"ABSTRAK
Mengingat pentingnya pelayanan kesehatan dan pihak Lembaga Pemasyarakatan sarana dan prasarananya masih jauh dari memadai maka dari itu upaya kerjasama dengan pihak terkait terus di bina agar kekurangan dalam pelayanan kesehatan dapat terbantu walupun belum terpenuhi semuanya. Karena hal ini diharapkan pihak terkait dapat membantu banyaknya kekurangan-kekurangan yang ada di Lembaga Pemasyarakatan.
Keputusan bersama yang telah digariskan oleh masing-masing pimpinan belum sepenuhnya diterapakan sehingga dalam pelaksanaan hanyak terjadi kendalakendala justru yang sangat direpotkan adalah pihak Lembaga Pemasyarakatan sendiri karena pihak Lembaga Pemasyarakatan berada dalam posisi pihak yang sangat mengharapakan bantuan pelayanan kesehatan.
Kecilnya dana kesehatan yang dimiliki oleh Lembaga Pemasyarakatan membuat pihak Lembaga Pemasyarakatan harus terus selalu berupaya mendekati pihak terkait, selain itu juga memberikan peluang kepada siapapun bagi yang simpati untuk membantu pelayanan kesehatan atas dasar kemanusian, ditambaha lagi dengan semakin meningkatnya penghuni Lembaga Pemasyarakatan yang sudah barang tentu membawa dampak kurang baik dalam kehidupan Lembaga Pemasyarakatan.
Penelitian yang penulis Iakukan secara kualitatif bahwa pelaksanaan hubungan kerjasama Lembaga Pemasyarakatan dengan pihak terkait dalam pelayanan kesehatan narapidana sudah berjalan tetapi belum terlaksana secara sebelumnya, hal ini disebabkan karena masing-masing istansi atau LSM masih kekurangan dana ditambah sumber daya manusianya serta sistem birokrasi yang terkadang menghambat. Hal ini menandakan bahwa pihak Lembaga Pemasyarakatan Klas I Tangerang berupaya secara maksimal dalam melakukan pembinaan terhadap narapidana khisusnya dalam perawatan kesehatan narapidana.

ABSTRACT
Referring to the importance of health treatment and the infratructures and means of correctional institutions aren't much more properly, so that cooperation with the interrelated perties can't be fulfillid completely yet. Therefore, it is hopped the interrelated parties can assist the deficiencies of the correctional institution.
Collective decision had been outlined by each leader, however it never been applied completely, so that in the realization there are many obstacles that cause a fuse for correctional instructions themselves, because correctional institutions in the position of needing more health treatments.
Being minimum of the health funds that belonging to the correctional institutions, it causes that they should make an effont for approaching the interrelated parties; besides, they also give apportunities to whoever that have sympathy for assisting health treatment based on humanity; furthermore, by increasing the total of prisoners in the correctional institutions, it can make bad impact to the existence of correctional institutionals.
The research that had been carried aut by the writer by using qualitative method, resulted : cooperation between correctional institutional and interrelated parties, about prisoners health treatments had run, however hadn't been carried out correctly yet, it was caused by each instance or social society instutute are still lack of funds, in addition their human resources and their bureacracy systems somtimes can hamper them. This case indicates that I class Tangerang correctional institution had made maximal efforts for carrying out establiahment of prisoners, special in their health treanment.

