"ABSTRAK
Pembangunan infrastruktur penyiaran merupakan salah satu kewajiban yang harus dipenuhi Negara dengan menyediakan informasi bagi masyarakat di seluruh wilayah Indonesia tanpa terkecuali termasuk wilayah perbatasan. Oleh karena itu Dalam tesis ini dilakukan penelitian dan identifikasi wilayah-wilayah yang belum terjangkau siaran terrestrial LPS namun penduduknya relatif banyak, dengan irisan dan gabungan antara wilayah yang masuk dalam pemerintah sebagai 40 Lokasi Prioritas tahun 2015-2019 dari BNPP, 7 lokasi perbatasan Inpres Presiden dan wilayah yang telah memiliki infrastruktur pemancar eksisting TVRI. Dari kegiatan ini hasilnya diperoleh 18 lokasi yang akan dirancang sistem pemancar DVB-T2. Namun, dari 18 loaksi tersebut terdapat 2 lokasi yang tidak disimulasikan karena telah memiliki infrastruktur penyiaran yang baik yaitu Batam dan Jayapura. Sehingga akhirnya tersisa 16 lokasi di perbatasan dan non komersial yang akan disimulasikan.Lokasi yang didapat kemudian dilakukan analisis perencanaan dengan menggunakan software dan optimalisasi jangkauan sistem penyiaran TV digital terrestrial DVB-T2 menggunakan software CHIRPlus_BC di 16 lokasi. Simulasi menggunakan satu pemancar dengan menggunakan daya sebesar 1 kW, 2 kW dan 5 kW untuk dapat melayani populasi rata-rata lebih dari 70 . Hasil dari perhitungan analisa ada 2 dua lokasi yang kurang dari 70 yaitu Alor dan Rokan Hilir. Pada kedua lokasi tersebut kemudian dilakukan perhitungan optimalisasi jangkauan pemancar dengan beberapa pilihan antara lain : reposisi pemancar, peningkatan daya dan membuat repeater SFN .Hasil penelitian ini diharapkan dapat menjadi masukan kepada pemerintah perihal pemilihan metoda pembangunan infrastruktur penyiaran di daerah perbatasan dan wilayah non komersial.

ABSTRACT
Broadcasting infrastructure development is one of the obligations that must be fulfilled by the State by providing information for the people in all parts of Indonesia without exception including the border area. Therefore, in this thesis, research and identification of terrestrial terrestrial terrestrial terrestrial terrestrial terrestrial areas with relatively large population, with slices and aggregations between regions included in government as 40 Priority Sites 2015 2019 from BNPP, 7 border locations Presidential Instruction And areas that already have existing TVRI transmitter infrastructure. From this activity the results obtained 18 locations to be designed DVB T2 transmitter system. However, of the 18 loaction there are 2 locations that are not simulated because it already has a good broadcasting infrastructure that is Batam and Jayapura. So that finally left 16 locations on the border and non commercial to be simulated. The location obtained is then analyzed by using software planning and optimization of terrestrial digital TV broadcasting system broadcasting DVB T2 using CHIRPlus BC software in 16 locations. The simulation uses a transmitter using 1 kW, 2 kW and 5 kW of power to serve an average population of more than 70 . The results of the calculation of the analysis there are 2 two locations less than 70 of Alor and Rokan Hilir. In both locations, the calculation of transmitter range optimization is made with several options including transmitter repositioning, increase power and using repeater SFN . The results of this study are expected to be input to the government regarding the selection of broadcasting infrastructure development methods in border areas and non commercial areas."

"The requirements of the community for information presently have become the major requirements in the daily living.
The existing information media, both newspapers and radio broadcast like the television broadcast must be able to meet the requirements on information in accordance with the era. With the sophisticated technology, satellites for broadcast relays, both radio and television broadcast have been developed. Furthermore, telecommunication technology and computer (digital technology) have set up an internet information media.
The competition has occurred between the television broadcasting industries, since the establishment of the television station RCTI in 1989, and later followed by SCTV, Indosiar and so forth. Until 2004, there are already 15 national private television stations.
The development of business industries on television broadcasting conducted competitively among these television broadcasts, had brought forth the issuance of Constitution No. 32 year 2002 on Broadcasting.
With the validity of the constitution, there has occurred a number of responses both pro and contra, due to the impact on the private television industries.
From the results of research, this had motivated the writer to further know the impact of Constitution No. 32 year 2002 on Broadcasting towards the business industries on television broadcast. The writer had carried out a Field Research through the distribution of questionnaires on 30 respondents in the program and technical divisions, and HRD of PT, RCTI.
In order to know the impact on the Constitution on Broadcasting No. 32 year 2002, some articles were considered very crucial, and the questionnaire data showed an independent variable, i.e. the crucial articles that influence the dependent variables (Broadcasting Program) having 15 articles. These articles will influence the development of the broadcasting stations and working outlines (DPK) of RCTI as the National Television.
With the issuance of the Constitution on Broadcasting No. 32 year 2002, this will influence the performance of RCTI, particularly in obtaining the competition of the market segments on advertisements already available. Conversely, Constitution on Broadcasting No. 32 year 2002, will protect the local programs and become a information and entertainment media adjusting with the Indonesian culture in supporting the Regional Autonomy Constitution.

"Rancang Bangun system portable RF Monitoring untuk radio siaran FM. Kebutuhan Perangkat monitoring spektrum frekuensi radio merupakan bagian yang tidak terpisahkan dalam manajemen spektrum frekuensi radio. Monitoring spektrum frekuensi radio untuk keperluan radio siaran FM menjadi hal yang memerlukan banyak sumber daya dan waktukarena lokasinya tersebar diseluruh wilayah Indonesia. Agar Monitoring dapat dilakukan secara efisien diperlukan perangkat yang mampu bekerja secara portable, otomatis dan memiliki akurasi sesuai dengan ketentuan teknis. Penelitian ini bertujuan untuk merancang sebuah sistem portable RF monitoring untuk radio siaran FM dengan memanfaatkan signalhound USB SA44B dan Software LabView. Hasil penelitian menghasilkan sistem portable RF Monitoring untuk radio siaran FM yang memiliki ketidakpastian pengukuran /- 0.0821 dB dan nilai validitas /- 4,84 dB.

Needs of Radio Frequency Spectrum Monitoring Device is an integral part of management of radio frequency spectrum. monitoring of radio frequency spectrum for the purpose of FM radio broadcast needs manny resources and time due to its location which is spread all over Indonesia region. to monitor the radio frequency spectrum for the purpose FM radio broadcast, efficiently required monitoring device is needed which are able to work portable, automatic and accuracy in accordance with the technical provisions. the research aims to design a portable system for monitoring RF Radio with the FM broadcast spectrum analyzer using USB signalhound SA44B and LABView software. The result of the research produces portable RF monitoring Systrem for FM radio broadcasting that has a value of uncertainty of measurement 0.0821 dB with the validity 4.84 dB."
