"The distribution of subsidized fuel in Indonesia is still out of lane. It is manifested in the existence of groups which were targeted as subsidized fuel recipients but have not received the subsidy. This condition could be seen as what happened in Papua and Maluku. Those regions always receive the lowest quantity of subsidized fuel. The discrepantion between subsidized fuel volume in Papua and Maluku region towards another regions in Indonesia, like Java, Bali, and Sumatera island, is highly significant. The uneven distribution of subsidized fuel is problem that should be resolved, but not by distributing fuel evenly or in the same amount, but by funnelling to suit the needs in each respective regions. This research is confined to the region of Papua and Maluku. The purpose of this study is to obtain the estimation of subsidized fuel volume in Papua and Maluku region for 2015. The premium and solar volume are calculated based on the amount of vehicles used subsidized fuel data, Gross National Product data, and the number of residents data from 2010 until 2014. The amount of vehicles represents the number of subsidized fuel users. The way to estimate the subsidized volume in 2015 is through extended LEAP approach. Premium volume is calculated based on the amount of cars, motorcycles, and GNP datas. The solar volume is calculated based on the amount of cars, bus, trucks, boats, and GNP datas. The result of this study is expected to be used as a benchmark in the distribution of subsidized fuel, so that the Papua and Maluku region will receive the fuel subsidy no less nor excess the needs.
Distribusi BBM bersubsidi di Indonesia sampai saat ini masih belum merata Banyak kelompok yang menjadi sasaran penerima subsidi BBM tetapi belum dapat menikmatinya Seperti yang terjadi di wilayah Papua dan Maluku yang selalu menerima BBM bersubsidi dengan kuantitas paling kecil Diskrepansi antara volum BBM bersubsidi di wilayah Papua dan Maluku dengan wilayah lainnya di Indonesia seperti Pulau Jawa Bali dan Sumatera pun cukup signifikan Ketidakmerataan distribusi BBM bersubsidi merupakan permasalahan yang harus diatasi namun bukan dengan mendistribusikan BBM bersubsi secara merata atau dalam jumlah yang sama untuk seluruh wilayah melainkan dengan menyalurkan sesuai dengan kebutuhan di suatu wilayah dimana pada penelitian ini dikhususkan untuk wilayah Papua dan Maluku Tujuan dari penelitian ini adalah untuk memperoleh perkiraan besar volum BBM bersubsidi di wilayah Papua dan Maluku pada tahun 2015 Pada penelitian ini dilakukan perhitungan volum premium dan solar berdasarkan data jumlah kendaraan yang menggunakan BBM bersubsidi PDRB mulai tahun 2010 hingga 2014 sehingga dapat diperkirakan volum BBM bersubsidi pada tahun 2015 melalui pendekatan extended LEAP Volum premium dihitung berdasarkan data jumlah mobil dan motor serta PDRB tani dan jasa Volum solar dihitung berdasarkan data jumlah mobil bus truk dan perahu serta PDRB tani dan jasa Hasil dari penelitian ini diharapkan dapat digunakan sebagai patokan dalam pendistribusian BBM bersubsidi sehingga wilayah Papua dan Maluku menerima subsidi BBM tidak kurang dari kebutuhannya namun juga tidak berlebih."