"Lembaga Pemasyarakatan sebagai bagian dari proses peradilan pidana terpadu (an Intregated criminal justice system) di sampling mengemban fungsi sebagai penegakan hukum juga melaksanakan tugas dibidang pembinaan bagi narapidana. Dalam kerangka pembinaan bagi narapidana salah satu kegiatan yang dilaksanakan adalah kegiatan kerja bagi narapidana.
Guna mendukung terselenggaranya tugas pembinaan kegiatan kerja bagi narapidana, salah satunya dapat ditempuh melalui kerjasama antara lembaga pemasyarakatan dengan pihak ketiga. Tujuan pelaksanaan kerjasama lembaga pemasyarakatan dengan pihak ketiga adalah untuk mendukung pembinaan kepribadian dan kemandirian.
Penelitian ini menggunakan metode penelitian kuantitatif, dengan informan dari para petugas pemasyarakatan di lembaga pemasyarakatan dan Direktorat Jenderal Pemasyarakatan. Disamping itu guna mendukung basil penelitian juga dipilih sejumlah narapidana untuk menjadi informan penelitian. Pengumpulan data dilakukan dengan cara observasi dan wawancara secara mendalam dengan informan penelitian. Setelah data terkumpul selanjutnya dilakukan pengolahan dan analisis data.
Berdasarkan pembahasan terhadap hasil penelitian ini, ditemukan model eksisting pelaksanaan kerjasama lembaga pemasyarakatan dengan pihak ketiga yang didasarkan tahap tahap pelaksanaan kerjasama, faktor faktor penghambat dan ditemukannya model ideal pelaksanaan kerjasama antara lembaga pemasyarakatan dengan pihak ketiga dibidang kegiatan kerja produktif bagi Narapidana.

Correction Instituion as part of the integrated criminal justice system is responsible to serve the law as well as to conduct rehabilitation for inmates. In the manner of treating inmates, one of many programs implemented is vocational activity for inmates.
To run the vocational activity to inmates, establishing association between Correction Institutions and particular third party can be put as supporting aspect. The goal of this association is to uphold the individual competence and self integrity for inmates.
This research is using qualitative research method, by inquiring information from Correction Institution officer and Directorate General of Corrections. Also, to support conclutions of this researc, several inmates are chosen as research informants. Data collecting is performedby observation and deep interview with research informants. Subsequently, all the collected data are processed and analyzed.
According to the conclution of this research, an existing models is discovered concerning the association between Correction Institutions and particular third party, along with stages of collaboration, the disrupting factors, and recommended ideal model on Correction Institutions and particular third party association regarding Productive Labor Program for inmates.

"Perencanaan Pembinaan Narapidana merupakan suatu usaha yang mendahului tindakan menyeluruh dengan keterlibatan seluruh komponen yaitu petugas sebagai pembina dan narapidana sebagai yang dibina serta sarana / fasilitas yang dimiliki lembaga pemasyarakatan. Seiring dengan tuntutan yang ada di masyarakat maka lembaga pemasyarakatan hangs mampu membenkan pelayanan, pembinaan dan pembimbingan yang maksimal untuk menjaga keseimbangan kehidupan, baik bagi warga binaan, masyarakat sebagai korban dan masyarakat luas pada umunya. Penentuan rencana untuk pembinaan narapidana dipengaruhi pula oleh lingkungan internal dan lingkungan eksternal lembaga pemasyarakatan, masing-masing lingkungan dapat sebagai factor pendukung dan penghambat. Untuk itu dibutuhkan perencanaan yang komprehensif yaitu perencanaan strategis.
Oleh karenanya, penelitian ini bertujuan mengetahui proses perencanaan pelaksanaan dalam rangka kegiatan pembinaan narapidana di Lapas Purwakarta.
Metode yang digunakan dalam penelitian ini adalah metode penelitian deskriptif dengan pendekatan kualitatif. Data dikumpulkan melalui wawancara, pengamatan langsung dan daftar dokumen.
Hasil penelitian di lapangan menunjukkan bahwa proses perencanaan pelaksanaan pembinaan narapidana di Lembaga Pemasyarakatan Purwakarta yang dibuat dan disusun masih terkesan seadanya tanpa proses perencanaan yang seharusnya. Keterbatasan kemampuan terkait proses dan teknik-teknik perencanaan dari para pejabat struktural setingkat kepala seksi yang sekaligus pengambil keputusan dibidangnya masing-masing sebagai hambatan terbesar.
Melalui analisis SWOT (Kekuatan, Kelemahan, Peluang dan Ancaman), dapat diidentifikasi kekuatan dan kelemahan internal serta peluang dan ancaman eksternal. Proses lima bagian sebagai pengembangan stratetgi, dan terakhir sebagai langkah tindakan yang diambil adalah mengirimkan pejabat terkait untuk mengikuti pendidikan dan latihan manajerial perencanaan maupun teknis perencanaan, serta mengusulkan penempatan pegawai sesuai kriteria "job description?. Saran yang dapat disampaikan perlu dilakukan penataan ulang manajemen perencanaan secara terpadu dan meningkatkan pengendalian bagi pimpinan selaku penanggung jawab puncak manajemen organisasi.

