"ABSTRAKTarget angka kontak merupakan salah satu indikator dalam kebijakan Kapitasi Berbasis pemenuhan Komitmen KBK yang ditetapkan oleh BPJS Kesehatan yang harus dicapai Fasilitas Kesehatan Tingkat Pertama FKTP . Data Bulan Januari-Februari 2017 menunjukkan dari 98 FKTP yang bekerjasama dengan BPJS Kesehatan KC Depok, hanya 27 FKTP yang dapat mencapai target. Penelitian ini bertujuan untuk menelaah upaya mencapai target angka kontak pada FKTP klinik dan puskesmas yang bekerjasama dengan BPJS Kesehatan KC Depok. Penelitian kualitatif ini menggunakan teknik wawancara mendalam pada informan yaitu kepala FKTP dan penanggung jawab angka kontak. FKTP dipilih berdasarkan capaian angka kontak yang memenuhi dan tidak memenuhi target. FKTP yang belum mampu memenuhi target disebabkan karena jumlah tenaga kesehatan yang belum memenuhi standar ketenagaan puskesmas, kurangnya sarana, belum ada kebijakan teknis pengaturan internal puskesmas untuk mencapai target angka kontak. BPJS Kesehatan perlu meningkatkan upaya sosialisasi kepada peserta BPJS Kesehatan dan puskesmas perlu meningkatkan pengaturan internal.

ABSTRAKThe Contact Rate is one of the performance indicator when the primary care is contracted by BPJS and received payment using capitation, called ldquo Commitment based rdquo Capitation KBK , set up by BPJS. Data in January February 2017 showed that out of 98 primary care that contracted by BPJS Kesehatan KC Depok, only 27 clinics and health centers were able to reach the target. This research aims to review the effort to achieve contact rate. This qualitative study was using in depth interview technique, the informants were Head of primary care and PIC for activities to achieve contact rate from primary care with sufficient and insufficient achievement. The study revealed that factors related to the achievement were shortage of manpower, insufficient infrastructure, no technical guideline. BPJS Kesehatan need to disseminate the importance of achieving target while health center need to improve its internal process for managing efforts to achieve targets."
