"Penelitian ini mencoba mengukur nilai efisiensi pengeluaran publik di sektor kesehatan kabupaten/kota di Jawa Barat pada tahun 2006-2011. Selain itu juga melakukan analisis terhadap faktor-faktor yang mempengaruhi beragamnya nilai efisiensi yang diperoleh oleh masing-masing daerah.Dengan menggunakan data Susenas 2006 ndash; 2011, Podes 2008 dan 2011, Data Anggaran belanja daerah dari Dirjen Perimbangan Keuangan Daerah Kementrian Keuangan, Profil Kesehatan Jawa Barat 2006-2011. Pada bagian pertama dilakukan pengukuran menggunakan Fungsi Produksi Kesehatan untuk mendapatkan nilai efisiensi pengeluaran publik kesehatan dengan metode Stochastic Frontier Analysis. Pada bagian kedua estimasi dilakukan dengan metode Least Square Dummy Variable, dimana efisiensi yang telah didapat pada estimasi bagian pertama dimodelkan sebagai fungsi linear dari variabel penjelas yang relevan.Hasil menunjukkan bahwa peningkatan pengeluaran kesehatan publik, signifikan meningkatkan Angka Harapan Hidup. Nilai efisiensi terendah berada di Kabupaten/kota yang terletak di Jawa Barat bagian timur dan dua daerah pantai selatan. Faktor-faktor berikut berkorelasi positif terhadap efisiensi pengeluaran publik di sektor kesehatan diantaranya : pendapatan per kapita, akses air bersih dan pengeluaran kesehatan pribadi. Sedangkan jarak ke sarana kesehatan terdekat berkorelasi negatif terhadap efisiensi pengeluaran publik di sektor kesehatan di kabupaten/kota di Jawa Barat.

This study attempts to measure the efficiency of public expenditure in the health sector in the district city in West Java in the year 2006 2011. In addition, an analysis of the factors that affect the diversity of the efficiency gained by each region. Using data susenas 2006 2011, Podes 2008 and 2011, data from the local budget for the Regional Director General of Fiscal Balance, Ministry of Finance, West Java Health Profile 2006 2011. In the first section was measured using the Health Production Function to get the value of the efficiency of public health spending by the method of Stochastic Frontier Analysis. In the second part of the estimation made by the method of Least Square Dummy Variable, where efficiency has been obtained in the estimation of the first part is modeled as a linear function of the relevant explanatory variables. The results showed that the increase in public health spending, a significant increase life expectancy. The value of the lowest efficiency in the district city located in the eastern part of West Java and two southern coastal areas. The following factors were positively correlated to the efficiency of public expenditure in the health sector include income per capita, access to clean water and private health expenditures. While the distance to the nearest health facility was negatively correlated to the efficiency of public expenditure in the health sector in the districts cities in West Java."

"Tujuan penelitian untuk menganalisis implementasi kebijakan tntang standar tarifINA-CBGs program JKN. Penelitian ini menggunakan metode kualitatif denganmelakukan wawancara mendalam. Informan penelitian melibatkan aktor pemangkukepentingan antara lain Pusat Pembiayaan Jaminan Kesehatan (P2JK) KementerianKesehatan, BPJS Kesehatan, asosiasi profesi, dan asuransi kesehatan swasta. Hasilpenelitian menunjukkan bahwa RS swasta merupakan pihak yang belum siap dalammelakukan implementasi kebijakan tarif INA-CBGs karena besaran tarif dirasakanbelum mencukupi beban operasional dan pemeliharaan sarana dan prasarana RS.Setiap aktor pemangku kepentingan telah memiliki agenda sendiri dalam rangkamembuat implementasi kebijakan tarif INA-CBGs menjadi semakin lebih baik,termasuk IDI yang mempersiapkan standar mutu pelayanan medis untuk diusulkanke Kemenkes. Penelitian ini menyimpulkan bahwa kebijakan tarif INA-CBGsmemerlukan perumusan yang ke arah lebih baik. Kementerian Kesehatan sebaiknyamempertimbangkan kenaikan tarif INA-CBGs sesuai harapan organisasi profesidengan memperhitungan CBGs berbasis kinerja.