The treatment planning of the prisoner is an effort that goes first before the whole action that involving the component in it that are the officer as the shepherd and the convict criminal as the object of it and all facility in it Along together with the society demand that a correctional institution must have maximal service, treatment and counseling to preserve the balance the life of the convict, the citizen as the victim and society. The determination of the planning program is depend on the external and internal environment of the correctional institution, each factor could be supporting or non supporting the planning program. To minimize the problem we must have a comprehensive planning that is a strategic planning.
That's way, the research is conducted to find the process of the realization treatment planning and the obstacle of this process.
The method that used in this research was a descriptive research with qualitative approach. The data is gathered trough the interview, direct observation, and from a list of document.
The result of the field research show that the process of the realization treatment planning program in Purwakarta correctional Institution that been made and arranged was still way beyond perfect because lack of planning process. Because the capacity limit that not capable enough to handle the job that related to the process and technical planning from the structural legal official in head section class, the problem is getting bigger and bigger. They are the biggest barrier in this program.
Trough the SWOT (strength, weakness, opportunity and threat) analyze, we can identify the internal strength and weakness and also the external opportunity and threat. These five process were part of the last development strategic, as a step to send the official to the trained and educate in matter managerial planning and technical planning, and the must be a relation between the employee posting and the job description. We advice that there must be re structuring managerial planning and leader controlling that responsible for the top management in organization.

"Skripsi ini bertujuan untuk menjelaskan pemenuhan hak kesehatan mental yang sudah dilakukan Lapas Klas I Cipinang. Penelitian ini menggunakan metode kualitatif dengan wawancara mendalam untuk pengumpulan data. Model rehabilitasi, Upaya Kesehatan, dan konsep-konsep relevan lainnya digunakan untuk menganalisis penelitian ini.
Hasil penelitian menemukan bahwa narapidana memiliki berbagai masalah yang berisiko menimbulkan gangguan jiwa. Bedasarkan peraturan perundangan, upaya kesehatan mental yang mencakup promotif, preventif, kuratif, dan rehabilitatif belum terpenuhi dengan baik. Kesehatan mental sebagai bagian penting criminogenic needs belum diintervensi secara memadai oleh pihak Lapas sebagai bagian pembinaan model rehabilitasi.

This thesis aims to explain the fulfillment of inmate`s mental health right that has been done by Cipinang Penitentiary Institution. This research use qualitative approach with depth interview for collecting the data. Rehabilitation Model, Health Efforts, and other relevant concepts are used to analyze this research.
The result shows that inmates have range of problem which risking their mental health. Mental health efforts, which include health promotion, health prevention, curative care, and rehabilitative care, haven`t been well done by Cipinang Penitentiary Institution. Mental health as an important part of criminogenic needs hasn`t been well intervened by Penitentiary Institution as a part of rehabilitation model of correction.

