" ABSTRAK
Pada saat ini Usaha Mikro, Kecil, dan Menengah di Indonesia masih menghadapi berbagai macam tantangan dalam menjalankan keberlangsungan kegiatannya. Salah satu tantangan Usaha Mikro, Kecil, dan Menengah yang sedang dihadapi diantaranya adalah Usaha Mikro, Kecil, dan Menengah memiliki keterbatasan dalam menerapkan aspek keselamatan dan kesehatan kerja sesuai dengan standar yang diharapkan. Hal ini dikarenakan Usaha Mikro, Kecil, dan Menengah menganggap bahwa penerapaan aspek kesehatan dan keselamatan kerja membutuhkan biaya yang mahal. Salah satu upaya perbaikan secara berkala dan progresif yang dilakukan oleh pemerintah yaitu Kementerian Ketenagakerjaan adalah peningkatan kesadaran keselamatan dan kesehatan kerja dari pekerja dan pengusaha melalui program pelatihan perbaikan lingkungan kerja dengan menggunakan program Working Improvement in Small Medium Enterprise WISE untuk Usaha Mikro, Kecil, dan Menengah. Skripsi ini membahas bagaimana proses pelaksanaan program, kendala pelaksanaan program, dan pencapaian pelaksanaan program Working Improvement in Small Medium Enterprise WISE yang dilakukan oleh pemerintah yaitu Kementerian Ketenagakerjaan, sehingga dapat meningkatkan kesadaran keselamatan dan kesehatan kerja bagi para Usaha Mikro, Kecil, dan Menengah. Penelitian ini adalah penelitian kualitatif dengan desain deskriptif. Hasil penelitian menunjukkan bahwa program Working Improvement in Small Medium Enterprise WISE merupakan program pelatihan yang memberdayakan Usaha Mikro, Kecil, dan Menengah untuk melakukan suatu tindakan yang praktis dan hanya mengeluarkan biaya yang rendah namun dapat memperbaiki kondisi tempat kerja. Selain itu, hasil penelitian ini menunjukkan adanya hasil perbaikan kondisi tempat kerja Usaha Mikro, Kecil, dan Menengah yang sudah menerapkan sesuai dengan standar keselamatan dan kesehatan kerja setelah para pekerja dan pengusaha Usaha Mikro, kecil, dan Menengah mengikuti pelaksanaan program Working Improvement in Small Medium Enterprise WISE . Namun, masih terdapat kendala dalam pelaksanaan program Working Improvement in Small Medium Enterprise WISE yaitu keterlibatan unsur tripartit dalam melaksanakan program Working Improvement in Small Medium Enterprise WISE , masih rendahnya kesadaran keselamatan dan kesehatan kerja pada usaha mikro, kecil dan menengah, dan tindak lanjut action plan.

ABSTRACT
Until recently, Micro, Small and Medium Enterprises in Indonesia are facing various challenges in carrying out their sustainability. One of the current challenges faced by Micro, Small, and Medium Enterprises is the limitation in applying safety and health aspects according to the expected standards. This limitation is caused by Micro, Small, and Medium Enterprises 39 consideration that the application of health and safety aspects requires high cost. One of the government 39 s progressive improvement efforts are given by the Ministry of Manpower to raise awareness of workers and employers through a work improvement program using the Working Improvement in Small Medium Enterprise WISE program for Micro, Small, and Medium Enterprises. This thesis discusses the process, obstacles, and the achievements from implementation of Working Improvement in Small Medium Enterprise WISE program that are given by the Ministry of Manpower to increase the awareness of safety and health for Micro, Small and Medium Enterprises. This research is a qualitative research with descriptive design. The result shows that the Working Improvement in Small Medium Enterprise WISE program can actually improve workplace conditions as training program for Micro, Small and Medium Enterprises by performing a practical and low cost action. In addition, the results of this study indicate that there are improvements in the workplace conditions of Micro, Small, and Medium Enterprises that have been implemented in accordance with safety and health standards. However, there are still obstacles found in implementing the Working Improvement in Small Medium Enterprise WISE program, which includes the involvement of tripartite elements in implementing the Working Improvement in Small Medium Enterprise WISE program, the low level of safety and health awareness on Micro, Small and Medium Enterprises, and from action plan follow up. "

"Globalization requires Small and Medium enterprises to increase its existence in order to compete in a global world. Small and Medium enterprises have to always increase the creativity to be able to create products that have innovated. Yet currently SMEs still have obstacles in increasing its existence, such as the poor ability of businesses, the difficulty of access to capital and does not quickly follow the development of science and technology. The purpose of this study is to determine the role of government to grow the performance of SMEs towards creative industry in Jambi Province. The sampling technique for the location and respondents is in a purposive sampling. The provision of sample site and respondents selection is based on the already defined criteria. For locations, there are 7 (seven] locations selected as the samples and 200 for the sample of respondents. The analysis method used is the descriptive analysis depicting government role in improving SMEs performance. The results of the study explain that the government's support is still low to improve the quality of human resources through education and training. There are still SMEs which have never attended the training because the Department of Industry and Trade has not had a database of SMEs which have attended the training or not. SMEs still have capital problems. The government is not yet optimally introducing technological advances and not yet optimally assisting the development and marketing of products. There is overlapping of the same programs among SKPD that empower SMEs. From the other side, the business climate is already conducive as the government gives ease of permit and smoothness of business. The results of the study recommend (1] to provide education and training equally for SMEs (2] Creation of synergistic between the related SKFD and SMEs (3] Developing microfinance institution to solve the capital problem (3) Jambi Provincial Government needs to build cooperation with universities to do Transfer of science and technology."

"Artikel ini bertujuan untuk mengidentifikasi factor-faktor yang mempengaruhi resistensi terhadap perubahan dan kemauan untuk berkembang dalam bidang usaha kecil. Data akan diperoleh melalui survei yang ditujukan untuk bisnis dengan jumlah pegawai dibawah 50 orang, di Belanda dan Indonesia. Faktor yang mempengaruhi resistensi terhadap perubahan dikategorikan menjadi tiga level: informational, psychological, dan cultural. Hasil dari studi ini menunjukan bahwa faktor level psychological dan cultural mempengaruhi resistensi terhadap perubahan, sedangkan faktor level informational tidak. Faktor yang mempengaruhi kemauan untuk berkembang akan diukur dengan ekspetasi manajer atas hasil dari perkembangan tersebut. Hasil menunjukan bahwa ekspetasi atas kondisi finansial pribadi yang lebih tinggi merupakan faktor yang paling memotivasi.

This article aims to identify factors that influence resistance to change and growth willingness in small firms. Data will be gathered from survey to firms employing less than 50 people in the Netherlands and Indonesia. Factors influencing resistance to change are categorized into three levels informational, psychological, and cultural. The findings gained from this study showed that psychological and cultural level factors do influence resistance to change, while informational level factors do not. Factors affecting growth willingness will be measured using managers rsquo expected outcomes of growth, in which expectation of higher private finances is proven to be the most motivating factor."
