"Pasar tunggal penerbangan ASEAN (ASEAN Single Aviation Market) pada tahun 2015, merupakan kebijakanyang telah disepakati oleh seluruh negara anggota ASEAN yang tertuang dalam ASEAN MultilateralAgreement on Air Services (ASEAN MAAS) dan telah ditandatangani pada tanggal 20 Mei 2009di Manila, Filipina. Dalam menghadapi ASEAN Single Aviation Market 2015, selain memperhatikanpotensi keuntungan yang dapat diperoleh dari kebijakan open sky tersebut, pemerintah harus mewaspadaipeluang ancaman perebutan pangsa pasar penerbangan di wilayah ASEAN juga pangsa pasar penerbangandomestik. alah satu faktor yang dapat mengancam Indonesia adalah lemahnya pengawasan(direct or indirect) investment bidang angkutan udara, sehingga kemungkinan terjadi penyelundupanhukum investasi, yang akhirnya pasar nasional dikuasai asing melalui badan hukum Indonesia yangdibentuknya (cabotage terselubung). Prinsip cabotage diterapkan secara umum di seluruh dunia dengantujuan menjaga dan melindungi kepentingan politik dan ekonomi negara yang bersangkutan. Penerapanprinsip cabotage secara operasional bisa bersifat fleksibel, selama kepentingan strategis negara tersebuttetap terjaga dan terlindungi. Pelayanan penerbangan di Indonesia saat ini dianggap sudah melanggarprinsip cabotage."

"Meningkatnya kesadaran terhadap keselamatan di penerbangan Indonesia tidak berarti terbebas dari tanggung jawab untuk terus meningkatkan dan mempertahankan kesadaran tersebut. Diperlukan langkah pencegahan yang dapat diimplementasikan dengan mudah untuk mengidentifikasi kondisi awal sebelum terjadinya suatu kejadian, terutama yang berkaitan dengan human factor. Dari semua studi yang telah dilakukan di Indonesia, belum banyak yang membahas tentang bagaimana menentukan program keselamatan yang dapat memperhatikan sisi human factor dan sesuai dengan kebutuhan organisasi. Tujuan dari penelitian ini adalah untuk menganalisis program keselamatan yang tepat untuk suatu organisasi berbasis human factor dan juga kriteria dalam pemilihannya. Pemilihan program keselamatan ini menggunakan metode pengambilan keputusan AHP (Analytical Hierarchy Process). Dalam metode ini, diambil empat kategori, dua belas subkategori dan tiga alternatif untuk pemilihan program. Pemilihan kriteria, subkriteria dan alternatif dilakukan melalui diskusi dengan narasumber yang berasal dari kalangan akademisi dan praktisi di industri penerbangan. Alternatif yang dipilih adalah dirty dozen, HFACS, dan LOSA. Hasil akhir komparasi dengan menggunakan metode pengambilan keputusan AHP menunjukkan bahwa dirty dozen merupakan pilihan yang paling sesuai untuk program keselamatan di Indonesia yang dapat memperhatikan sisi human factor secara komprehensif. Dengan hasil ini, program pencegahan kecelakaan pesawat udara dapat disusun sesuai dengan budaya perusahaan dan disesuaikan dengan budaya nasional Indonesia.
The increase in awareness regarding aviation safety in Indonesia does not imply freedom from the responsibility to continually enhance and maintain such awareness. It necessitates the implementation of easily implementable preventive measures to identify preconditions before an incident occurs, particularly concerning the human factor. Among the studies conducted in Indonesia, there are few discussions on determining safety programs that consider the human factor and align with organizational needs. The objective of this research is to analyze an appropriate safety program for an organization based on human factor and establish the criteria for its selection. The selection of safety programs employs the Analytical Hierarchy Process (AHP) decision-making method. Four categories, twelve subcategories, and three alternatives are considered for program selection. Criteria, subcriteria, and alternatives are determined through discussions with experts from academic and aviation industry backgrounds. The chosen alternatives are the dirty dozen, HFACS, and LOSA. The final comparison results utilizing the AHP decision-making method indicate that the dirty dozen is the most suitable choice for a comprehensive safety program in Indonesia, considering the human factor. Based on these findings, preventative measures for aircraft accidents can be developed in accordance with organizational culture and tailored to the national culture of Indonesia."

