"The purpose of this article is to investigate the effect of perception's service quality and price on satisfaction and customer's loyalty at Shariah life insurance in Central Java Province. The popilation are Shariah life isurance staff the respondents are chosen by using accidental sampling techniques. The data collected from 140 respondents and analysed by statistical tool of structural equation modeling ( SEM). The result showed that : First, perception of service quality produced a positive significant impact on satisfaction. Second, satisfaction was positive and significantly associated with customer's loyalty. Third, the service quality was directly related customer's loyalty but the effect of service quality on customer's loyalty related service quality on customer's loyalty more than satisfaction as intervening variable with estimate value 0, 767 if compared the directly related service quality on loyalty , with value 0, 277 Theoretical found that the if compared the conventional serqual is a part from shariah insurance study , the Shariah insurance as an alternative for customer will be faithful to the religion norm in accordance with shariah principles. The empirical found that as shariah insurance customers, the customers have already executed the religion norm in accordance with Al.Quran at An-Nisa: 9 studies found that the society's interest to buy Shariah life insurance policy and the insurance commitment to the risk protecting are low, finaly the society commitment toward life insurance decreases."

"Penelitian ini mendeskripsikan mengenai bagaimana motivasi pekerja dapat terbentuk di sebuah organisasi pelayanan di Jakarta. Faktor-faktor yang membentuk motivasi pekerja organisasi X umumnya terbentuk dari faktor di dalam diri pekerja itu sendiri dan juga faktor pekerjaan yang mereka lakukan di Organisasi X. Faktor lingkungan kerja dirasakan pekerja menurun kualitasnya. Faktor yang membentuk motivasi pekerja umumnya adalah motivasi untuk belajar, faktor diberikannya otonomi atas pekerjaannya tersebut, dan juga faktor siginifikansi pekerjaan. Perubahan organisasional yakni perubahan pola manajemen mempengaruhi motivasi pekerja dalam organisasi X. Reaksi terhadap perubahan organisasional yang dialami adalah engagement dan overt compliance.

This research describes how the motivation of workers in a human service organization in Jakarta is hatched. The factors that motivate workers are generally hatched within the workers themselves and also shaped by their tasks in Organization X. Workers perceives that work environment factors has been decreasing. Factors that shape the motivation of the workers are motivation to learn, the autonomy on their work, and also job significance. The changing pattern of management also affects the motivation of workers in the organization X. Workers reactions to organizational change are defined as overt engagement and compliance."

"Salah satu argumentasi dalam pelaksanaan otonomi daerah adalah Pemda harus mampu menyediakan pelayanan sesuai dengan kebutuhan masyarakatnya, sesuai dengan tugas pokok Pemda itu sendiri, yaitu public service function, development function, dan protective function.
Dinas PJU SJU adalah salah satu Unit dibawah Pemerintahan Propinsi DKI Jakarta yang membuat tugas pokok melaksanakan penataan, perencanaan, pembangunan, pemeliharaan, pengamanan, dan pengendalian di Bidang Penerangan Jalan Umum dan sarana jaringan utilitas.
Budaya organisasi merupakan suatu pedoman perilaku bagi seluruh anggota organisasi Dinas PJU SJU, selain itu juga berperan sebagai perekat bagi seluruh karyawan Dinas PJU SJU, untuk dapat mencapai tujuan bersama dan memainkan peran sebagai penegak jati diri. Budaya organisasi yang dominan tertanam pada Dinas PJU SJU ditujukan untuk meningkatkan kinerja yang berpengaruh terhadap kualitas pelayanan publik.
Pendekatan yang digunakan dalam penelitian ini adalah pendekatan kuantitatif Pengukuran kinerja dilakukan dengan memakai metode Balance Scorecard (Norton dan Kapklan) dengan daerah studi Dinas PJU SJU yang merupakan organisasi publik. Maka itu penelitian hanya menggunakan satu perspectif saja yakni the learning and growth, realibility, responsibility, assurance dan emphaty.
Dari kelima dimensi tersebut, melalui 100 responden (eselon 3-4 dan staf) ternyata hanya satu dimensi pelayanan yang bernilai baik, yaitu dimensi responsivess. Sedangkan keempat dimensi lainnya bernilai kurang baik walaupun nilainya tidak signifikan benar.
Dari hasil penilaian ini, diharapkan Dinas PJU SJU dapat melakukan langkah-langkah perbaikan sehingga dapat memberikan pelayanan yang Iebih prima kepada masyarakatnya.