"The First Class Prison of Cipinang is an institution which served a guidance program for convicts, based on imprisonment system where it focused on the effort of nurturing and guiding convicts in order to rehabilitate the wholeness of relationship between individual convict, officer and society.
In this research, the main problem posed is to explain the correlation and test the relation between independent variable, which is the ability and work motivation of officer. and the dependent variable, convicts guidance ln First Class Prison of Cipinang. The population on this research is all 423 officers work in First Class Prison of Cipinang. Sample was gathered using stratified random method, which is stratified selection of samples from each level of population, in total of 109 people.
The research method used here is a survey method using questioners with closed questions proposed to respondents, where all the answers set in likert scale. Literature study and observation are also used to analyze data of officers' ability, their work motivation and the guidance of convicts in First Class Prison of Cipinang. ln order to analyze the relation between variables, this research used SPSS (Statistic Product and Service Solutions) to produce cross tabs and correlation test. Validity test of each question in the research used item analysis by counting the score correlation between each question and total variable (total score of each related variable). Reliability test was done to determine the consistency of question items to split half Spearman Brown.
From the correlation result of Spearman counting method, the relation between ability and motivation of 0.355 was detemtined with significance level of 0.00. Hence, the conclusion reached was that there is a low level of relation between ability and motivation of officer. There is a relation between officers' ability and convicts' guidance of 0.305 with a significance level of 0.00t. lt can also be concluded that the relation between officers' ability and convicts' guidance is exist although low. Meanwhile, th relation between officers? motivation and convicts' guidance is at 0.307 with significance level of 0001. The conclusion to be reached was that there is a relation between officers' motivation and convicts' guidance but the relation is weak. The conclusion to be reached from this research is that there is a positive and significant relation between officers' ability and work motivation and convicts' guidance in First Class Prison of Cipinang.
Based on the research findings, the writer recommended several suggestions to policy makers concerning the improvement of the First Class Prison of Cipinang, as follow:
1. Improvement of ability level of officers through education and training based on port folios in First Class Prison of Cipinang.
2. Improvement of work motivation of ofricers to be able to execute their tasks as expected from their portfolios.
3. Improvement of convicts' guidance trough systematic in order to fulfill the aim of guidance, which are to prevent repetitious of legal offence and established active, productive and contented person."

"ABSTRAK
Pembinaan narapidana merupakan bagian dari tujuan pemidanaan berdasarkan sistem pemasyarakatan yang telah diatur dalam Undang-undang pemasyarakatan dimana seseorang yang telah melakukan kesalahan dibina dengan baik, agar mereka dapat menyadari kesalahan dan perbuatannya dan melakukan pertaubatan, serta ketika mereka selesai menjalani hukuman dapat berintegrasi sosial atau kembali ke masyarakat. Kerja sama pihak swasta dengan Lembaga Pemasyarakatan dalam pembinaan narapidana tidak bertentangan dengan tujuan pembinaan narapidana seperti dalam sistem pemasyarakatan tersebut, karena komponen-komponen pembinaan narapidana yang masih terbatas dari pihak lapas maupun pemerintah (seperti: sumber daya manusia, anggaran pembinaan, peralatan yang menunjang dsb.) dapat dibantu dan dipenuhi oleh pihak swasta. Lapas wanita Klas II A Palembang merupakan salah satu contoh lapas yang berhasil menerapkan konsep ini, meskipun keberhasilan tersebut bukan berarti tanpa adanya kendala-kendala dalam pelaksanaannya. Dengan adanya konsep ini diharapkan narapidana mendapatkan skill sebagai bekalnya nanti ketika mereka telah bebas atau selesai menjalani hukuman di lembaga pemasyarakatan.

ABSTRACT
Rehabilitation of inmates is a part of the purpose of criminal prosecution based on the penal system which has been regulated in Law penitentiary whereas a person who has made a mistake nurtured properly, so that they can realize their mistakes, and could change it and when they finished the sentencing, they can integrate social or return to the public. Rehabilitation inmates program in Palembang woman?s correction based on collaboration between correction and private sector which is not contrary to the purpose of fostering such prisoners in the correctional system, because the components are still limited coaching inmates of the prison and the government (such as human resources, budget, support equipment and so on) can be helped and be met by the private sector. Woman?s correction of Class II A Palembang is an example of the correction were successfully implemented this concept, despite this success does not mean the absence of constraints in implementation. With the concept of inmates is expected to gain skills as her talent later when they have free or finished their sentencing in a correctional institution.

