"ABSTRAKReklamasi Teluk Benoa, adalah sebuah proyek yang direncanakan untuk menjadi solusi dari keterbatasan lahan yang diperlukan dalam rangka penyediaan fasilitas bagi kegiatan pariwisata di Bali. Namun, selayaknya reklamasi lepas pantai lainnya, maka proyek ini diperkirakan akan menimbulkan dampak negatif terhadap lingkungan. Melalui penelitian ini, akan diperoleh analisa biaya manfaat baik secara finansial maupun ekonomi dari proyek reklamasi Teluk Benoa. Berdasarkan Financial Cost and Benefit Analysis CBA maka proyek ini akan menghasilkan Net Present Value NPV yang positif sebesar Rp 21,4 Triliun. Sementara itu dalam Economic CBA proyek ini menghasilkan NPV negatif sebesar Rp. 371 Miliar dalam skenario optimis dan Rp 43,8 Triliun pada skenario pesimis. Selain itu dalam analisa sensitivitas terlihat bahwa efek reklamasi terhadap terumbu karang yang akan mengurangi industri pariwisata di Bali akan menjadi komponen yang berpengaruh besar terhadap nilai negatif dari economic CBA

ABSTRACTBenoa Bay Reclamation, is a project planned to be a solution for the limited land, required for the provision of facilities for tourism activities, in Bali. However, like any other coastal reclamation, the project is expected to have a negative impact on the environment. This research will provide financial and economic Cost benefit Analysis CBA for this project. Based on the Financial Cost and Benefit Analysis CBA , this project will generate a positive Net Present Value NPV of Rp 21.4 trillion. Meanwhile in the Economic CBA this project will generate negative NPV of Rp. 371 billion in an optimistic scenario and Rp 43.8 trillion in pessimistic scenario. In addition, sensitivity analysis shows that the destruction of coral reefs, that will reduce tourism industry in Bali, as component that has a large contribution on the negative value of economic CBA"