One of the statements in our local autonomy implementation is that the local government should be able to provide services equally as needed by local community, according to their own main tasks, which are public service function, development function, and protective function.
Department of Public Street Lighting and Utility Network Infrastructure of Jakarta Provincial Government (PJU SJU DKI Jakarta), is one of many units that related to Jakarta Provincial Government, which its main tasks are to conduct design, planning, construction, maintenance, safety, and regulating the Public Street Lighting and Utility Network Infrastructure.
Organizational culture is a role-guide for directing all of PJU SJU DK1 Jakarta employee's behaviour, neither as a form to bind them one to the others, then enables them to achieve the organization's goals nor plays their role as an regulator. A better organizational culture planted to each member will improve his or her performance and the organization's achievements, which finally improves the quality of public service itself.
This study uses Balance Scorecard (Norton and Kaplan) method as a measure of performance with PJU SJU DKI Jakarta as the base study which is a public organization. The research will only use only one perspective named as the learning and growth.
Public service comprises of five service dimensions, which are tangibility, reliability, responsibility, assurance, and empathy. The questionnaire was distributed to 100 respondents (echelon 3-4, and staffs). Out of five service dimensions, only responsiveness dimension which shows good value and the other four produced insignificant results
This valuation has shown that the organization should implement further improvement steps to achieve a better quality of service to the community.

Analysis show has not yet been existence of strategy planning, have not yet the of dissociation either duty or workplace in accordance with working organisation rule, responsibility exceeds, authority given there is no employee motivation are added next has not yet been existence of vision and mission of every organization also area government service not prima. In ability of Local Government organization activity that service to public to society have had strategy that either although has not yet been optimal in supporting target creation,seen from operating expenses that minim service tariff that expensive relative, handling complai that has not yet been maximal , while output that prodiced by show result that less maximal with still existence of society sigh espicially in the case of time in service execution. Research Resulth to factors above indicate that relative to the number of society sigh to service that given by government also because of existence of external factor that is head policy that has not yet been optimal. Over the course of analysis SWOT , then known some strategy proposals to conduct Local Government development of organization in improving public service in Muna Regency, South East Province Sulawesi that is arrange repeat structure of area peripheral organization by undertaking development of organization Local Government especially commisioned give public service to society with applying one roof Service integrated."

