"Peningkatan emisi gas rumah kaca menimbulkan berbagai eksternalitas negatif seperti pencemaran udara, masalah kesehatan, bencana alam dan lain sebagainya. Indonesia berupaya menekan emisi dengan percepatan program motor listrik karena sektor transportasi yang menyumbang emisi terbesar kedua melalui insentif fiskal. Penelitian ini bertujuan untuk menganalisis pertimbangan pemerintah merumuskan kebijakan insentif fiskal untuk produksi motor listrik dan menganalisis kebijakan tersebut ditinjau dari perspektif eksternalitas. Penelitian ini menggunakan pendekatan kualitatif dengan metode pengumpulan data melalui studi literatur dan wawancara mendalam. Hasil penelitian menunjukkan bahwa pertimbangan pemerintah mengeluarkan kebijakan insentif fiskal untuk produksi motor listrik yaitu implementasi rencana pemerintah terkait target penurunan emisi, upaya dalam meningkatkan peluang usaha dan pengembangan industri motor listrik di Indonesia, dan upaya mendorong masyarakat beralih ke motor listrik. Ditinjau dari perspektif eksternalitas, kebijakan pemberian insentif fiskal untuk mendorong motor listrik menjadi cara pemerintah mengatasi eksternalitas negatif yang ditimbulkan motor konvensional karena motor listrik itu sendiri tidak menghasilkan emisi. Namun, eksternalitas negatif timbul dari emisi yang bersumber dari pembangkit listrik batu bara, limbah baterai yang berpotensi mencemari lingkungan, dan peningkatan kemacetan. Sementara dari sisi eksternalitas positif, adanya manfaat eksternal (benefit eksternal) dalam kebijakan ini yang menghemat konsumsi bahan bakar sehingga menghemat biaya yang dikeluarkan pemerintah dan masyarakat. Selain itu, meningkatkan kepedulian atas isu pemanasan global dan pencemaran lingkungan.

The Increase in greenhouse gas emissions occur has resulted in various negative externalities such as air pollution, health problems, natural disasters and so on. Indonesia is trying to reduce emissions by accelerating the electric motorcycle program because the transportation sector contributes the second largest emission through fiscal incentives. This study aims to analyze the government's considerations in formulating fiscal incentive policies for the production of electric motorcycle and to analyze these policies from an externality perspective. This study used a qualitative approach with data collection methods through literature studies and in-depth interviews. The results of the study show that the government's considerations are issuing fiscal incentive policies for the production of electric motorcycle, namely the implementation of government plans related to emission reduction targets, efforts to increase business opportunities and the development of the electric motorcycle industry in Indonesia, and efforts to encourage people to switch to electric motorcycle. From an externality perspective, the policy of providing fiscal incentives to encourage electric motors is a way for the government to overcome the negative externalities caused by conventional motors because electric motorcycles themselves do not produce emissions. However, negative externalities arise from coal-fired power plant emissions, battery waste which has the potential to pollute the environment, and increased congestion. Meanwhile, in terms of positive externalities, there are external benefits in this policy which save fuel consumption thereby saving costs incurred by the government and society. In addition, increasing awareness of the issue of global warming and environmental pollution."
