"Penelitian ini bertujuan menggambarkan institusi penelitian dan pengembangan (litbang) di Indonesia, menguraikan faktor-faktor yang menghambat kinerja institusi litbang, dan mengusulkan disain transformasi pada institusi litbang di Indonesia. Penelitian ini menggunakan paradigma pragmatisme dengan disain penelitian metode campuran yang merupakan gabungan antara metode penelitian kuantitatif dan kualitatif. Hasilnya menunjukkan lnstitusi litbang di Indonesia mengalami perkembangan yang sangat maju sejak keluarnya UU Nomor 18 Tahun 2002, berbagai faktor menjadi penghambat kinerja institusi litbang, dan strategi transformasi institusi litbang dapat dilakukan dengan beberapa cara, mulai dari mengubah nilai hingga melakukan diseminasi informasi litbang. Ada tiga alternatif disain transformasi yang diusulkan yaitu memperkuat tugas pokok, fungsi, dan wewenang Kemenristek melalui perbaikan kelembagaan, menggabungkan Kemenristek dengan Kementerian pendidikan (khususnya pendidikan tinggi), dan menjadikan LIPI sebagai manajer nasional untuk penelitian yang bersifat independen.

Focus of this research is to describe research and development (RnD) institution in Indonesia, explain the factors that resist the performance of the RnD institution, and propose the transformational strategies and design. Pragmatism paradigm with mixed method disain (between quantitatve and qualitative) used in this research. The results are this institution has developed advances since Law Number 18/2002, many factors can be resistance to RnD institution performance, and the strategy of transformation can be applied -from value change to disseminate RnD?s information. There are three alternative transformation designs proposed are institutional improvement of Minsitry of Research and Technology (MRT), combining the MRT with ministries of higher education, and transform the Indonesian Institute of Science to independent institution with the task as national manager of research."

"ABSTRAKPenelitian ini bertujuan untuk melihat pengaruh dari leader member exchange, human resource management practices, dan psychological empowerment terhadap extra role performance dengan mediasi organizational commitment pada karyawan Indonesia di Kedutaan X. Responden penelitian ini berjumlah 280 karyawan Indonesia di Kedutaan X. Model penelitian menggunakan 7 hipotesis yang diuji oleh Structural Equation Modeling SEM .Hasil penelitian menyatakan bahwa organizational commitment berpengaruh positif dan signifikan terhadap extra role performance. Organizational commitment memediasi hubungan antara leader member exchange, human resource management practices, dan psychological empowerment dengan extra role performance.Kata kunci: leader member exchange, human resource management practices, psychological empowerment, extra role performance, organizational commitment.

ABSTRACTThis study aims to know the impact between leader member exchange, human resource management practices, and psychological empowerment on extra role performance mediated by organizational commitment of Indonesian employee at Embassy X. This study using 280 respondents of Indonesian employees at Embassy X and Structural Equation Model SEM method is used for analyzing data.The results declare that organizational commitment is positively related to extra role performance and acts as mediator between leader member exchange, human resource management practices, psychological empowerment and extra role performance.
