability Organization (HRO). The reliability that is formed will trigger the innovation and out of the box spirit to assemble a network (networking) for change, so that it is manifested as a performance of professional reliability that heightens the potential of the nation’s health and national resilience. Synergy of the National Health System (SKN) and the Defense Health System (Siskeshan) is a web of links to support the effort on the empowerment of the strategic value of national health.This strategy strengthens the national health network (one health) against the global health threats complexity that threaten the national resilience. The existence of Public Health Emergency global challenges in a form of outbreaks which spreads rapidly with unpredictable problematic, that triggers every nation to strengthen the nation struggle for synergizing the health development under the basis of national defense system."

"Indonesia responds to the urgency of the threat of food crisis by developing national food estate. According to reports released by FAO and United Nations, the Covid-19 pandemic has the potential to threaten more than 50 million people towards extreme poverty. This has an impact on the global food crisis that threatens other countries if they do not take the right steps immediately. Food crisis is one of the non-traditional threats because it has significant impact on lives of many people in a country. Non-traditional threats are defined as security threats that hit a country non-militarily, it can be in the form of issues of climate change, economy, limited resources, disease outbreaks, or food security. Food security can be achieved when access to food can be easily achieved by all elements of society and meets the domestic needs. However, when access to food cannot be easily accessed by public, it creates a potential for a food crisis. This is because food is the primary need of every individual which must be fulfilled at any time so it is a national security issue. Through these problems, the availability of national food security must be guaranteed by the government. Along with high population growth and a pandemic outbreak, national food security and stability is on the verge of limitations. This article aims to explain the development of food estate as Indonesia’s strategy in facing the threat of food crisis in the next few years. This research used qualitative analysis method to understand the urgency of the development of food estate as a way for Indonesia to face the threat of food crisis by using the theory of threats, food security, and food estate. In this case, Jokowi responded to the threat of the food crisis by building national food estate in Central Kalimantan. The development of national food estate is considered to be able to meet Indonesia’s food reserves in the next few years, especially after the pandemic period. The results of the research in this article show that the government sees the potential for the food crisis as a national threat, so it needs measurable steps that can overcome these problems and pay attention to the sustainability aspect in its implementation. Therefore, building a food estate is the right step to answer this challenge."

"The development of the strategic environment has an impact on the rapid development of asymmetrical threats. The Southeast Asian region is one that faces this threat. Indonesia, as one of the countries in the Southeast Asian Region, has conducted a Trilateral Cooperation Arrangement to prevent the asymmetrical threat, especially in the Sulu Sea. This study aims to analyze the Trilateral Cooperation Arrangement strategy as Indonesia's defense strategy in overcoming asymmetrical threats in the Southeast Asian Region. The research method used is a qualitative research method with a phenomenological approach. This study uses the theory of defense science, the concept of strategy, counter terrorism, asymmetric warfare, defense cooperation, cooperative security, and deterrence theory. The results of this study can be divided into three namely, first, the asymmetrical threat that occurs in Southeast Asia, especially the Sulu Sea continues to grow and specifically divided into terrorism; transnational crime namely armed piracy and kidnapping for ransom; and illegal migration. Second, in its implementation, the Trilateral Cooperation Arrangement (TCA) in the Sulu Sea consists of Coordinated Sea Patrol, Air Patrol, Information and Intelligent Sharing and Land Exercise. The four patrols are strategic cooperation which constitutes a unity so that they cannot be separated in parts or functions. However, in its implementation, there are opportunities and challenges that need to be a concern of both policy makers or operational parties. Third, the Trilateral Cooperation Arrangement is a strategy that can overcome the asymmetrical threats that have occurred in Southeast Asia, especially in the Sulu Sea since 2016-2018, but in 2019 the asymmetrical threats in the Sulu Sea have increased. The strategy used is to use defense cooperation as well as using soft power and hard power which provide deterrence effects for asymmetric threat actors. In addition, it strengthens the collaboration of Ministries and Institutions as policy makers, as well as the military army and local governments as operational implementers and supporting rules such as operational procedure rules."

"Proposal Desain Urban ini muncul dari ide regenerasi - gagasan bahwa lanskap yang rusak dapat diperbaiki dan direvitalisasi. Saya percaya bahwa regenerasi ini dimulai dengan menghubungkan manusia dengan alam - mengubah pola pikir mereka dari kepemilikan lanskap menjadi bagian dari ekosistem. Orang-orang Aborigin di Australia hidup dengan gagasan ini sebagai inti dari budaya mereka - Gammage, dalam bukunya "The Biggest Estate on Earth" mengeksplorasi cara orang-orang ini tidak percaya bahwa mereka memiliki kekuasaan atas tanah; bahwa tanah itu memiliki kekuatan spiritual yang kuat yang harus dipupuk dan dipelihara. Dari ide-ide ini, desain telah dibentuk menjadi jenis baru pinggiran kota yang menantang gagasan blok tanah milik pribadi ke lanskap komunal, dibentuk oleh tipologi halaman berkelanjutan di sekitar lahan yang basah, yang dikembangkan untuk meminimalkan dampak manusia terhadap lingkungan dengan tujuan menumbuhkan 'Pikiran yang Timbul' dalam suatu komunitas. Selanjutnya, dibingkai dengan halaman berkelanjutan arsitektur sebagai alat untuk menghubungkan ruang hidup dan alam sehingga memungkinkan regenerasi lanskap. Dengan demikian, arsitektur yang ditunjuk adalah untuk merevitalisasi dan membawa kenikmatan bagi orang-orang untuk merasakan alam dalam bentuk yang paling murni.

This Urban Design proposal was sprung from the idea of regeneration - the notion that a damaged landscape can be repaired and revitalized. I believe that this regeneration starts with connecting people to nature - changing their mindset from ownership of a landscape to be a part of the ecosystem. The Aboriginal people of Australia lived with this idea at the core of their culture - Gammage, in his book “The Biggest Estate on Earth” explores the way that these people did not believe they had power over the land; that the land has a powerful spiritual force that must be nurtured and maintained. From these ideas, the design has been shaped into a new kind of suburb that challenges the idea of privately owned blocks of land to a communal landscape, shaped by a sustainable courtyard typology around a wetland, developed to minimize the human impact on the environment with the purpose of growing an ‘Emergent Mind’ within a community. Furthermore, framed with architectural sustainable courtyard as a tool to connect the living space and the nature so that it enables landscape regeneration. Accordingly, the designated architecture is to revitalize and to bring enjoyment for people to feel nature in its most pristine form."
