"Sistem informasi strategis dibutuhkan oleh setiap organisasi dalam menentukan strategi organisasinya. Organisasi XYZ sebagai organisasi pemerintah non departemen yang bergerak dibidang kepemiluan juga memerlukan sistem informasi strategis untuk mencapai tujuan organisasi. Selama ini, pengembangan sistem informasi dan teknologi informasi dilakukan secara ad-hoc, yang hanya digunakan untuk memenuhi kebutuhan masing-masing unit bisnis sehingga mengakibatkan terjadinya tumpang tindih data dan informasi yang akibatnya akurasi data berkurang. Oleh karena itu, perlu dikembangkan rencana strategis sistem informasi yang mengatur arah pengembangan sistem informasi, berupa aplikasi bisnis, infrastruktur teknologi informasi, organisasi sistem informasi yang sejalan dengan visi, misi serta tujuan organisasi XYZ. Pengembangan rencana strategis sistem informasi dilakukan dengan menggunakan metodologi Ward and Peppard. Metode pengambilan data dilakukan dengan wawancara, review dokumen bisnis, dan observasi, untuk analisis situasi bisnis menggunakan metode PEST Analysis, value chain analysis, dan SWOT analysis dan analisis kebutuhan informasi. Penelitian dilanjutkan dengan analisis kondisi sistem informasi dengan menggunakan langkah-langkah pada fase analysis, sehingga diperoleh kondisi sistem informasi terkini dan solusi alternatif perbaikan sistem informasi. Berdasarkan hasil penelitian diperoleh berupa implementasi roadmap sistem informasi dan teknologi informasi yang berisikan pengembangan organisasi SI/TI, pengembangan sistem informasi dan pengembangan infrasturktur SI/TI.

Strategic information systems needed by every organization in determining organizational strategy. XYZ organization as a non- governmental organization engaged in the electoral department also requires strategic information systems to achieve organizational goals. So far, XYZ organization?s information system and technology developed with ad-hoc approachment, which is only used to meet the needs of each business unit, which causes overlapping of data and information which consequently decreases the accuracy of the data. Therefore, it is necessary to develop information systems strategic plan that set the direction of the development of information systems, such as business applications, information technology infrastructure, organizational information systems in line with the vision , mission and goals of the organization XYZ .

Development of information systems strategic plan is done by using a qualitative research methodology Ward and Peppard. Method of data collection was done with interviews and reviews of documents and observation business . For the analysis of business situations using PEST method, value chain, SWOT and analysis of information needs. Research continued with the analysis of system condition information using the steps in analysis phase, in order to obtain the most current information system condition and repair information system alternative solutions. Based on these proposals later developed into a referral and recommendation development of organizational information systems XYZ, which is described in the form of roadmap implementation of organizational information systems XYZ."

"ABSTRAKDalam penanganan isu strategis dan menghadapi tantangan di sektor perdagangan, Kementerian Perdagangan perlu menyusun perencanaan strategis sistem informasi. Hal ini diperkuat dengan hasil evaluasi sistem informasi dan teknologi informasi (SI/TI) yang diselenggarakan Pusat Data dan Sistem Informasi (PDSI) pada tahun 2017-2019 yang menunjukkan banyaknya permasalahan SI/TI di bidang Perdagangan Dalam Negeri. Permasalahan tersebut antara lain pemanfaatan aplikasi yang belum optimal dalam perumusan kebijakan dan pengambilan keputusan, duplikasi aplikasi, kurangnya sumber daya manusia, pertumbuhan aplikasi yang tidak efektif dan efisien, serta penggunaan domain tidak resmi pada aplikasi. Kondisi tersebut merupakan dampak dari pelaksanaan SI/TI yang tidak mengacu pada rencana strategis sistem informasi. Penelitian ini bertujuan untuk merumuskan rencana strategis sistem informasi Perdagangan Dalam Negeri periode tahun 2020-2024 dengan menggunakan metodologi Ward & Peppard dan beberapa alat analisis seperti Mission Model Canvas, Value Chain, SWOT, Critical Success Factor, PESTEL, dan McFarlans Strategic Grid. Penelitian ini menghasilkan rumusan rencana strategis sistem informasi Perdagangan Dalam Negeri yang terdiri dari strategi SI, strategi TI, dan strategi manajemen SI/TI, serta Roadmap SI/TI. Pada strategi SI didapatkan total 47 aplikasi yang terdiri dari 7 aplikasi strategic, 4 aplikasi high potential, 14 aplikasi key operational, dan 22 aplikasi support. Pada strategi manajemen SI/TI terdapat rekomendasi usulan Tata Kelola TI yang mengacu pada SPBE, penetapan CIO dan CISO, pembentukan tim-tim SI/TI, usulan kebijakan SI/TI, implementasi Government Service Bus, pengembangan kompetensi, serta rekomendasi penghapusan aset tak berwujud. Kemudian pada strategi TI terdapat rekomendasi pemindahan server ke pusat data PDSI, pengelolaan pusat data mengacu pada TIA-942, penambahan bandwitdh jaringan, implementasi private cloud computing, konfigurasi web application firewall, dan implementasi keamanannya. Hasil akhir dari ketiga strategi tersebut adalah peta jalan SI/TI periode 2020-2024.

In handling strategic issues and facing challenges in the trade sector, the Ministry of Trade needs to prepare an strategic information system planning. This is supported by the results of the evaluation of information systems and information technology (IS/IT) held by the Center for Data and Information Systems (CDIS) in 2017-2019, which shows the many problems of IS/IT in the field of Domestic Trade. These problems include the use of applications that are not yet optimal in policy formulation and decision making, application duplication, lack of human resources, ineffective and inefficient application growth, and the use of unofficial domains in applications. This condition is the impact of the implementation of IS/IT that does not refer to the strategic information system planning. This study aims to formulate a strategic information system planning for Domestic Trade for the 2020-2024 period using the Ward & Peppard methodology and several analytical tools such as Mission Model Canvas, Value Chain, SWOT, Critical Success Factor, PESTEL, and McFarlans Strategic Grid. This research resulted in the formulation of a strategic plan for the Domestic Trade information system consisting of the IS strategy, the IT strategy, and the IS/IT management strategy, as well as the IS/IT Roadmap. In the IS strategy, a total of 47 applications were identified, consisting of 7 strategic applications, 4 high potential applications, 14 key operational applications, and 22 support applications. In the IS/IT management strategy, there are recommendations for IT Governance proposals that refer to SPBE, the establishment of CIOs and CISOs, the formation of IS/IT teams, proposed IS/IT policies, the implementation of the Government Service Bus, competency development, and recommendations for the elimination of intangible assets. Then in the IT strategy, there are recommendations for moving all server to the CDIS data center, managing the data center according to TIA-942, adding network bandwidth, implementing private cloud computing, configuring a web application firewall, and implementing its security. The final outcome of the three strategies is the IS/IT Roadmap for the 2020-2024 period."
