"Kunci keberhasilan berkompetisi pada industri wireless yang sangat ketat adalah speed. Salah satu strategi agar proses pengambilan keputusan dapat terjadi secara cepat adalah memisahkan proses bisnis Flexi Mandiri dengan proses bisnis PT. Telkom. Persaingan industri telekomunikasi yang semakin ketat menyebabkan market share Flexi wilayah khususnya jabodetabek masih kalah dengan kompetitor terdekatnya Esia dimana market share Esia 63% , Flexi 37% [4].
Mengingat keluhan akan kualitas layanan Flexi masih tinggi yaitu sebesar 51%[11] maka Flexi harus menyiapkan strategi yang tepat yaitu dengan menyediakan service dan operational excellent kepada pelanggan sehingga dapat meningkatkan market shared dan revenue perusahaan. Network operation sebagai unit yang bertanggung jawab terhadap pengelolaan infrastruktur Flexi dituntut untuk menghasilkan service dan operational excellent agar dapat menyediakan kualitas layanan Flexi yang prima dan memuaskan bagi pelanggan. Dengan adanya KD 07/ 2009 mengenai transformasi organisasi Flexi menuju organisasi mandiri menyebabkan adanya perubahaan framework dan strategi khususnya unit network operation dalam rangka memenangkan kompetisi.
Dari hasil analisis framework organisasi dengan menggunakan eTOM didapatkan bahwa untuk dapat menghasilkan service dan operasioanal excellent maka ada beberapa sub bidang baru yang perlu ditambahkan dalam struktur organisasi network operation Flexi mandiri dan penambahan formasi SDM sebanyak 43.02%, selain itu proses bisnis yang disusun berdasarkan kerangka eTOM juga diharapkan dapat menghasilkan kinerja operasional yang excellent. Selain framework yang optimal, strategi manajemen dengan menggunakan BSC juga menunjukkan bahwa network operation harus mencapai target financial sebanyak 4.1 T dengan efisiensi CAPEX dan OPEX sebesar 90% didukung oleh KPI customer yang ketat dan program deployment maupun improvement di jaringan TelkomFlexi diharapkan dapat menghasilkan service & operational excellent dalam rangka memenangkan kompetisi industri telekomunikasi.

Speed is one of key success factor in wireless industry. The Separation of business process of Flexi Mandiri from PT Telkom is one of the strategies to accelerate decision making. High competition in telecommunication industry in Indonesia causing market share of Flexi especially in Jabodetabek area still below from nearest competitor, Esia where market share of Esia 63%, Flexi 37% [3].
Because of high customer complain about Flexi quality of service 51% [7], so that Flexi must prepare good strategy by providing service and operational excellent to the customer in order to increase market share and revenue of the company Network operation as a unit which responsible in managing the infrastructure of Flexi Network, must deliver service and operational excellent to provide good quality of service of Flexi product to satisfy the customer. Due to KD.07 which saying about transformation of Flexi Organization into independent organization, will cause changes of framework and strategy especially in Network Operation Unit to win the competition.
The result of organization framework analysis using eTOM shows that to provide service and operational excellent, Network Operation unit of Flexi Mandiri must add several new sub-unit into organizational structure and additional human resource about 43.02%. Add to it, business process which designed using eTOM framework should produce excellent of operational performance. In spite of optimal framework, management strategy using BSC shows that network operation must achieve financial target 4.1 T with CAPEX&OPEX efficiency 90% supported by high KPI customer index and program of deployment and improvement Telkom Flexi Network should also produce service and operational excellent to win the competition in telecommunication industry in Indonesia."
