"Kabupaten Blitar dikenal sebagai daerah seribu candi. Namun anggaran yang dikeluarkan oleh pemerintah untuk sektor pariwisata dan budaya sangat kecil sekitar 0,1% dari total APBDnya. Hal ini tidak sebanding dengan arti pentingnya peninggalan cagar budaya bagi penguatan jatidiri bangsa. Selain itu, merawat dan melestarikan cagar budaya yang sering dianggap selalu menjadi beban bagi pemerintah. Sehingga diperlukan upaya untuk memberdayakan situs cagar budaya sehingga minimal menjadi suatu cagar budaya yang profit center bahkan membiayai dirinya sendiri yakni dengan peran serta masyarakat.Hasil analisis spasial dan ekonomi memperlihatkan peran serta masyakarakat berdampak adanya peningkatan kesejahteraan masyarakat sekitar situs melalui distribusi pendapatan, perluasan lapangan pekerjaan dan lepas dari kemiskinan. Selain itu didapatkan bahwa dalam hal perencanaan tata ruang belum terlihat adanya kontribusi dari aspek budaya dalam proses penyusunan RTRW sehingga menyebabkan pentingnya potensi dari cagar budaya bagi suatu wilayah tidak terlihat dan alih fungsi lahan cagar budaya menjadi fungsi lain akan lebih mudah terjadi.

"ABSTRAKTeknologi finansial semakin berkembang di Indonesia. Pada khususnya transaksi uang elektronik di Indonesia sangat berkembang cepat dengan rata-rata 87% dari tahun 2012 hingga September tahun 2019. Namun sayangnya, berdasarkan survey Jakpat pada tahun 2018, masih belum adanya adopsi teknologi finansial pada dunia kesehatan. Tujuan utama dari penelitian ini adalah mengadopsi teknologi finansial di Rumah Sakit dan manajemen resiko sesuai dengan kerangka (framework) TOEH (Technology, Organization, Environment, dan Human). Lingkup dari penelitian ini adalah rawat jalan unit administrasi pembayaran di Rumah Sakit. Fuzzy ANP dan manajemen resiko digunakan untuk mencari faktor penting yang perlu dipersiapkan rumah sakit dan mempertimbangkan resiko yang mungkin terjadi jika mengadopsi teknologi finansial sesuai dengan kerangka TOEH (Technology, Organization, Environment, Human). Penelitian ini juga mempertimbangkan adanya segmentasi kesiapan rumah sakit. Penelitian ini menghasilkan dua segmen kesiapan rumah sakit. Selain itu, dari segmen pertama dihasilkan faktor penting dari sisi technology dengan subfaktor compatibility dan security concern sedangkan untuk segmen kedua dihasilkan faktor environment dan subfaktor coercive government pressure dan vendor support. Dari hasil analisa manajemen resiko dihasilkan time risk berupa dan psychological risksebagai kategori resiko yang paling tinggi. Sedangkan dari hasil analisis biaya manfaat dihasilkan 4 rumah sakit yang sudah layak untuk menginvestasikan teknologi finansial dan 1 rumah sakit yang belum layak untuk menginvestasikan teknologi finansial.

ABSTRACTFinancial technology is growing in Indonesia. Especially for electronic money transactions in Indonesia has been growing rapidly with an average 87% from 2012 until September 2019. Unfortunately, based on Jakpat Survey in 2018, there is still no adoption of financial technology in health services. This research aimed to adopt financial technology in hospital and risk management from TOEH ((Technology, Organization, Environment, Human) framework. This research also considers about the hospital readiness segmentation which had two segments in the result. In addition, the result shows that the first segment have an important factor in technology with compatibility and security concern as a subfactors while the second segment have an important factor in environmentalwith coercive government pressure and vendor support as a subfactors. Based on risk management analysis also said that time risk and psychological risk as the highest risk category.Whereas, from benefit cost analysis result, there are 4 hospitals that already feasible if they want to adopt financial technology and 1 hospital that not yet feasible if they want to adopt financial technology."
