"Dari perairan Tapak Tuan , Aceh Selatan telah berhasil dikumpulkan sekitar 21 jenis fauna ekhinodermata yang mewakili 5 jenis Holothuroidea, 5 jenis Asteroidea, 4 jenis Echinoidea dan 7 jenis Ophiuroidea. Kelompok bintang mengular atau Ophiuroidea merupakan kelompok yang paling menonjol untuk daerah lamun. Berdasarkan hasil transek yang dilakukan di ketiga lokasi yang diamati ternyata kelompok bintang mengular (Ophiuroidea) menempati tingkat kekayaan jenis relatif tinggi. Secara umum baik dalam jumlah jenis ataupun jumlah individu, fauna ekhinodermata di perairan Tapak Tuan, Aceh Selatan lebih miskin bila dibandingkan dengan di Perairan Sekotong, Lombok Barat. Komposisi jenis, struktur komunitas, zonasi dan sebaran lokal akan didiskusikan dalam tulisan ini.

Notes On The Echinoderm Fauna Of The Tapak Tuan Bay Waters, Aceh Selatan The Nangroe Aceh Darussalam. A total of 21 species of echinoderms, belonging to of 5 species Holothuroidea, 5 species of Asteroidea, 4 species Echinoidea and 7 species Ophiuroidea have been found in the Tapak Tuan of Aceh Selatan. The Ophiuroidea were relatively dominant in the sea grass zone. On the basis of population density, Ophiuroidea was the dominant group and relatively highest in the individual density. In general, the number of species of echinoderm fauna is smaller than that in the Sekotong Lombok Barat bay waters. The species composition, community structure, zonation, and spatial distribution of echinoderm fauna are discussed in this paper."

"Penelitian ini berfokus pada kebijakan Pemerintah dalam rangka implementasi nota kesepahaman (Memorandum of Understanding/MoU) Helsinki antara Pemerintah Republik Indonesia dengan kelompok separatis Gerakan Aceh Merdeka (GAM) di Provinsi Nangroe Aceh Darussalam. Penelitian ini termasuk penelitian kualitatif dengan disain deskriptif analitis. Metode deskriptif akan menjabarkan kebijakan yang dijalankan oleh Pemerintah Republik Indonesia dalam melaksanakan nota kesepahaman Helsinki. Sedangkan metode analitik digunakan dalam membahas aktifitas peacebuilding dalam rangka menciptakan situasi aman serta pengaruhnya kepada ketahanan nasional Indonesia. Dari analisis terhadap data hasil penelitian, nota kesepahaman Helsinki secara literal telah mampu mengembalikan rasa ke-Indonesiaan (nasionalisme) rakyat Aceh kepada Republik dan menanggalkan keinginan merdeka. Post-conflict peacebuilding selama hampir 3 tahun mampu mendamaikan kedua belah pihak pelaku konflik dan mereduksi potensi konflik serta menghasilkan pemerintahan yang dilegitimasi rakyat melalui proses demokrasi (Pilkada Aceh) damai dengan terpilihnya drh. Irwandi Yusuf, M.Sc., sebagai Gubernur baru provinsi Nangroe Aceh Darussalam dan 20 Bupati/Walikota untuk periode tahun 2007 sampai 2012. Penyelesaian konflik mampu menyentuh akar masalah identitas Aceh dan ketidakadilan dibidang sosial dan ekonomi. Pemerintah Susilo Bambang Yudhoyono dinilai mampu mewujudkan otonomi daerah dengan sharing of power di bidang pemerintahan, perimbangan keuangan dan penegakan hak asasi manusia dengan baik. Kedepan implementasi nota kesepahaman Helsinki harus mampu menegosiasikan kepentingan elite politik dengan rakyat Aceh dengan agenda utama pembangunan dalam mencapai kesejahteraan. Harapan untuk mewujudkan Aceh baru, adalah harapan untuk mewujudkan Indonesia baru.

This research focus at policy of Government in order to implementation of Memorandum of Understanding (MoU) Helsinki betwen Republic Government of Indonesia with Free Aceh Movement (Gerakan Aceh Merdeka/GAM) in Nangroe Aceh Darussalam Provense. This is qualitatif research with deskriptif analitic desain. Descriptive method will formulate policy run by Republic Government of Indonesia in executing MoU Helsinki. While analytic method used in studying peacebuilding actifity in order to creating peaceful situation and its influence to Indonesian national resilience. From analysis to data result of research, MoU Helsinki by literal have been able to return to feel Indonesiaan (Acheh people nasionalisme) to Republic and take off desire independence. Peacebuilding post-conflict during almost 3 year can pacify both parties perpetrator of conflict and reduce conflict potency and also yield governance which is people legitimate through peaceful democracy process (Pilkada Acheh), chosenly drh. Irwandi Yusuf, M.Sc., as new Governor of Nangroe Acheh Darussalam province and 20 Regent/Mayor for the period of year 2007 until 2012. Solving of conflict can touch root of problem of Acheh identity and justice in economic and social area. Government of Susilo Bambang Yudhoyono assessed can realize autonomy with sharing of power in governance, monetary counter balance and straightening of human right. In the future implementation of MoU Helsinki have to negotiation between political elite and Acheh people with especial agenda of development in reaching prosperity. Expectation to realize new Acheh, is expectation to realize new Indonesia."

"In the midst of prolong conflict and the delay of reconciliation, Indonesian government provides a special autonomy to the Aceh people to implement Islamic laws (sharia') in the sociopolitical realms. Yet, for Aceh women the implementation of sharia' creates discriminative regulations such as enforcement to wear jilbab and curfew for them. Many recent political policies are totally disregarding Aceh women as part of the Aceh society. Various local regulations (qanun) that proposed by local government are not gender-sensitive and put forward violence in doing conflict resolution. Local autonomy brings the oppression of women's roles in the society. Historically, Aceh women have significant roles in shaping cultural identity of Aceh society. In the past, the interpretation of sharia' recognized and supported women's leadership in the society. Hence, a new approach to put back women's public roles in order to participate in reconciliation process of the Aceh society is needed."
