"The presence of the phenomenon of kinship politics in the 2020 Simultaneous Regional Head Elections triggers a controversy that revolves around its implementation. The existence of kinship politics is feared to have an impact on efforts to achieve the ultimate goal of regional autonomy, namely public’s welfare and a dignified quality of life. The purpose of this research is to map the potential problems and identify the challenges of achieving the ultimate goal of regional autonomy. This research uses a literature study as an analytical tool to answer the objectives of the study. Discussions about kinship politics in Indonesia present a perceptual dichotomy, where on the one hand this is not a problem when the local leadership of kinship politics is able to bring prosperity together. However, on the other hand, this can become a problem when political actors abuse power that perpetuates the strengthening of the oligarchy and ignores the original goal of decentralization, namely, to bring prosperity and a dignified quality of life. Candidates who are affiliated with kinship politics face a fairly formidable challenge, namely, to strengthen regional competitiveness in a sustainable manner based on the principle of transparency in order to maintain public trust during the COVID-19 pandemic."

"ABSTRACTThe regional autonomy implemented for more than two decades is not entirely a success. An evaluation of the regional governance shows that many of the regional heads are tangled in legal cases, have bad financial management, and some other problems in the different levels of government. As such, it is necessary to examine the implementation of the development and supervision policy which aims to ensure the effectiveness of the regional autonomy. This study used a mixed, two stages method, with a quantitative approach using multiple regression analysis and followed by the qualitative approach of triangulation and ASOCA (Ability, Strength, Opportunities, Culture, and Agility) analysis method. The population in this study is the whole autonomous region in Indonesia (542 regions) with a sample of 85 regions. The quantitative analysis showed significant influence between the implementation of policy and development and supervision to the effectiveness of the regional autonomy. The qualitative analysis supported the quantitative analysis result and found new the dominant factors that produce a new model (novelty) called HADI (Human resources, Acceptance, Development, and Innovation) as an alternative model of the development and supervision policy for the effectiveness of regional autonomy. This study concluded that the successful implementation of an effective regional autonomy is very much influenced by the implementation of the policy and that a HADI model could be used as an alternative solution to the problem."

"Thesis ini bertujuan untuk mengetahui sejauhmana tingkat kemandirian daerah dengan cara mengindentifikasi sektor-sektor unggulan yang memiliki kontribusi yang besar terhadap pendapatan daerah dalam hal ini daerah kabupaten Lima Puluh Kota untuk kurun waktu 1994-2003. Mengetahui tingkat kemandirian daerah merupakan hal yang sangat krusial karena hal ini merupakan tujuan dari pelaksanaan otonomi daerah dimana pemerintah daerah diharapkan mengurangi tingkat ketergantungam finansialnya terhadap pemerintah pusat. Oleh sebab itu Pemerintah Daerah harus menggali sumber-sumber potensi yang dimilikinya melalui analisa terhadap sektor-sektor unggulan dalam perekonomian.Metoda Analisa yang digunakan adalah Location Quotient dan analisa shift share. Data yang diigunakan dalam Studi ini adalah data sekunder yang diperoleh dari institusi terkait yaitunya Bappeda dan BPS, serta Badan Keuangan daerah kabupaten Lima Puluh Kota dan Propinsi Sumatera Barat.Hasil studi ini menunjukkan bahwa tingkat kemandirian daerah kabupaten Lima Puluh Kota ternyata masih terbang rendah dimana bantuan Pusat masih mendominasi Struktur anggaran daerah. Analisa LQ dan Shift Share menunjukkan sektor-sektor unggulan yang dimiliki oleh Kabupaten Lima Puluh Kota adalah sector pertanian, pertambangan dan galian serta perdagangan, hotel, dan restaurant. Diharapkan hasil studi ini dapat menjadi pertimbangan dalam menyusun prioritas kebijakan anggaran untuk menstimulasi sector-sektor unggulan tersebut untuk berkembang sehingga dengan demikian alokasi anggaran yang efisien dapat dicapai."
