"ABSTRAK
Karyawan memiliki sikap komunikasi yang berperan sebagai komunikator aktif yang dapat menjadi ambasador dan pengumpul informasi untuk organisasi. Namun, sikap komunikasi karyawan tidak selalu bersifat positif. Dalam situasi krisis, sikap komunikasi karyawan memberikan dampak bagi organiasi, dimana mereka dapat membentuk pesan yang mempengaruhi reputasi di mata publik. Komunikasi internal dalam kondisi krisis diperlukan sebagai strategi menghapus kesenjangan antara organisasi dan karyawan, salah satunya menanggulangi sikap komunikasi mereka yang negatif. Komunikasi internal yang efektif dapat dibentuk dengan menggunakan strategi komunikasi simetris dua arah dan transparansi komunikasi. Selain memiliki strategi, organisasi juga harus mampu melibatkan karyawan di dalamnya. Untuk itu penelitian ini dilakukan guna melihat pengaruh langsung dan tidak langsung antara komunikasi simetris dua arah dan transparansi komunikasi sebagai strategi komunikasi internal terhadap sikap komunikasi karyawan yang dihubungkan oleh keterlibatan karyawan. Penelitian ini menggunakan pendekatan kuantitatif dengan memanfaat analisis jalur pada 226 responden yang merupakan karyawan tetap PT. Pembangkitan Jawa Bali. Hasil penelitian menunjukkan bahwa komunikasi simetris dua arah secara langsung dan tidak langsung memiliki pengaruh positif terhadap sikap komunikasi karyawan. Sementara komunikasi transparan berpengaruh langsung secara negatif dan berpengaruh positif secara tidak langsung terhadap sikap komunikasi karyawan.

ABSTRACT
Employees have communication behaviour that acts as active communicator who can be an ambassador and information seeking for organization. However, employee communication behaviour are not always positive. In a crisis situation, employee communication behaviour have impact on the organization, where they can form messages that affect reputation in the public eye. Internal communication in crisis is needed as a strategy to remove the gap between the organization and employees, which overcome their negative communication behaviour. Effective internal communication can be formed with the symmetrical two-way communication and transparent communication as strategy. In addition to having strategy, organization must also be able to engage employees in it. This research was conducted to see the direct and indirect effects between two-way symmetrical communication and transparent communication as internal communication strategy on employee communication behaviour that connected by employee engagement. This study used a quantitative approach by utilizing path analysis towards 226 respondents who are permanent employees of PT. Pembangkit Jawa Bali. The results showed that two-way symmetrical communication directly and indirectly had positive influence on employee communication behaviour. While transparent communication has direct negative effect and indirectly positive effect on employee communication behaviour."

"ABSTRAK
Pandemi Corona Virus Disease  2019, disingkat Covid-19, yang mewabah di seluruh negara di dunia menjadi alasan utama Kerajaan Saudi Arabia (KSA) untuk menutup sementara akses masuk wilayah negaranya dari semua warga asing sampai waktu yang tidak ditentukan. Untuk pemerintah Indonesia, khususnya Kementerian Agama, kebijakan KSA ini pada gilirannya menjadi awal krisis nasional bagi penyelenggaraan ibadah umrah dan ibadah haji. Akibat dari dikeluarkannya kebijakan KSA itu adalah ditundanya keberangkatan calon jemaah umrah Ketika pandemi Covid-19 tengah memuncak hingga akhirnya Kementerian Agama RI mengeluarkan Keputusan Menteri Agama Nomor 494 tahun 2020 tentang Pembatalan Keberangkatan Jemaah Haji pada Penyelenggaraan Ibadah Haji Tahun 2020 M/1441 H. Dalam situasi krisis seperti itu,  praktik komunikasi yang efektif sebagai bagian dari manajemen komunikasi krisis menjadi hal vital yang tak bisa diabaikan. Tanpa praktik komunikasi yang efektif, bisa dibayangkan betapa keresahan lebih dari 220 calon Jemaah haji tahun 2020 yang gagal berangkat ke tanah suci akan meledak menjadi amarah dalam skup nasional. Dengan menggunakan pendekatan kualitatif, penelitian ini berusaha menganalisis penanganan krisis yang dilakukan Kementerian Agama RI dalam perspektif komunikasi dengan mengacu pada model Crisis and Emergency Risk Communication (CERC). Penelitian ini membagi tahapan krisis ke dalam empat tahap menurut Steven Fink, yaitu tahap prodromal, tahap akut, tahap  kronis  dan  tahap  resolusi. Hasil penelitian ini menunjukkan bahwa dalam menangani krisis yang terjadi, Kementerian Agama RI tidak sepenuhnya menerapkan prinsip-prinsip komunikasi yang efektif dan pada gilirannya berakibat pada semakin meradanganya krisis yang terjadi dan kurangnya kepercayaan publik terhadap pemerintah.

ABSTRACT
Corona Virus Disease 2019, abbreviated as Covid-19, which is endemic in all countries in the world no doubt is the main reason for the Kingdom of Saudi Arabia (KSA) to temporarily close the country's access to its territory from all foreign citizens until an uncertain time. For the Indonesian government, especially the Ministry of Religions, the kingdom's policy has become the beginning of a national crisis for the implementation of the Umrah and Hajj pilgrimage. The consequence of the KSA policy was the postponement of the departure of pilgrims when the Covid-19 pandemic was peaking until finally the Indonesian Ministry of Religions issued a Decree of the Minister of Religions No. 494 of 2020 concerning the Cancellation of the Departure of Hajj Pilgrims to the Hajj Pilgrimage Year 2020 M/1441 H. In that situation, various effective communication practices as part of crisis communication management are very vital which cannot be ignored. Without any effective communication practices, it could be imagined how the unrest of more than 220 candidates for the Hajj in 2020 who failed to leave for the holy land would explode into anger in the national scope. Using a qualitative approach, this study seeks to analyze the handling of crises carried out by the Indonesian Ministry of Religions in a communication perspective by referring to the Crisis and Emergency Risk Communication (CERC) model. This study divides the stages of the crisis into four stages according to Steven Fink, namely the prodromal stage, the acute stage, the chronic stage, and the resolution stage. The results of this study indicate that in dealing with the crisis that occurred, the Ministry of Religions of the Republic of Indonesia did not fully apply the principles of effective communication and in turn resulted in increasingly inflaming crises and a lack of public trust to the government."
