"Rasisme merupakan suatu fenomena yang kerap terjadi, bahkan di era kontemporer seperti saat ini. Sebagai bentuk perlawanan terhadap praktik rasisme, gerakan anti-rasisme juga semakin berkembang. Anti-rasisme perlahan hadir sebagai norma yang mulai diterima pada akhir abad ke-20 yang mana perkembangannya merupakan fenomena yang terintegrasi pada level global, regional, nasional, sampai lokal. Berangkat dari gambaran besar tersebut, tulisan ini berusaha untuk melihat perkembangan literatur yang menjelaskan mengenai norma anti rasisme dalam ilmu hubungan internasional. Adapun, terdapat 16 literatur yang digunakan dalam tulisan ini, dari mulai artikel jurnal, bab dalam buku edited volume, buku secara keseluruhan, hingga monograf. Dalam penggoraganisasian literaturnya, tinjauan pustaka ini menggunakan metode taksonomi yang terbagi menjadi tiga tema utama, yakni: 1) Norma Anti-Rasisme dalam Entitas Negara dan Kawasan; 2) Norma Anti-Rasisme dalam Perspektif Global; 3) Upaya Transnasional dalam Pengarusutamaan Norma Anti-rasisme. Setelah menjabarkan pengorganisasian literatur, tulisan ini juga berupaya untuk melihat konsensus dan perdebatan, refleksi, serta sintesis dari literatur-literatur yang sudah dipaparkan. Pada akhirnya, tulisan ini mengarah pada suatu kesimpulan bahwa perkembangan norma anti-rasisme tidak dapat dilepaskan dari dinamika relasi kuasa. Dinamika tersebut dipengaruhi oleh tiga aspek, yaitu kolonialisme dan kapitalisme, kepentingan politik negara, serta determinasi identitas. Kemudian, tulisan ini akan ditutup dengan rekomendasi penulis secara akademik dan praktik.
Racism is a phenomenon that often occurs, even in the contemporary era like today. As a form of resistance to the practice of racism, the anti-racism movement is also growing. Anti-racism slowly emerged as a norm that began to be accepted at the end of the 20th century where its development occurred at the global, regional, national and local levels. Departing from the big picture, this paper attempts to look at the development of literature that explains the norms of anti-racism in the science of international relations. Meanwhile, there are 16 literatures used in this paper, ranging from journal articles, chapters in edited volumes, books as a whole, to monographs. In organizing the literature, this literature review uses a taxonomic method which is divided into three main themes, namely: 1) Anti-Racism Norms in State and Regional Entities; 2) Anti-Racism Norms in a Global Perspective; 3) Transnational Efforts in Mainstreaming Anti-racism Norms. After describing the organization of the literature, this paper also attempts to look at the consensus and debate, reflection, and synthesis of the literature that has been presented. In the end, this paper leads to a conclusion that the development of anti-racism norms cannot be separated from the dynamics of power relations. These dynamics are influenced by three aspects, namely colonialism and capitalism, the political interests of the state, and the determination of identity. Then, this paper will be closed with the author's recommendations academically and practically."