The purpose of this research is to analyze the implementation of INA-CBGs tariffpolicy of JKN program. This research used qualitative method by conducting indepthinterview. The research informants involved stakeholder actors such asCenter of Health Financing and Insurance (P2JK) Ministry of Health, BPJS Health,professional associations, and private health insurance. The results showed thatprivate hospitals were not ready in implementing the tariff policy of INA-CBGsbecause the tariff is not sufficient to meet the operational and maintenance expenseof hospital facilities and infrastructure. Each of stakeholder has iown agenda inorder to improve the implementation of the INA-CBGs tariff policy, including IDIpreparing the quality standard of medical services that should be proposed to theMinistry of Health. This research concluded that INA-CBGs tariff policy requiresbetter formulation. The Ministry of Health should consider increasing the INACBGstariff as per the expectations of professional organizations and prepare thecalculation of CBGs based on performance."

"Latar Belakang: Pada tahun 2021, kasus TB di Indonesia diperkirakan sebanyak 969.000 kasus, dengan notifikasi kasus TB pada tahun 2022 mencapai 724.309 kasus (75%). Penemuan kasus TB pada tahun 2022 ini merupakan penemuan kasus tertinggi sejak 1 dekade terakhir. Situasi ini dapat berkontribusi pada peningkatan biaya pelayanan peserta JKN dengan penyakit TB. Tujuan: Mengetahui biaya pelayanan kesehatan peserta JKN dengan penyakit Tuberkulosis (TB) di Wilayah Provinsi DKI Jakarta dalam satu tahun. Metode: Desain studi cross-sectional dengan analisis univariat dan bivariat. Sampel penelitan yaitu peserta JKN dengan penyakit Tuberkulosis (TB) berdasarkan data sampel BPJS Kesehatan Tahun 2023. Hasil: Hasil analisis didapatkan bahwa BPJS Kesehatan menghabiskan anggaran sebesar Rp14.244.980.234 (14 Milyar) untuk membayar klaim 3.492 peserta JKN dengan penyakit Tuberkulosis (TB) di Wilayah Provinsi DKI Jakarta pada Tahun 2022. Faktor-faktor yang berhubungan dengan biaya Tuberkulosis (TB) peserta JKN di Wilayah Provinsi DKI Jakarta Tahun 2022 yaitu umur, jenis kelamin, penyakit penyerta (komorbiditas), segmentasi kepesertaan, hak kelas rawat, kunjungan RJTL, kunjungan RITL, lama hari rawat inap dan Wilayah tempat tinggal. Kesimpulan: Penelitian ini menggambarkan besarnya biaya pelayanan peserta JKN dengan penyakit Tuberkulosis (TB) sehingga program deteksi dini sangat penting untuk dilakukan sebagai upaya dalam menghemat biaya.

Background: In 2021, TB cases in Indonesia are estimated to be 969,000 cases, with TB case notifications in 2022 reaching 724,309 cases (75%). The discovery of TB cases in 2022 is the highest case discovery since the last decade. This situation can contribute to increasing service costs for JKN participants with TB disease. Objective: To find out the cost of health services for JKN participants with Tuberculosis (TB) in the DKI Jakarta Province Region in one year. Method: Cross-sectional research design with univariate and bivariate analysis. The research sample is JKN participants with Tuberculosis (TB) based on BPJS Health sample data for 2023. Results: The results of the analysis showed that BPJS Health spent a budget of IDR 14,244,980,234 (14 billion) to pay claims for 3.492 JKN participants with Tuberculosis (TB) in the DKI Jakarta Province Region in 2022. Factors related to the cost of Tuberculosis (TB) for JKN participants in the DKI Jakarta Province Region in 2022, namely age, gender, comorbidity, membership segmentation, treatment class rights, RJTL visits, RITL visits , length of stay and region of residence. Conclusion: This research illustrates the high costs of JKN service participants with Tuberculosis (TB), so that an early detection program is very important to carry out as an effort to save costs."
