"Beberapa hasil penelitian menyebutkan bahwa terjadinya alih fungsi lahan didaerah hulu yakni kawasan lindung di Puncak Kecamatan Cisarua, kabupatenBogor telah mempengaruhi besarnya air permukaan dan berujung kepadaterjadinya banjir di daerah hilir. Untuk menertibkan pembangunan di kawasantersebut, pemerintah mengeluarkan kebijakan penataan ruang kawasanJabodetabekpunjur yakni Perpres 54/2008 yang merupakan revisi dari perpressebelumnya. Masalah anggaran adalah kendala utama dalam penertibanbangunan tersebut, maka DKI Jakarta memberi dana hiba kepada pemerintahkabupaten Bogor. Penelitian ini adalah penelitian kualitatif yang didukung denganwawancara dan observasi lingkungan. Hasil dari penelitian ini adalah: penertibanbangunan telah dilakukan dengan membongkar 43 bangunan dari 131 bangunanyang tidak sesuai. Pembongkaran akan dilanjutkan setelah ada dana hibaberikutnya dari DKI Jakarta. Rehabilitasi lahan paska pembongkaran belumdilakukan karena belum dilakukannya pembersihan lahan bekas bangunan.
