"Perkembangan teknologi telekomunikasi seluler saat ini sudah berkembang sangat pesat dan sudah sampai pada teknologi generasi kelima  (5G). Hal ini terlihat dari semakin banyaknya Base Transceiver Station (BTS) terutama di Kecamatan Kebayoran Baru. Base Transceiver Station (BTS) adalah salah satu faktor pendukung untuk memenuhi kebutuhan masyarakat dalam berkomunikasi pada layanan telekomunikasi seluler. Skripsi ini bertujuan untuk menganalisis kebutuhan Base Transceiver Station (BTS) pada telekomunikasi dalam bentuk visual untuk pengembangan site eksisting 5G di daerah yang ditinjau. Untuk mencapai tujuan tersebut, skripsi ini menggunakan metode forecasting untuk memprediksi jumlah pengguna dalam waktu 7 (tujuh) tahun ke depan dan diagram voronoi dengan aplikasi MapInfo untuk merencanakan teknologinya di Kecamatan Kebayoran Baru. Dari hasil perhitungan dan analisis yang diperoleh, untuk frekuensi 1800 MHz dibutuhkan jumlah BTS sebanyak 463 BTS dan untuk frekuensi 2300 MHz dibutuhkan 978 BTS. Serta, dikelompokan menjadi 5 kelas untuk menentukan pembuatan BTS dalam jenis Stand Alone dan Non Stand Alone.

The development of cellular telecommunications technology is currently growing very rapidly and has reached the fifth generation technology (5G). This can be seen from the increasing number of Base Transceiver Stations (BTS), especially in Kebayoran Baru District. Telecommunications towers are one of the supporting factors to meet the needs of the community in communicating on cellular telecommunications services. This thesis aims to analyze the need for Base Transceiver Station (BTS) in telecommunications in a visual form for the development of existing 5G sites in the area under review. To achieve this goal, this thesis uses a forecasting method to predict the number of users in the next 7 (seven) years and a voronoi diagram with the MapInfo application to plan the technology in Kebayoran Baru District. From the results of calculations and analysis obtained, for the frequency of 1800 MHz, 463 BTS are needed and for a frequency of 2300 MHz 978 BTS are needed. Also, they are grouped into 5 classes to determine the manufacture of BTS in Stand Alone and Non Stand Alone types."

ABSTRACTThis thesis discusses study of the educational role of information andcommunication technologies in general communication to the public. The rolecovers the use and misuse of information and communication technologies invarious areas of life in society. The location of this research is theTelecommunications Museum is located in Taman Mini "Indonesia Indah", EastJakarta. This research is a qualitative descriptive study. This thesis is a form ofresearch that address current issues that can not be displayed in the museum,given the condition of the people who quickly receive the information and thedevelopment of information and communication technology in Indonesia, whichis quite rapid, it can cause a variety of impacts, both positive and negative. Fromthe analysis of the study using constructivist learning theory can be concluded thateducation through information and communication technology exhibition devicesuse digital information and communication technologies and software applicationsto provide information provide added value for learning methods in the museum."

"Penggunaan pulsa sebagai alat pembayaran dalam jaringan jasa telekomunikasi lazim digunakan untuk biaya layanan telekomunikasi. Namun demikian, pulsa atau istilah resminya “deposit prabayar” telah makin berkembang penggunaanya dalam transaksi konten digital di lingkup jaringan jasa telekomunikasi. Penelitian ini bertujuan untuk menganalisis pengaturan hukum penyelenggaraan jasa telekomunikasi, penggunaan pulsa, industri konten digital dalam penyelenggaraan jasa telekomunikasi, dan pertanggungjawaban penyelenggara jasa telekomunikasi terhadap penggunaan pulsa sebagai alat pembayaran dalam transaksi konten digital. Penelitian ini merupakan penelitian yuridis normatif yang bersifat deskriptif dengan pendekatan kualitatif menggunakan bahan hukum peraturan perundang-undangan, pengamatan pada aplikasi smartphone, materi dari buku dan artikel jurnal serta sumber dari internet. Teori yang digunakan untuk menganalisis adalah teori tanggung jawab dalam perbuatan melanwan hukum sebagaimana dalam Kitab-Undang-Undang Hukum Perdata Pasal 1365-1380. Penelitian ini menghasilkan fakta bahwa pulsa yang merupakan satuan hitung biaya jasa telekomunikasi diperlakukan sebagai uang sehingga dapat digunakan untuk bertransaksi membeli/menggunakan layanan konten digital melalui aplikasi smartphone maupun aplikasi yang disediakan operator selular. Transaksi konten digital merupakan bagian dari berkembangnya industri ekonomi kreatif yang mengiringi minat masyarakat menggunakan telepon selularnya dalam aktivitas sehari-hari. Penyelenggara jasa telekomunikasi yang melayani penggunaan pulsa sebagai alat pembayaran konten digital harus memiliki izin sebagai Penyelenggara Jasa Sistem Pembayaran. Dalam hal ini Penyelenggara Jasa Telekomunikasi memiliki tanggung jawab multi peran: sebagai penyelenggara jaringan dan jasa telekomunikasi dan sebagai penyelenggara sistem elektronik sekaligus penyelenggara jasa sistem pembayaran. Terdapat 2 (dua) jenis tanggung jawab yang melekat pada Penyelenggara Jasa Telekomunikasi, yaitu tanggung jawab yang lahir karena perikatan undang-undang dan tanggung jawab yang timbul karena perikatan perjanjian/kontraktual dengan mitra usahanya. Kedua tanggung jawab dimaksud mencakup kondisi sebelum terjadinya suatu peristiwa yang menimbulkan kerugian pihak lain maupun setelah adanya kerugian yang dialami pihak lain.

The use of prepaid deposit as payment instruments in telecommunications service networks is commonly used for telecommunications service fees. However, prepaid deposit has been increasingly used in digital content transactions in telecommunications service networks area. This study aims to analyze the legal arrangements of telecommunication services, the use of prepaid deposit, the digital content industry in telecommunication services, and the legal liabilities of telecommunication service providers in the usage of prepaid deposit as a payment instrument on digital content transactions. This research is a descriptive normative juridical using qualitative approach by legal materials, laws and regulations, observation on smartphone applications, books, journals and online sources. This research use theory of responsibility to analyze the phenomenons which is accordance with the act againts the laws as in the Civil Code, Articles 1365-1380. This research produces facts that prepaid deposit as an amount of unit of telecommunication service fees, treated as an exchange value like money so it could be used for purchasing using digital content services by smartphone applications or applications provided by cellular operators. Digital content transactions is part of the development of the creative economy industries that accompanies people’s interests in using their cellphones in their daily activities. Telecommunications service providers that serve the use of credit as a means of payment for digital content must have a license as a Payment System Service Provider. In this case the Telecommunication Service Provider has multi-role responsibilities: as a telecommunications network and service provider and as an electronic system operator as well as a payment system service provider. There are 2 (two) type of responsibilities attached to the Telecommunication Service Provider, namely the responsibility born due to a statutory engagement and the responsibility arise from an agreement / contract with their business partner. Both responsibilities include conditions prior to the occurrence of an event that causes loss to other parties or after the loss suffered by others."