"Penelitian ini bertujuan untuk memperoleh gambaran relevan tentang orientasi politik birokrat pemerintah Kota Bandung pasca Orde Baru. Pertanyaan tesis adalah: "Bagaimana orientasi politik birokrat Pemerintah Kota Bandung yang meliputi orientasi kognitif, afektif dan evaluatif pasca Orde Baru? Bagaimana pengaruh latar belakang atau karakteristik internal birokrat terhadap orientasi politik birokrat pemerintah Kota Bandung pasca Orde Baru? Serta bagaimana pengaruh konteks politik terhadap orientasi politik birokrat pemerintahan Kota Bandung pasca Orde Baru?
Teori yang digunakan untuk menganalisis orientasi politik birokrat pemerintah di Kota Bandung pasca Orde Baru ini adalah teori tentang Budaya Politik yang intinya adalah orientasi politik yang meliputi orientasi kognitif, afektif dan evaluatif sebagaimana dikemukakan oleh Gabriel Almond dan Sidney Verba. Untuk Iebih mempertajam analisis teori tersebut digunakan latar belakang atau karakteristik internal birokrat yang meliputi suku bangsa, usia, pendidikan, masa kerja, jabatan dan pengalaman organisasi birokrat; serta konteks politik yang meliputi kondisi kepolitikan birokrasi Indonesia, budaya politik birokrasi pemerintahan di Indonesia, serta budaya politik sunda yang sedikit banyak mempengaruhi orientasi politik birokrat pemerintah Kota Bandung pasca Orde Baru.
Penelitian tesis ini bersifat deskriptif analisis dan dalam menganalisis data digunakan pendekatan kuantitatif sederhana dan kualitatif. Pendekatan kuantitatif sederhana digunakan untuk menganalisis latar belakang atau karakteristik internal birokrat dan orientasi politik birokrat pemerintah Kota Bandung yang meliputi orientasi kognitif, afektif dan evaluatif pasca Orde Baru yang diperoleh melalui kuisioner berupa perhitungan modus atau frekuensi jawaban info man dalam bentuk prosentase; kemudian hasil kuantitatif tersebut dianalisis secara kualitatif berdasarkan hasil wawaneara Sedangkan pendekatan kualitatif digunakan untuk menganalisis konteks politik; yang diperoleh dari data primer berdasarkan basil wawancara dan Bari data sekunder melalui berbagai literature. Informan dalam penelitian ini adalah birokrat pemerintah Kota Bandung yang memiliki eselon IV ke atas; pimpinan dan anggota DPRD Kota Bandung pimpinan, pengurus dan anggota LSM; serta akademisi dari UNPAD yang concern dengan penelitian ini.
Kesimpulan yang diperoleh: Orientasi politik birokrat pemerintah Kota Bandung pasta Orde Baru yang meliputi orientasi kognitif, afektif dan evaluatif berada dalam kategori sedang dengan klasifikasi budaya politik subyek Hal tersebut dipengaruhi oleh latar belakang atau karakteristik internal birokrat pemerintah Kota Bandung pasta Orde Baru serta konteks politik yang melingkupinya yang meliputi kondisi kepolitikan birokrasi saat ini, budaya politik birokrasi pemerintah di Indonesia dan budaya politik Sunda.

This research aim to get relevant descriptions about political orientation at the government bureaucrate in Bandung City post Orde Baru. There are three questions of tesis, are: "How political orientation at the goverment bureaucrate in Bandung City post Orde Baru which comprises cognitive, affective and evaluative orientation?; How influence of background or internal characteristic bureaucrate toward political orientation at the government bureaucrate in Bandung City post Orde Baru; and how influence of politics context toward political orientation at the government bureaucrate in Bandung City post Orde Baru? ".
Theory of political Culture is taken from Gabriel Almond and Sidney Verba are used to analyze political orientation at the goverment bureaucrate in Bandung City post Orde Baru, that essence is political orientation comprises cognitive, affective and evaluative orientation. In order to clear this theory analysis are used the background or internal characteristic bureaucrate such as tribe, sex, education, long of work,, salary ranks and experience of organization at the bureaucrate; and politics context which describe conditions bureaucratic polity, political culture of government bureaucracy in Indonesia, and Sundanese political culture.
This research use analitis descriptive, by using simple quantitative and qualitative approaches. The simple quantitative approach is used to analyze political orientations and background or internal characteristic bureaucrate in Bandung City, which are got from questionare with modus or frequency count on procentage. Then, the result of quantitative data are analyzed with qualitative data by using interview. Meanwhile qualitative approah to analyze politics context which are got from literatures. Infonnan in this research are government bureaucrate in Bandung City who have echelon IV and up; leader and members of DPRD Bandung City; Leader, official and member of NGO in Bandung City and academicians from UNPAD who concern with this reserach.
The conclusion: Political orientation at the government bureaucrate in Bandung City post Orde Baru, comprises cognitive, affective and evaluative orientation belong in middle category with political culture is subject clasifcation. This condition was influenced by background or internal characteristic bureaucrate of government in Bandung City; and so by politics contect post Orde Baru which comprises condition of bureaucracy polity, political culture of government bureaucracy in Indonesia and Sundanese political culture.
