"Negara bukanlah satu-satunya entitas yang dapat mengancam kebebasan pers di dalam masyarakat demokrasi. Hal ini terlihat di dalam kasus pemberedelan Tabloid Monitor. Tabloid Monitor merupakan sebuah majalah popular yang diterbitkan oleh Kelompok Kompas Gramedia (KKG) antara tahun 1986 sampai 1990. Dikepalai oleh Arswendo Atmowiloto, Tabloid Monitor menjadi pers populer dengan sirkulasi terbesar. Pada 23 Oktober 1990, Monitor menerbitkan angket kepopuleran “Kagum 5 Juta” yang menempatkan Nabi Muhammad SAW pada urutan ke-11 tokoh paling populer versi pembaca. Akibat angket tersebut, Monitor mengalami protes yang berakibat kepada pemberedelannya oleh Pemerintah. Penelitian ini sendiri akan membahas pemberedelan Tabloid Monitor yang mencerminkan kondisi pers pada masa Orde Baru. Penelitian bertujuan untuk memahami bagaimana relasi kuasa antara negara dan masyarakat terhadap media. Penelitian dilakukan dengan metode sejarah yang terdiri dari heuristik, kritik, interpretasi, dan historiografi. Proses heuristik menggunakan sumber primer seperti edisi Tabloid Monitor dan surat kabar atau majalah sezaman, serta sumber sekunder berupa buku teks ataupun artikel jurnal yang terkait dengan tema “Pemberedelan Monitor”. Hasil penelitian ini adalah kasus pemberedelan Tabloid Monitor merupakan kasus yang unik, karena pertama kalinya dalam sejarah Orde Baru, sebuah media diberedel akibat tekanan dari masyarakat. Pemberedelan Monitor juga menggambarkan relasi antara negara, masyarakat, dan media massa pada Masa Orde Baru.

State is not the only entity threatening press freedom in a democratic society. It was apparent in the case of the banning of Tabloid Monitor. Monitor was a pop magazine published by the Kompas Gramedia Group (KKG) from 1986 to 1990. Headed by Arswendo Atmowiloto, Tabloid Monitor became the most successful popular press of its time. On October 23, 1990 Monitor released a popularity poll “Kagum 5 Juta” that placed the Prophet Muhammad SAW in the 11th position of the reader's version for the most popular figure. Becaruse of this, Monitor experience a series of protest resulting it’s banning by the government. This research will discuss the banning of Tabloid Monitor which reflects the condition of the press during the New Order era. This research conducted to understand the power relations between the state and society are towards the media. This research use historical methods based on primary sources such as editions of the Tabloid Monitor itself and conTemporary newspapers or magazines, as well as secondary sources in the form of textbooks or journal articles related to the theme. The results of this research is that the case of the banning of Tabloid Monitor is unique because it was the first time in the New Order, a media was banned to follow the urge of the people. The Monitor's banning also describes the relationship between the state, society, and the mass media during the New Order period."
