"ABSTRACTThe government's efforts to reduce the maternal mortality rate (MMR) in Indonesiahave not shown significant results. Based on the 2012Indonesian Demographic andHealth Survey (IDHS), the MMR has significantly increased from 228 in2007 to 359in 2012; far beyond the MDG's target. The Ministry of Health found that there arethree main medical factors for maternal mortality: hemorrhage, eclampsia, andinfection. However, poverty and vulnerability of women in the society due to genderinequality, the lack of public awareness on the maternal health, the lack of healthfacilities utilization, and the distance between health facilities and the pregnantwomen's residence are some examples of factors that also contribute to the highMMR in Indonesia. This study aims to find a comprehensive model to reduce MMRin lndonesia by conducting a participatory action research. Specifically, the studywill: (1) find a comprehensive intervention model, and (2) provide comprehensiveand multilevel policy recommendations to policymakers and local government toreduce the MMR, Methodologically, this study not only uses mixed methods bycombining qualitative and quantitative approaches, but also integrates a participatoryaction research approach with the strategy of planned change as a social interventionstrategy. The data analysis is conducted with the spatial analysis approach, usinggeographical information system technique."

"Kendaraan listrik merupakan salah satu inovasi penting dalam dunia transportasi yang digadang-gadang memiliki beberapa keunggulan dibandingkan kendaraan berbahan bakar fosil, terutama pandangan bahwa kendaraan listrik lebih ramah lingkungan karena tidak mengeluarkan emisi berupa gas yang berbahaya dan tidak menimbulkan polusi suara. Untuk mempercepat peralihan dari moda transportasi berbahan bakar fosil ke moda transportasi berdaya listrik, beberapa negara menawarkan sejumlah insentif di bidang fiskal seperti pembebasan dari pajak tertentu, di samping insentif-insentif lain yang diharapkan dapat memancing masyarakat untuk beralih. Skripsi ini mengulas bagaimana posisi kendaraan listrik dalam perpajakan di Indonesia, terutama kaitannya dengan Pajak Penjualan atas Barang Mewah, mengingat kendaraan bermotor merupakan salah satu objek dari Pajak Penjualan atas Barang Mewah serta perbandingan pengenaan Pajak Penjualan atas Barang Mewah dengan pajak tambahan lain yang dikenakan atas kendaraan bermotor di luar negeri. Skripsi ini ditulis dengan menggabungkan pengumpulan data sekunder berupa wawancara, studi perbandingan, serta studi yuridis normatif. Hasil yang diperoleh dari penulisan skripsi ini adalah bahwa upaya peralihan ke moda transportasi berdaya listrik perlu didukung pemerintah dan bahwa perlu ada perubahan peraturan mengenai pengenaan Pajak Penjualan atas Barang Mewah yang didasarkan pada fenomena terkini, seperti wacana tujuan pembangunan berkelanjutan yang dapat menjadi bentuk konsistensi pemerintah dalam mewujudkan tujuan pembangunan berkelanjutan.

Electric vehicles are an important innovation in the transportation sector which are heralded for its eminence when compared to fossil-fueled vehicles, such as lack of tailpipe emissions and not causing any form of sound pollution. In order to accelerate the transition from fossil-fueled modes of transporatation to electric-powered ones, various countries offer fiscal incentives such as tax exemption, as well as other kinds of incentives which may make people to switch to electric vehicles. This thesis reviews the position of electric vehicles in Indonesian taxation systems, specifically in the Luxury Goods Tax section, due to the fact that motor vehicles are one of the objects of Indonesia’s Luxury Goods Tax, as well as how it compares with the imposition of similar excise taxes for motor vehicles in some countries. This thesis is written by combining secondary data collection in the form of interview, comparative studies, as well as normative judicial research. The result of this research is that Indonesia needs to change its rule regarding the imposition of Luxury Goods Sales Tax by considering the current situations like the Sustainable Development Goals, which could be a sign of the Government’s consistency in supporting SDGs."
