"ABSTRAKPertumbuhan pendapatan interkoneksi suara pada industri telekomunikasi diIndonesia mengalami penurunan dalam beberapa tahun terakhir. Dengan kondisiyang dihadapi saat ini, maka isu utama dari penelitian ini adalah bagaimanamenjaga tingkat pertumbuhan yang wajar pada pendapatan interkoneksi suara agaroperator dapat menghimpun capital expenditure (CAPEX) bagi perluasan,pemerataan infrastuktur, peningkatan kualitas layanan serta melakukan upayapeningkatan nilai atas jaringan yang ada melalui kebijakan kenaikan tarif ataumemberi fleksibilitas untuk menaikkan tarif sendiri. Penelitian ini bertujuan untukmenguji apakah kenaikan tarif interkoneksi dapat mendorong pertumbuhaninterkoneksi suara operator secara signifikan atau tidak. Penelitian inimenggunakan metode eksplorasi dengan data yang dihasilkan simulasimenggunakan pendekatan sistem dinamik untuk melakukan uji hipotesis denganuji beda rata-rata. Kesimpulan yang diperoleh adalah kenaikan tarif hanya efektifuntuk jangka pendek. Sedangkan untuk jangka panjang, kenaikan trafik lebihefektif untuk meningkatkan pertumbuhan pendapatan.

ABSTRACTVoice interconnection revenue growth in the telecommunications industry inIndonesia has decreased in recent years. With the conditions encountered at thistime, the main issue of this research is how to maintain a reasonable level ofgrowth in voice interconnection revenue for the operator to collect capitalexpenditure (CAPEX) for the expansion, distribution infrastructure, improveservice quality and make efforts to increase the value of the network there throughrate increases or policy gives the flexibility to raise its own rate. This study aimedto test whether the increase in interconnection tariffs may encourage the growth ofvoice interconnection operator is significantly or not. This study uses explratorymethod where data generated by simulation of dynamic systems approach tohypothesis testing with different test average. Their conclusion is the rate increaseis effective only for short periods. As for the long term, the increase in traffic ismore effective to increase revenue growth."