"Dilatar belakangi bahwa Lembaga Pemasyarakatan bertujuan membentuk warga binaan pemasyarakatan agar menjadi manusia seutuhnya, menyadari kesalahan, memperbaiki diri dan tidak mengulangi tindak pidana sehingga dapat diterima kembali oleh lingkungan masyarakat, dapat aktif berperan dalam pembangunan dan dapat hidup secara wajar sebagai warga yang baik dan bertanggung jawab. Untuk dapat melaksanakan tugas pokok dan fungsinya secara optimal, perlu didukung oleh ketersediaan petugas yang memadai balk secara kuantitatif maupun secara kualitatif.
Kenyataan kualitas pembinaan yang diberikan petugas di Lembaga Pemasyarakatan Cipinang belum maksimal suatu contoh : narapidana sering kali membuat kerusuhan didalam bloklsel kamar, terjadi perkelahian antar sesama narapidana, Narapidana yang melarikan diri dari Lembaga Pemasyarakatan. Hal-hal tersebut antara lain bisa disebabkan oleh motivasi petugas LAPAS yang dinilai bisa mempengaruhi semangat kerja misalnya : petugas yang tidak disiplin kerja, pada waktu melakukan penjagaan petugas tertidur, banyak izin tidak masuk kerja karena mencari tambahan bisnis di luar, bekerja malas-malasan tidak ada gairah kerja sehingga menghambat pembinaan dan hasil kerjanya tidak optimal. Masalah semangat kerja ini sangat penting bagi instansi LAPAS karena tugas yang diembannya Masalah semangat kerja ini bisa ditimbulkan antara lain dengan pemberian motivasi. Teori yang mendasarinya antara lain adalah teori dari R,Von Haller Gilnur (1961 :121) mengenai motivasi yang berhubungan dengan semangat kerja. Adapun yang menjadi rumusan masalah yang diketengahkan dalam penelitian ini adalah "Apakah motivasi mempunyai hubungan dengan semangat kerja petugas Lembaga Pemasyarakatan Kelas I Cipinang Jakarta". Penelitian dibatasi dua variabel motivasi dan semangat kerja Teari motivasi yang digunakan teori dari Atkinson dalam William G Scott (1962 : 83) yang akan dijadikan indikator. Teori semangat kerja antara lain teori dari William W Kowles (1971:207) dari RC Davis dalam Edwin B Flippo (1971:364) dan Dab Yorke (1965:739) yang akan dijadikan indikator. Populasi penelitian seluruh petugas LAPAS sebanyak 4.41 orang dengan tingkat pendidikan yang berbeda, penentuan jumlah sampel mengacu kepada krejcie sedangkan dalam pengambilan sampel dipergunakan Purposive Sampling sehingga jumlah sampel yang diambil 205 orang sedangkan yang terjaring sebanyak 170 orang yang dijadikan responden. Sedangkan untuk mendapatkan data dari dua variabel tersebut menggunakan skala Likert.
Metode penelitian explanatif, teknik analisis yang dipergunakan secara deskriptif serta analisis statistik karelasi, menguji validitas dan reliabilitas variabel motivasi dan semangat kerja kemudian mengukur distribusi frekuensi variabel motivasi dan semangat kerja Selanjutnya korelasi sperman's rho antara motivasi dan semangat kerja semua ini dilakukan dengan bantuan SPSS 10.0 For Windows.
Berdasarkari basil perhitungan distribusi frekuensi variabel motivasi maka keadaan motivasi yang ada pada petugas LAPAS Cipinang niasih mempunyai motivasi cukup sedang cenderung rendah, besarnya 43.5 % dengan frekwensi 74 responden. Ini artinya motivasi yang ada masih bisa dikatakan cukup kondusif namun banyak hal yang perlu menjadi perhatian agar dapat meningkatkan motivasi petugas LAPAS. Salah satunya yaitu mengenai ketidak puasan yang menyangkut keadaan ekonomi petugas yang bekerja di Lembaga Pemasyarakatan dimana antara gaji yang diterima dengan beban kerja dan tanggung jawabnya sebagai petugas belum bisa dikatakan cukup untuk memenuhi kebutuhan hidup sehingga perlu mendapat perhatian mengenai gaji dan tunjangan pemasyarakatannya Selanjutnya mengenai keadaan semangat kerja yang ada pada petugas Lembaga Pemasyarakatan Kelas I Cipinang Jakarta cukup tinggi besarnya 60 % dengan frekwensi 105 responden ini artinya bahwa petugas LAPAS mempunyai semangat kerja yang cukup baik. Namur demikian agar petugas lebih meningkatkan semangat kerjanya secara optimal ada yang perlu diperhatikan yaitu mengenai tingkat kedisiplinan petugas antara lain misainya petugas yang tidak mentaati perintah atasan pada jam kerja. Ketaatan bawahan kepada atasan didalarn tugas perlu dilakukan mengingat beban kerjamaupun waktu kerja yang terkadang tidak tetap.
Dari hasil analisis statistik korelasi diketahui nilai koefisien korelasinya 0.583 artinya bahwa ada hub ungan antara motivasi dengan semangat kerja petugas Lembaga Pemasyarakatan Klas I Cipinang Jakarta, secara kualitatif mempunyai hubungan yang positif tergolong sedang. menunjukan adanya hubungan yang positif dengan kekuatan sedang antara motivasi dengan semangat kerja.
Saran kebijakan yang perlu diperhatikan antara lain : melakukan assesment bagi petugas LAPAS, mutasi pegawai secara periodik dan mutasi jabatan struktural dilakukan seleksi, menaikan tunjangan pemasyarakatan yang dinilai sangat minim. Sebagai tindak lanjut penelitian dilakukan penelitian lanjutan serupa dan menambah jumlah variabel penalitian sehingga akan didapat hasil analisis yang bervariasi dan lebih kuat korelasinya, sehingga dapat dijadikan sebagai acuan ilmiah maupun sebagai acuan praktis.

