"ABSTRAKKebakaran Hutan dan Lahan Karhutla pada tahun 2015 di Indonesia menyebabkan kerugian yang berdampak masif. Gambut sebagai ekosistem yang menyimpan cadangan karbon banyak terdegradasi akibat peristiwa ini. Masifnya dampak dari peristiwa ini mendorong Presiden Indonesia untuk mengesahkan Peraturan Pemerintah mengenai Pengelolaan dan Perlindungan Ekosistem Gambut yang tertuang dalam PP No.71 Tahun 2014 yang telah disempurnakan dengan PP No. 57 Tahun 2016 tentang Perlindungan dan Pengelolaan Ekosistem Gambut. Presiden juga mengeluarkan Peraturan Presiden No.1 Tahun 2016 tentang Badan Restorasi Gambut. Kementerian Lingkungan Hidup dan Kehutanan Republik Indonesia juga mengeluarkan paket peraturan pemulihan Ekosistem Gambut yang tertuang dalam Peraturan Menteri Nomor P.14/MENLHK/SETJEN/KUM.1/2017, P.15/MENLHK/SETJEN/KUM.1/2/2017, P.16/MENLHK/SETJEN/KUM.1/2/2017 dan P.17/MENLHK/SETJEN/KUM.1/2/2017. Akibat dari dikeluarkannya Peraturan Menteri ini adalah terjadinya pembagian zonasi fungsi ekosistem gambut yang juga berdampak pada penanggung jawab usaha. Berdasarkan Peraturan Menteri yang telah dikeluarkan maka timbul kewajiban bagi penanggung jawab usaha maupun pemangku kepentingan lainnya untuk melakukan kegiatan pemulihan ekosistem gambut baik di lahan konsesi maupun di luar lahan konsesi. Metode yang digunakan dalam penelitian ini adalah dengan pendekatan yuridis normatif, dan bersifat deskriptif. Regulasi yang mewadahi pemulihan Ekosistem Gambut menyebabkan timbulnya kewajiban bagi penanggung jawab usaha untuk melakukan pemulihan bila terjadi kerusakan dalam kegiatan pemanfaatan ekosistem gambut serta penanggung jawab usaha dan/atau kegiatan harus merevisi Rencana Kerja Usaha RKU dan dokumen perencanaan lainnya untuk disesuaikan dengan regulasi-regulasi ini serta dimungkinkannya diberikan lahan pengganti land swap dari Pemerintah untuk penanggung jawab usaha dan/atau kegiatan yang 40 areal kerjanya terdapat lahan dengan fungsi lindung. Oleh karena itu, diharapkan Pemerintah segera merevisi dan/atau menerbitkan paket kebijakan baru yang mewadahi pengaturan mengenai lahan pengganti land swap untuk menghindari ketidakpastian hukum bagi penanggung jawab usaha dan/atau kegiatan yang telah mematuhi paket kebijakan dari Kementerian Lingkungan Hidup dan Kehutanan. Diharapkan dengan dikeluarkannya Peraturan yang mewadahi lahan pengganti land swap maka dapat memberikan kepastian hukum bagi penanggung jawab usaha yang telah mematuhi regulasi-regulasi yang mewadahi pemulihan ekosistem gambut dan telah mengajukan permintaan untuk meminta lahan pengganti land swap.

ABSTRACTForest and Land Fires Karhutla in 2015 in Indonesia caused massive impact losses. Peat as an ecosystem that stores carbon stocks is degraded by this event. The massive impact of this incident prompted the President of Indonesia to establish the Government Regulation on the Management and Protection of Peat Ecosystems as stipulated in Government Regulation No.71 of 2014 that has been enhanced by PP. 57 of 2016 on the Protection and Management of Peat Ecosystems. The President also issued Presidential Decree No.1 of 2016 on Peat Restoration Agency. The Ministry of Environment and Forestry of the Republic of Indonesia also issued a regulation on the restoration of Peat Ecosystem as stipulated in Ministerial Regulation Number P.14 MENLHK SETJEN KUM.1 2017, P.15 MENLHK SETJEN KUM.1 2 2017, P.16 MENLHK SETJEN KUM.1 2 2017 and P.17 MENLHK SETJEN KUM.1 2 2017. As a result of the issuance of this Ministerial Regulation is the occurrence of zoning of the function of peat ecosystem which also affects the party in charge of the business. Based on the Ministerial Regulation issued, there are some obligations for the responsible party of the business as well as other stakeholders to carry out the recovery activities of the peat ecosystem either in the concession area or outside the concession. The method used in this research is the normative juridical approach, and is descriptive. Regulations that facilitate the restoration of the Peat Ecosystem cause the obligation for the party responsible for the recovery effort in case of damage in the activities of the utilization of the peat ecosystem as well as the party responsible for the business andlor activity should revise the Business Plan RKU and other planning documents to be adjusted to the regulations and it is possible to provide land swap from the Government for the party responsible for the business and or activity which 40 of the working area there is land with the function of the protection. Therefore, it is expected that the Government will immediately revise and or issue a new policy package that accommodates the arrangement of land swaps to avoid legal uncertainty for the party responsible for the business andlor activities that has complied with the policy package of the Ministry of Environment and Forestry. It is expected that with the issuance of a Regulation that accommodates the land swap, it can provide legal certainty for the business responsible person who has complied with regulations that embrace the restoration of peat ecosystem and has made a request to ask for land swap."

"Skripsi ini membahas tentang upaya untuk merestorasi dan mempreservasi bangunan dan situs bersejarah di dunia virtual. Dengan teknologi yang ada saat ini, proses digitalisasi artefak bersejarah tidak lagi terbatas pada dokumentasi gambar namun sudah sampai pada pembuatan replika model tiga dimensi dengan ukuran 1:1. Model tiga dimensi dari bangunan dan situs bersejarah yang telah dibuat tersebut dapat dilihat dan dikunjungi secara virtual, hanya berbekal komputer atau laptop dan koneksi ke internet. Hal ini kemudian memunculkan sebuah pengalaman ruang baru yang tentunya berbeda dengan proses mengalami ruang fisik.

This study is about historical site and buildings restoration and preservation in virtual world. With current technology, the digitalization process for historical artefact is not limited to image archive only but now we can make the exact 1:1 replica of the said artefact. This three dimensional, virtual model, can be accessed from personal computer or laptop with proper internet connection. This phenomena creates a new spatial experience which would be very different than the usual physical spatial experience."
