"Puskesmas merupakan fasilitas pelayanan kesehatan primer yang menyelenggarakan upaya kesehatan masyarakat dan upaya kesehatan perseorangan di wilayah kerjanya. Puskesmas memiliki peran strategis dalam sistem pelayanan kesehatan di Indonesia, tetapi masih dihadapkan pada berbagai tantangan, termasuk dalam pengelolaan keuangan. Badan Layanan Umum Daerah (BLUD) menawarkan solusi atas permasalahan tersebut dengan adanya fleksibilitas dalam pengelolaan keuangan agar puskesmas dapat meningkatkan kinerja pelayanannya. Puskesmas di Kabupaten Bogor telah menerapkan BLUD sejak tahun 2018 dengan cakupan 39,6% pada tahun 2021. Tujuan penelitian ini adalah mengetahui hubungan penerapan BLUD dengan kinerja pelayanan puskesmas di Kabupaten Bogor tahun 2021. Penelitian ini merupakan penelitian cross-sectional menggunakan Profil Kesehatan Kabupaten Bogor dan data rutin Kementerian Kesehatan. Populasi dan sampel penelitian adalah seluruh puskesmas di Kabupaten Bogor yang berjumlah 101 puskesmas. Variabel dependen penelitian ini adalah kinerja pelayanan, variabel independen utama BLUD, dan variabel kovariat proporsi bayi, proporsi balita, proporsi penduduk usia produktif, proprosi penduduk usia lanjut, kategori wilayah kerja, ketenagaan, sarana, prasarana, alat kesehatan, prevalensi TB, prevalensi hipertensi, dan prevalensi DM. Hasil penelitian menunjukkan kinerja pelayanan puskesmas sebesar 73,68%. Tidak terdapat perbedaan kinerja pelayanan antara puskesmas BLUD dengan puskesmas non BLUD setelah dikontrol oleh variabel kovariat (p = 0,33). Saran kepada puskesmas dan Dinas Kesehatan Kabupaten Bogor agar melakukan pengendalian internal dan mengevaluasi penerapan BLUD. Pemangku kepentingan agar menyusun strategi penguatan puskesmas yang telah menerapkan BLUD.

Public health center (puskesmas) is a healthcare facility that held public and individual health services in their work area. Puskesmas has strategic role in Indonesia’s health care system, but still has many challenges, including financial management. BLUD offers solutions for this problem through its flexibility to improve puskesmas service performance. Starting in 2018, there were 39,6% puskesmas implementing BLUD in Bogor District in 2021. The purpose of this study was to determine the relationship between BLUD implementation and puskesmas service performance in Bogor District in 2021. This research was a cross-sectional study using the Bogor District Health Profile and routine data of the Ministry of Health. The population and the sample of this study were all puskesmas in Bogor District, 101 puskesmas. The dependent variable was service performance, the main independent variable was BLUD, and the covariate variables were baby proportions, under 5 years old children’s proportions, productive age population proportion, elderly population proportion, work area category, human resources, facilities, infrastructure, medical devices, TB prevalence, hypertension prevalence, and DM prevalence. The results showed that puskesmas service performance in Bogor District was 73,68%. There weren’t differences of service performance between puskesmas implementing BLUD and puskesmas wasn’t implementing BLUD after being controlled by covariate variables (p = 0,33). Suggestion to puskesmas and Bogor Distict health office are to carry out internal control and to evaluate BLUD implementation. In addition, stake holders are expected to build a strategy strengthening puskesmas that implementing BLUD."

"Valid data and information are critical for any health programs, in particular for planning, monitoring and evaluation purposes. District Health Information System is designed to produce routine data on process and output type of indicators at district level. This study, taking place at Deli Serdang and Sumedang districts, has its objectives as to learn about the current practice of DHIS, specifically looking at its process and the availability, quality and utilization of the data. Methods of data collection include in-depth interview with stakeholders at village, health facility and district levels, examination of existing forms at all levels as well as other documents and reports. Findings suggest that weaknesses of DHIS prevail at each level of the system. Complexity of the system has produced inaccurate and suboptimal the use of generated data and information."
