The focus of this study is the Implementation of cooperative formation as a means of partners in partnership program corporate social responsibility ( CSR ) PT. Krakatau steel. This research used a qualitative approach with descriptive research. While collecting data using study literature, observation, in-depth interview with purposive sampling technical. The results of this study illustrate CSR PT. Krakatau Steel in advising the Partnership Program established partners to form cooperatives. Implementation of the Koperasi Pedagang Pasar Cilegon (KPPC), and discusses the factors driving and inhibiting implementation KPPC formation."
