"ABSTRACT
This study explores the flypaper effect in Indonesia using a spatial approach. Covering data from 2000-2014, the paper shows that grants stimulate overspending by local governments even though spatial interdependence is carefully treated. The elasticity of lump sum grants to expenditure is stronger than the elasticity of matching grants. Further, the elasticity of lump sum grant is greater on routine expenditure, which shows the over-dependency of local governments to lump-sum grant. The over-dependency phenomenon has not changed a lot even after a major change of lump-sum grant formulation being applied by the 2004 decentralization law package."

"Supervisi (pengawasan) yang dilakukan oleh para manajer yang bertanggung jawab terhadap pengelolaan manajemen di suatu rumah sakit merupakan salah satu upaya dalam menjaga mum pelayanan kesehatan yang diberikan. Supervisi bertujuan untuk menunjukkan kekurangan dan kesalaban agar dapat diperbaiki dan tidak terjadi lagi. Kepala ruangan sebagai manajer tingkat satu dalam sebuah ruang rawat harus mampu melaksanakan supervisi dengan baik. Supervisi yang baik akan berdampak pada staf dalam pemberian asuhan keperawatan yang diberikan kepada pasien. Penelitian ini merupakan penelilian kualitatif dengan pendekatan phenomenologi, yang diperoleh dengan da1a primer dari 11 orang partisipan yang terdiri dari 7 orang kepala ruangan, 2 orang perawat pelaksana dan 2 orang dan bidang keperawatan dengan mengunakan teknik wawancara mendalam. Pengolahan data dengan membaca hasil transkrip kemudian dibuat tema yang akhimya dijadikan kategori. Berdasarkan hasil pengolahan data didapatkan 7 kategori yaitu: visi misi, jenjang karir, penghargaan, fungsi supervisi, pembelajaran, komunikasi, mutu peIayanan.Berdasarkan hasil penelitian didapatkan kesimpulan pengalaman kepala ruangan dalam pelaksanaan supervisi staf yang belum memahami supervisi, pemahaman visi misi rnasih kurang serta mengenai jenjang karir yang berkaitan dengan penghargaan. Saran yang perlu segera dibentuknya jenjang karir, perlu dilakukan supervisi langsung dari bidang perawatan ke tiap ruangan dan aplikasi Iangsung kelapangan tentang pelaksanaan pelatihan yang ada.

Supervision conducted by managers who responsible to manage hospital as one of efforts for maintaining a given medical service quality. Supervision having purpose to indicate the shortage and failure in order to be improved and being not repeated. Head or room as firs rank manager in in any in patient room should be able to supervise it kindly. A good supervision will bring impact against to their staff in giving medical care for patient. This research is qualitative one by phenomenology approach obtained by primary data from 11 participants consist of 7 heads of room, 2 care giver and 2 nurses using intenriew technical deeply. Data processing by reading transcript, and then by titling and making category finally. Based on result of processing data may be obtained 7 categories those are : vision and mission, career hierarchy, appreciation, supervision timction, Ieaming, communication, and service quality. By research result had been obtained conclusion on experience of room?s head in conducting supervision staff who had not understood supervision and mission and regarding career hierarchy regarding appreciation. Imnmediately, suggestion to be formed is career hierarchy to be supervised from nursery section to each room directly, and direct application to the field regarding a given training exercise."
