"Ada beberapa indikator untuk mengukur kualitas pendidikan, antara lain hasil nilai tes dan tingkat kehadiran siswa, rasio murid dan guru, serta pencapaian sekolah. Tesis ini mencoba melihat pengaruh pengeluaran pemerintah daerah di bidang pendidikan terhadap tingkat partisipasi sekolah di Indonesia dengan membandingkan periode pengeluaran pemerintah daerah sebelum dan setelah desentralisasi, khususnya untuk melihat apakah ada perbedaan dalam penerimaan dan pengeluaran di kedua masa tersebut. Dengan menggunakan estimasi OLS dan Fixed Effect, terdapat perbedaan hasil estimasi. Menggunakan estimasi OLS, ditemukan pengaruh negatif pengeluaran pemerintah daerah di bidang pendidikan terhadap tingkat partisipasi sekolah. Namun, dengan estimasi Fixed Effect, pengaruh negatif ini hilang dan menunjukkan hubungan positif. Ini berarti terdapat pengaruh karakteristik dan lingkungan masing-masing pemerintah daerah yang menghasilkan variasi dalam strategi anggaran pendidikan antara satu pemerintah daerah dengan pemerintah daerah lainnya sebagai dampak dari desentralisasi. Pemerintah daerah memiliki kewenangan yang cukup luas dalam menyusun anggaran di bidang pendidikan."

"Indonesia has been experiencing a rapid economic growth amid global crises in the United. States and the European Union countries. In addition, government expenditures in Indonesiahave also shown an increasing trend in recent years. Using panel data from 33 provinces inIndonesia from 2007 to 2012, this paper describes the current condition of GDP growth andgovernment expenditures, examines the relationship between government expenditure andeconomic growth, and formulates government expenditure policy in order to harmonize GDPgrowth, poverty alleviation, and income inequality. The result indicates that governmentexpenditure for development, such as building roads, hospital, bridges, electricity, and watersupply, has a significant and positive effect on the regional economic growth rate. Not onlycan government expenditures affect economic growth but it also can reduce poverty bystrengthening human capital through better education and health facilities."

"Salah satu usaha pemerintah sebuah negara untuk memperbaiki tingkat kesehatan penduduknya adalah melalui pengalokasian belanja dalam fungsi kesehatan. Hasil dari studi terdahulu mengenai pengaruh dari belanja kesehatan pemerintah terhadap indikator kesehatan yang berbeda-beda menimbulkan dugaan adanya keterlibatan dari korupsi. Penelitian ini menguji hipotesis mengenai signifikansi pengaruh belanja kesehatan pemerintah serta tingkat korupsi terhadap angka morbiditas sebagai representasi indikator kesehatan di Indonesia. Studi ini menggunakan metode regresi panel berdasarkan data tingkat kabupaten/kota di Indonesia tahun 2008 dan 2010. Hasil penelitian menunjukkan bahwa belanja kesehatan pemerintah secara signifikan mempengaruhi angka morbiditas, sementara tingkat korupsi belum menunjukkan pengaruh yang signifikan terhadap angka morbiditas.

One of the efforts made by the government to increase a country’s health indicators is by the allocation of health function expenditure. Different arguments from previous studies regarding the relationship between government health expenditure and health indicators results in a presumption of the involvement of corruption. This research tries to analyze the impact of government health expenditure and the level of corruption on morbidity rate as a representation of health indicator in Indonesia. Using panel regression method based on the district/municipality level data from 2008 and 2010, this research shows that there is a significant impact of government health expenditure on morbidity rate. On the other side, the level of corruption doesn’t show a significant impact on morbidity rate."

"Penelitian ini bertujuan untuk memberikan bukti empiris pengaruh tidak langsung opini audit, tindak lanjut hasil pemeriksaan dan belanja pegawai terhadap tingkat kesejahteraan melalui kinerja pemerintah. Kinerja impact yang diwakili oleh kesejahteraan masyarakat dipengaruhi oleh kinerja proses yang diwakili oleh kinerja pemerintahan yang diproksikan dengan skor Evaluasi Kinerja Penyelenggaraan Pemerintah (EKPPD). Populasi penelitian ini adalah semua pemerintah daerah di Indonesia dengan sampel akhir penelitian sebanyak 383 pemda pada tahun 2009-2013.Hasil pengujian empiris membuktikan adanya pengaruh tidak langsung opini audit, tindak lanjut hasil pemeriksaan dan belanja pegawai melalui kinerja pemerintah sebagai variabel intervening adalah positif dan signifikan.

This study aims to provide empirical evidence indirectly effect of the audit opinion, the follow-up examination results and personnel expenditure to the level of prosperity through government performance. Performance impact is represented by the people's welfare is affected by the performance of the process represented by proxy with the government's performance scores Performance Evaluation of the Implementation of Government (EKPPD). The study population was all local governments in Indonesia by the end of the study sample as many as 383 local governments in 2009-2013. The research data was processed using software eviews 8.

Empirical test results prove that the indirect effect of the audit opinion, the follow-up examination results and personnel expenditure by the government's performance as an intervening variable is positive and significant."
