"Penelitian ini membahas bagaimana peran FFM (Fact Finding Mission) UNHRC dalam upaya menerapkan Responsibility to Protect. Badan investigasi tersebut dibentuk oleh PBB melalui Dewan Hak Asasi Manusia untuk melihat fakta – fakta yang terjadi terkait dengan krisis kemanusiaan dan pelanggaran Hak Asasi Manusia yang telah berlangsung lama terhadap etnis Rohingya di negara bagian Rakhine. Upaya Dewan Hak Asasi Manusia merupakan upaya pencegahan langsung. Penelitian ini menggunakan metode penelitian hukum normatif dengan pendekatan masalah yang digunakan adalah Live-Case Study, yaitu pendekatan studi kasus pada peristiwa hukum yang masing berlangsung atau belum selesai atau belum berakhir. Hasil dari penelitian adalah adanya bentuk pelanggaran hukum dalam lingkup hukum intenasional yang dilakukan pemerintah Myanmar terhadap etnis Rohingya, sehingga perlu diambil tindakan untuk mengadili pelanggaran hukum yang terjadi dan perlu dilakukan investigasi lebih lanjut oleh badan investigasi yang dibentuk PBB dengan metode yang tepat untuk memperbaiki krisis kemanusiaan yang terjadi terhadap etnis Rohingya.

This Research explains the role of the UNHRC’s FFM (Fact Finding Mission) in the effort to implement the Responsibility to Protect.The investigative body was formed by the United Nations through the Human Rights Council to look at the facts related to the long running humanitarian crisis and human rights against the Rohingya ethnicities in Rakhine State.This research uses a normative legal research method with approach used is Live-Case Study, which is a case study approach to legal events that ae ongoing or have not been completed or have not ended. Theresult of the research is that there are forms of legal violations within the scope of international law committed by the Myanmar government against the Rohingya ethnicity, so that action needs to be taken to prosecute the violations of the law that have occurred and further investigations need to be carried out by an investigative agency established by the United Nations with the right method to solve the humanitarian crisis and human rights against the Rohingya ethinicity."
