"Hadirnya keterbukaan informasi diyakini merupakan salah satu agenda penting masyarakat dunia di milenium ketiga, antara lain ditandai dengan pemanfaatan teknologi dalam pengelolaan dan pengolahan informasi melalui SIM yang mentransformasikan informasi dari sesuatu yang dianggap sebagai hasil samping kegiatan-kegiatan organisasi menjadi salah satu aset yang sangat penting bagi suatu organisasi. Penelitian ini bertujuan memberikan gambaran atas efektivitas penerapan SIM pada direktorat BPPK Departemen Luar Negeri.Penulis menemukan bahwa terdapat beberapa kendala dalam penerapan SIM pada direktorat BPPK yakni good will dari level pimpinan dalam menentukan arah dan tujuan dari penerpan SIM dan budget anggaran dalam penyediaan infrastruktur berupa penyediaan jaringan dan perangkat keras lainnya. Selain itu, Hasil penelitian ini menunjukan bahwa pengelolaan dan pengolahan informasi melalui penerapan SIM di direktorat BPPK bisa dikatakan belum berjalan efektif.

The presence of information transparency is convinced as one of international society important agenda on the third millennium, that is signed by technology usage in information management through the management information system which transform information to be more important for some organization. This research aim to give a description of effectiveness MIS implementation in the directorate of BPPK Ministry of Foreign Affairs.Researcher have found some obstacles on MIS implementation in the directorate of BPPK, that is good will from leader in the choice of way and direction from MIS implementation and budget in infrastructure supplying that is link and another hard ware. Apart from that, the result of this research is showing that information management from MIS implementation in the directorate BPPK application at the BPPK directorate is not effective."

"In this article the author examines the problem of ethnicity and the Indonesian nation-state. He asserts that Indonesia's history is marked by the tension between the country's ideological basis - as started in the preamble to its constitution- and the structural foundations stipulated in the chapters of that constitution. Working to achieve unity in diversity through the power granted him by the constitution, Soekarno applied the geopolitics based upon the Blut und Boden Theorie. However, each and every ethnic group that was to be united met the criteria of Blut und Boden and others. The concentration of power upon the president, reinforced by the Javanese conception of power, continued with Soeharto; eventually leading to the reform movement wherein in the many smaller groups in the union have begun to speak out. The author concludes that the centralization of power of the past must be replaced by a system with broad regional autonomy. While remaining true to the principle of the constitution, the distribution of economic power among the regions serve also as a safeguard against future crisis."
