"The monetary crisis followed by the economic disaster in Asia region was the main reason for the increasing awareness of Good Corporate Governance. Bank Mandiri is one of the largest state-owned banking company receiving more than IDR 200 trillion recapitalization fund from the government in order to maintain its operation after the economic crisis, therefore it has to perform the best banking practices and should implement excellent corporate governance so that it could increase the stakeholder's value. The government as a share holder and regulator (through the central bank) should create guidances and regulations to ensure the implementation of good corporate governance not only in Bank Mandiri but also in any other state-owned company. The role of the government in providing Good Corporate Governance regulations is very important; therefore the government's employees (civil servant) should implement good governance in any governmental activities. Two regulations, namely the State-Owned Enterprise Law No. 19/2003 and Central Bank Regulation No. 8/4/PB1/2006 regarding good corporate governance for commercial bank, had been issued by the government. Those regulations are relevant to the implementation of good corporate governance not only for government bodies and state-owned banks, but also for private banks. Hence the good corporate governance becomes a very important issue in Constitutional Law. While other theses of the similar topic come from economic's view, this thesis analyse the role of the government and the bureaucratic's apparatus in the implementattion and implication of GCG at Bank Mandiri as a state-owned banking company from constitutional law's view."

"Pemberian kredit merupakan kegiatan utama bank yang mengandung resiko yang dapat berpengaruh pada kesehatan dan kelangsungan usaha bank. Untuk meminimalisir resiko perkreditan tersebut bank wajib menerapkan prinsip-prinsip good corporate governance (GCG). Prinsip-prinsip GCG meliputi transparency (transparansi), accountability (akuntabilitas), responsibility (tanggung jawab), independency (independensi), fairness (kewajaran). Untuk itu perlu diketahui bagaimana pengaturan mengenai konsep GCG yang terdapat dalam Undang-Undang Nomor 10 Tahun 1998 tentang Perbankan serta bagaimana Bank BTN menerapkan prinsip-prinsip GCG tersebut dalam perkreditannya. Untuk memperoleh data dan informasi penulis mengadakan penelitian berupa penelitian normatif yang bersifat deskriptif analisis dan juga didukung dengan wawancara dengan narasumber. Dalam beberapa pasalnya Undang-Undang Perbankan telah mengatur mengenai konsep GCG dalam perbankan. Bank BTN telah pula menerapkan prinsip-prinsip GCG tersebut tak terkecuali di bidang perkreditan.

The focus of this study is Giving credit is the main activity of banks which contain the risks that may impact on the health and sustainability of the bank. The scope of the credit as a banking activity, not simply in the form of borrowing to customers but the relationship is complex because it involves elements that quite a lot of them include: the sources of credit funds, allocation of funds, organization and management of credit, credit policy, documentation and loan administration. Application of the principles of Good Corporate Governance (GCG) in the lending bank can minimize the risk involved in lending itself so that the level of bank health and business continuity is maintained. GCG principles include transparency, accountability, responsibility, independency, and fairness."

Dengan penerapan prinsip-prinsip Good Corporate Governance di dalam perusahaan, maka perusahaan mengharapkan adanya perbaikan kinerja SDM. Penelitian ini dilakukan dengan menggunakan pendekatan kuantitatif yang didasarkan pada teori Prinsip-Prinsip Good Corporate Governance oleh Muh. Arief Effendi 2016 dan teori Kinerja SDM oleh Bernardin Russell dalam Rahadi 2010 dengan desain deskriptif. Data penelitian yang dikumpulkan terdiri dari data primer yang didapat dari kuesioner yang disebar ke seluruh responden dan data sekunder yang didapat dari wawancara dan berbagai literatur mengenai prinsip-prinsip good corporate governance dan kinerja SDM. Hasil dari penelitian ini adalah membuktikan bahwa prinsip-prinsip good corporate governance mempunyai pengaruh positif dan signifikan terhadap kinerja SDM.Kata Kunci: Prinsip-Prinsip Good Corporate Governance, Kinerja SDM.

