"ABSTRAK
Tesis ini dilatarbelakangi oleh adanya kesenjangan penelitian tentang bagaimana organisasi publik mengeksplorasi kegiatan komunikasi terhadap stakeholdernya. Meski beberapa ilmuwan mengembangkan literatur komunikasi stakeholder, tetapi jarang ditemukan penelitian yang mengkhususkan pada pemetaan komunikasi stakeholder eksternal berbasis organisasi publik/pemerintah. Padahal perumusan strategi komunikasi yang tepat akan membantu organisasi publik mengetahui dan memantau harapan stakeholder, memberikan umpan balik yang aktif, memastikan setiap fungsi manajemen memiliki kompetensi komunikatif, dan beradaptasi pada segala bentuk perubahan.Penelitian ini bertujuan menghasilkan pemetaan komunikasi stakeholder organisasi publik berdasarkan temuan citra dari adanya gap/persinggungan antara identitas aktual yang ada di dalam internal Badan Pusat Statistik BPS dan identitas yang dipersepsikan oleh stakeholder eksternalnya. Penelitian dilakukan dengan menggunakan paradigma postpositivisme dan pendekatan metode campuran. Pendekatan kuantitatif dilakukan melalui analisis isi pada 5 lima portal berita online, dan pendekatan kualitatif dianalisis melalui wawancara mendalam dan studi kepustakaan.Hasil penelitian menunjukkan ada anomali yang cukup signifikan terhadap pemetaan stakeholder eksternal BPS jika dianalisis dari ragam opini dan tendensi stakeholder di portal media online. Disamping itu, ditemukan pula berbagai isu yang menjadi gap dalam identifikasi identitas organisasi, dimana komunikasi yang dilakukan BPS kepada stakeholdernya masih bersifat interaktif dan kewajiban normatif. Temuan lainnya adalah berkenaan dengan belum adanya keselarasan dalam pemahaman nilai-nilai integral yang melekat di kehumasan sebagai bagian dari fungsi organisasi yang mengumpulkan dan menafsirkan informasi, serta membangun komunikasi strategis sebagai respon dari lingkungan eksternalnya.

ABSTRACT
ABSTRACTThis thesis is motivated by the existence of research gaps on how public organizations explore communication activities against their stakeholders. Although some scientists develop a stakeholder communication literature, it is rare to find research that specializes in mapping out external stakeholder communication based on public organization government. Whereas the formulation of appropriate communication strategies will help public organizations know and monitor stakeholder expectations, provide active feedback, ensure that each management function has communicative competence, and adapt to all forms of change.This study aims to generate a mapping of stakeholder communications of public organizations based on the findings of the image of the gap intersection between the actual identity within the internal BPS and the identity perceived by its external stakeholders. The study was conducted using postpositivism paradigm and mixed methods. The quantitative approach was made through content analysis on five online news portals, and a qualitative approach was analyzed through in depth interviews and literature studies.The results of the study indicate that there are significant anomalies to the BPS external stakeholder mapping if analyzed from various opinion and stakeholder tendencies in the online media portal. In addition, there are also various issues that become gaps in the identification of organizational identity, where communication made by BPS to stakeholders is still interactive and normative obligations. Other findings are related to the absence of alignment in understanding the integral values embedded in public relations as part of the organizational functions that collect and interpret information, as well as build strategic communication in response to its external environment."