Industri penerbangan Indonesia diprediksi menjadi negara ke-6 di dunia yang memiliki penumpang pasar terbanyak. Jumlah penumpang pasar pada 15 tahun terakhirpun memiliki pertumbuhan yang signifikan, yang berjumlah 30 juta pada tahun 2005 dan ±97 juta pada tahun 2017. Hal ini merupakan sebuah kesempatan bagi PT. X, salah satu maskapai penerbangan di Indonesia, untuk mempersiapkan strategi-strategi yang dapat dilakukan untuk memenangkan pangsa pasar. Untuk mengimplementasikan strategistrategi tersebut, tentunya perusahaan perlu untuk mempersiapkan sumber daya manusia, material, dsb. Namun, berdasarkan laba rugi komprehensif 5 tahun terakhir, perusahaan mengalami defisit yang menyebabkan perusahaan akan fokus terlebih dahulu terhadap permasalahan saat ini sebelum bergerak kepada potensi di masa depan. Pada penelitian ini, peneliti membuat model tentang tail assignment problem, yang merupakan permasalahan dalam membuat jadwal penerbangan terhadap pesawat yang tersedia dengan memerhatikan keterbatasan yang ada. Tujuan dari dibahasnya tail assignment problem agar perusahaan dapat mengurangi jumlah penggunaan pesawat dari penyusunan ulang tail assignment untuk menghilangkan idle dengan mengaggregatkan penerbangan yang satu dengan yang lainnya, dan atau mengurangi jumlah penerbangan agar jumlah pesawat berkurang. Dengan berkurangnya jumlah pesawat, berkurang biaya sewa pesawat, yang merupakan biaya terbesar kedua dari total biaya yang ada. Penelitian ini menggunakan metode optimasi branch & cut, dengan solver engine COIN–OR CBC (Linear Solver).
The Indonesian aviation industry is predicted to be the 6th country in the world that has the most market passengers. The number of market passengers in the last 15 years also has a significant growth, which amounted to 30 million in 2005 and ± 97 million in 2017. This is an opportunity for PT. X, one of the airlines in Indonesia, to prepare strategies that can be done to win market share. To implement these strategies, of course, companies need to prepare human, material, etc. However, based on the comprehensive income of the last 5 years, the company experienced a deficit that caused the company to focus first on current problems before moving on to future potential. In this study, researchers made a model by using the tail assignment problem, which is a problem in making flight schedules to the available airplane by taking into account existing limitations. The purpose of discussing the tail assignment problem is that the company can reduce the number of airplane usage by rearranging the tail assignment to eliminate idle by aggregating flights with one another and or reducing the number of flights so that the number of airplanes decreases. With the reduced number of airplanes, reduced airplane rental costs, which is the second-largest cost of total costs. This research uses the branch & cut optimization method, with COIN-OR CBC (Linear Solver) engine solver. "

"For civil aviation to progress it has never been just about technology and business practices. To go from the rudiments of the early services that plied across short distances in Europe and America to what we experience today required most of all that politicians and policy-makers address the central problems of national sovereignty over air space and national ownership and control over airlines. Those problems have plagued the development of seamless and efficient air services for consumers in the international sphere. One would have thought that international airlines might have led the way towards a uniform globalized system given the nature of their enterprise, but that has definitely not been the case. Sovereignty and security issues have more often than not trumped commercial arguments for a more level playing field for international airlines. There has thus been an on-going tussle between sovereignty, state security and mercantilist practices on the one hand and the ambition for civil aviation to flourish on the other. As one early commentator put it:’ one is convinced that the sovereign state cannot be left without authority over what happens just above its territory, (but) … one shrinks from the idea that aerial navigation could be the object of narrow-minded restrictions.’ How those narrow-minded restrictions were gradually eroded, though still not eliminated, to enable civil aviation to flourish is at the heart of this work.
This book will be of direct interest to students of aviation, modern history, international relations and transport. It is also of value to airline industry professionals and government transport departments."

ABSTRAKThe aviation business in the ASEAN region has shown significant growth during the last decade. With the enactment of ASEAN Open Skies, there is no doubt that intra-ASEAN flights will continue to increase rapidly with Indonesia and Thailand experiencing significant effects from such development. Considering current rapid market capitalization, there is an urgency to establish equilibrium between commercial and passengers rights. Flight delays, cancellations, and denied boarding, either on domestic or international flights, are the main airline passengers rights issues that are always relevant and must be kept up-to-date with recent developments. In the context of the so-called integrated ASEAN skies, the urgency to establish a uniform legal framework on passengers rights has become essential. Learning from the current international legal framework, namely the Warsaw Convention, the Montreal Convention, and EU Regulation No. 261/2004, they could present the source of best solution. Considering that the latter was established by another regional initiative, it could be a particularly valuable guide for ASEAN, even though the current integration level of the EU and ASEAN are quite different. Also of importance, the bomb threat hoax phenomenon within Indonesia and Thailand shall also be discussed. Passengers rights must also be protected against the implications of such irresponsible acts."

"Karya akhir ini membahas keterlibatan operator dan regulator dalam kejahatan terhadap keselamatan penerbangan dengan menggunakan metode studi kepustakaan Keterlibatan operator dan regulator dianalisis dengan menggunakan konsep state corporate crime yang melihat bagaimana regulator terlibat di dalam tindak kejahatan khususnya memberikan fasilitas untuk terjadinya kejahatan yang dilakukan oleh operator terhadap keselamatan penerbangan. Hasil dari tulisan ini memperlihatkan bahwa operator sengaja melakukan perawatan dan perbaikan yang tidak layak terhadap pesawat yang mengalami kerusakan sebagai aktivitas yang membahayakan dan merupakan kejahatan terhadap keselamatan penerbangan Regulator terlibat karena tidak melakukan pengawasan pengaturan dan evaluasi yang layak terhadap kegiatan operator.
The objective of this study was to see the involvement of operator and regulator in crime against the safety of aviation by using literature study The involvement of both operator and regulator was analyzed with the concept of state corporate crime which sees how regulator was involved in crime especially by facilitating the crime by operator to the crime against the safety of aviation. The result of this study shown that operator did not fix and maintain their planes with decent treatments with intention as harmful activity and as crime against the safety of aviation Regulator was involved since they did not supervise regulate and evaluate operator activities."
