"ABSTRAKSalah satu faktor pendukung lancar atau tidaknya suatu proyek pengembangan perangkat lunak adalah perencanaan. Demgam perencanaan yang baik diharapkan pengembangan perangkat lunak bisa sesuai dengan target yang diharapkan. Kegiatan perencanaan terdiri dari penjadwalan, pelacakan dan perkiraan (estimasi). Estimasi yang baik dapat membantu menjaga agar jadwal proyek tidak terlambat dan dapat menjaga ketepatan biaya yang dianggarkan. XYZ sebagai institusi perumus kebijakan perbankan di Indonesia menggunakan metode Use Case Point (UCP) untuk melakukan estimasi usaha dan biaya dalam rangka menjaga jadwal proyek tepat waktu dan tepat biaya. Selain ketepatan jadwal proyek dan alokasi anggaran, XYZ juga harus dapat melakukan estimasi biaya proyek yang sesuai harga pasar. Hal ini untuk tetap menjaga kualitas perangkat lunak yang dikembangkan. Apabila estimasi biaya pengembangan perangkat lunak terlalu rendah dikhawatirkan perangkat lunak yang dikembangkan akan turun kualitasnya. Berdasarkan sampling proposal penawawaran harga pengembangan perangkat lunak yang pernah masuk ke XYZ dalam rentang waktu 2016-2018, beberapa vendor dengan kualifikasi baik, mengajukan proposal harga penawaran 20-40% lebih tinggi dari pada Harga Perkiraan Sendiri (HPS) yang dibuat oleh XYZ. Hal ini dapat menjadi indikasi bahwa mekanisme estimasi yang ada saat ini perlu ditinjau ulang atau di-enhance agar lebih akurat. Selain itu dalam laporan semester I - 2018, dari 121 proyek terdapat 23,14% proyek yang terlambat dikarenakan ada beberapa tahapan yang tidak sesuai estimasi UCP. Terkait hal tersebut, pimpinan pengembangan perangkat lunak XYZ meminta untuk dilakukan kajian terhadap metode estimasi yang lebih baik. Use Case Point Activity Based-Costing (UCPAbc) merupakan integrasi antara UCP dan metode ABC yang sudah banyak digunakan sebagai suatu standar dalam menghitung aktivitas dalam proyek dapat menjadi alternatif pilihan untuk peningkatan akurasi estimasi. Hal ini karena UCPAbc dapat menghubungkan UCP dengan 12 aktivitas pengembangan dengan lebih lengkap. Dalam penelitian ini digunakan 3 sample data dari beberapa sektor pengembangan perangkat lunak yang ada di XYZ. Dari hasil penelitian terhadap 3 sample data tersebut apabila dibandingkan dengan biaya aktual didapatkan kesimpulan bahwa UCPAbc memiliki rata-rata nilai akurasi yang lebih baik yaitu 85,69%, dibandingkan rata-rata nilai akurasi metode UCP 78,57%.

ABSTRACT

One of the supporting phase for a smooth development project is planning. With good planning software development can be in accordance with the expected target. Planning activities consist of scheduling, tracking and estimation. Good estimates can help keep the project schedule not too late and can maintain the accuracy of budgeted costs. XYZ as an institution of banking policy formulation in Indonesia uses the Use Case Point (UCP) method to estimate business and costs in order to maintain the project schedule on time and on budget. Furthermore to the accuracy of the project schedule and budget allocation, XYZ must also be able to estimate project costs according to market prices. This is to maintain the quality of the software developed. If the estimated cost of developing software is too low, it is feared that the software developed will decrease in quality. Based on tsampling of software development proposals offered by vendors who have submitted it to XYZ in the 2016-2018 period, several vendors with good qualifications submitted their proposals for offer prices of 20-40% higher than the Self Estimated Prices (HPS) made by XYZ. This can be an indication that the current estimation mechanism needs to be reviewed or enhanced to be more accurate. In addition, in the 1st semester 2018 report, out of 121 projects (23.14%) are late because there are several stages that do not match the estimation of UCP. Related to this, the leader of XYZ software development requested a review of a better estimation method. Use Case Point Activity Based-Costing (UCPAbc) which is an integration between UCP and the ABC method that has been widely used as a standard in calculating project activities can be an alternative choice for increasing accuracy of estimates. This is because UCPAbc can connect UCP with 12 development activities more details. In this research there are 3 data samples were used from 3 software development sectors at XYZ. The results of 3 data samples when compared with the actual costs it was concluded that UCPAbc had a better average accuracy value of 85.69%, compared to the average accuracy of the UCP existing method 78.57%."