By applying the principles of Good Corporate Governance within the company, the company expects the improvement of human resources performance. This research is conducted by using a quantitative approach based on the theory of Good Corporate Governance Principles by Muh. Arief Effendi 2016 and the theory of HR Performance by Bernardin Russell in Rahadi 2010 with descriptive design. The research data collected consists of primary data obtained from the questionnaires distributed to all respondents and secondary data obtained from interviews and various literature on the good corporate governance principles and human resources performance. The results of this research is to prove that the principles of good corporate governance have a positive and significant influence on the performance of human resources.Keywords Good Corporate Governance Principles, Human Resource Performance

"ABSTRACT
DKI Jakarta Government's eviction policy is often considered to be wrong or has a negative image (even violating the Human Rights) because eviction is synonymous with riot, coercion, expulsion, and always ends in conflict. Although according to the utilitarianism philosophy, no actions, including evictions, are inherently wrong. All actions or regulations by itself are neutral. What gives moral values to actions or regulations are its consequences. The objective of this study was to determine the positive consequences of eviction actions by using the philosophical perspective of Utilitarianism. The study used descriptive and literature review methods, as well as qualitative approach, the results of the study showed that eviction policies were justified in the utilitarian view, Eviction of a handful of residents living on the riverbanks was done to normalize the riverbank and green areas to save millions of DKI Jakarta residents from floods. The main objective of the eviction was the public interest. Therefore, evictions must be conducted for the greater good, benefiting as many people as possible and carried out in ways that humanize people."

"ABSTRAK
The aim of this research is to investigate the effect of reward and punishment in escalation of commitment. The escalation of commitment is usually attributed to the decision maker if the project is unfavorable. This research also investigates the effect of organizational commitment to the decision to escalate or not to escalate the commitment. Experimental method is used in this research. There are 37 participants contribute to this research. The result of this research shows that the escalation of commitment level is higher if there is reward and punishment provided in the organization than if only reward provided. In other hand this level is higher if only punishment provided than if reward and punishment provided. It is mean that decision makers will avoid punishment, so they escalate their commitment. As predicted before organization commitment also effect escalation of commitment. The result shows that organizational commitment will decrease the level of escalation of commitment."

"Ombudsman RI mempunyai kebijakan pengembangan organisasi dalam bentuk Grand Design yang ditetapkan dengan Peraturan Ombudsman Nomor 8 tahun 2010. Tujuan penelitian adalah untuk mengetahui keberhasilan pelaksanaan kebijakan pengembangan organisasi dalam melaksanakan peran pengawasan penyelenggaraan layanan publik. Analisis dalam penelitian ini menggunakan pembanding teori pengembangan organisasi dengan model weisbord dan analisis efektifitas pelaksanaan kebijakan pengembangan organisasi tersebut dengan pendekatan system dinamics.
Hasil penelitian ini menunjukkan bahwa kurangnya sosialisasi merupakan permasalahan simtomatik sedangkan kurangnya kinerja merupakan permasalahan fundamental. Memperbaiki permasalahan simtomatik dapat diperoleh hasilnya secara cepat berupa pemahaman masyarakat tentang hak dan kewajiban masyarakat dalam memperoleh layanan publik dan peran ombudsman sebagai pengawas penyelenggaraan pelayanan publik, namun hanya dapat menyelesaikan permasalahan dalam jangka pendek (dua siklus/tahunan). Sedangkan, peningkatan kapasitas organisasi merupakan masalah fundamental yang meskipun penyelesaiannya lebih lambat hasilnya namun dapat menyelesaikan permasalahan dalam waktu lebihsecara jangka panjang guna menyelesaikan laporan masyarakat kepada ombudsman terkait permasalahan yang dihadapi dalam memperoleh layanan publik.

Policy of organization development on Ombudsman of Republic Indonesia has stated on Ombudsman?s Regulation Number 8 Year 2010 titled Grand Design of Ombudsman of Republik of Indonesia. Objectives of the research is to measure effectivenes of the policy implementation on organization development of Ombudsman to supervise public service delivery. Analysis in this research compare Organization Development Theory with Weisbord`s model and measuring efectiveness of policy implementation by system dynamics approach.
Result of the research shows lack of publication as a symptomatic problem which is trying to improve public awareness in according public right and ombudsman role as supervisor of public-service-delivery. and low performance which is needed to accomplished public complaints adrdres to Ombudsman as a fundamental problem. Solving the symptomatic problem has result instantly but its improvement imply in short term (2 cycles/years) only. Otherwise, improving performance and capacity of the organization need longer time to fix but imply for longer term.
