"Skripsi ini akan membahas mengenai dampak dari meningkatnya keterwakilan perempuan di dalam politik lewat keberadaan kuota reservasi di Panchayati Raj Institution (PRI) terhadap akomodasi kepentingan perempuan di Kerala, India sepanjang tahun 1995-2005 (satu dekade pertama berlakunya kuota). Penelitian ini menggunakan sejumlah konsep untuk menjelaskan hal-hal yang menjadi variabel penelitian ini, antara lain: konsep keterwakilan dan keterwakilan perempuan, konsep demokrasi deliberatif (sebagaimana dipraktikkan dalam PRI), serta konsep kepentingan perempuan (yang terbagi dalam kepentingan gender praktikal dan kepentingan gender strategis). Sedangkan yang menjadi landasan teori dalam penelitian ini adalah teori critical mass dari Rosabeth Moss Kanter (1977) dan Drude Dahlerup (1988). Tesis utama dari teori tersebut adalah jika keterwakilan perempuan mencapai ambang proporsi tertentu—yang disebut dengan istilah "critical mass", maka perempuan akan dapat bersuara dan membawa dampak. Hasil penelitian menunjukkan bahwa peningkatan keterwakilan deskriptif perempuan berdampak pada terwujudnya akomodasinya kepentingan perempuan (bentuk keterwakilan substantif), baik kepentingan gender praktikal maupun strategis.

This bachelor thesis discusses the impact of the increase of women’s representation through reservation in the Panchayati Raj Institution (PRI) to the accommodation of women’s interests in Kerala, India during 1995-2005. The author explores several concepts to explain variables involved: the concept of representation and women’s representation, deliberative democracy (as practiced in PRI), and the concept of women’s interests (which is categorized into two: practical gender interests and strategic gender interests). This research is based on the critical mass theory from Rosabeth Moss Kanter (1977) and Drude Dahlerup (1988). The thesis of this theory is if women’s representation achieves certain degree of proportion—called "critical mass", then women will be able to rise their aspiration and make impact. This research finds that the increase of women’s descriptive representation has brought impact on bringing women’s interests into realization (a form of substantive representation), both practical gender interests and strategic gender interests."