This research is based on the objectives of a Correctional Institution or prison i.e. to form prisoners to become complete human beings who are realizing their mistakes, willing to improve them selves and are committed not to do anymore crimes so that they can be accepted by the society, live a normal life and become a good and responsible citizen. In order to properly implement its functions and duties, a prison has to be equipped with the availability of officers in terms of quality as well as quantity.
It is a fact that quality of quality building (supervision) provided by officers of Cipinang Prison is not yet maximum. For examples; prisoners often create riots in their cells/blocks or behind their bars, fight between themselves, and escape from their cells. These take place due to, among other things, the motivation of officers that are deemed to be influential to their working spirit. For examples, officers that to do have good disciplines, falling asleep when doing surveillance, working in low spirit, or spending more time outside the office in order to earn extra income. These kinds of things will hamper their efforts in quality-building and supervision of the prisoners. Issues of working spirit are therefore very important for a correctional institution or prison because of its crucial functions and duties. Working spirit can emerge, among others, with the provision of motivation. This is based on a theory developed by R. Von Haller Gilnur (1961: 121) regarding motivation that is related to working spirit. The problem formulation of this research is " whether there is a relationship between motivation and working spirit of officers at the Cipinang Prison in Jakarta". The research focuses only on two variables i.e. motivation and working spirit. The theories on motivation by Atkinson (in William G. Scott 1962 : 83) and on working spirit by William W Knowles (1971 : 207) from RC Davis in Edwin B Flippo ( 1971 : 364) and Dab Yorke (1965 : 739) will be used as indicators. The population of the research includes all officers of Cipinang prison i.e. 441 having differents level of education. The determination of number of samples is based ` Krecjle'. Purposive sampling is used with 205 samples, 170 of them are used as respondents. Further, Likert Scale is used to obtain data from these two variables. The research method is explanatory, using desciptive analytical technique and correction statistical analysis, examining validity and reliability of motivation and working spirit variables and then measuring distribution frequency of motivation and working spirit variables. Next, there is sperman's rho correlation between motivation and working spirit. All of them were conducted by using SPSS 10.0 for Windows.
Based on the estimated result of distribution frequency of motivation variable, each officer of Cipinang Correctional Institution still has enough motivation although it tends to decrease, 43.5 % with frequency of 74 respondents. That means the existing motivation is quite conducive but there are many things that have to be concerned in order to improve their motivation. One of them is the dissatisfaction regarding their economic condition where there is imbalance between their salary and their tasks and responsibilities. Their salary hardly can meet their ends meet. Furthermore, the working spirit of the employees of First Class Cipinang Correctional Institution Jakarta is quite high of 60 % with frequency of 105 respondents, that is, the officer of First Class Correctional Institution of Cipinang of Jakarta have good working spirit. However, in order to develop their working spirit optimally, there is one thing that needs to be noticed, the employees, disciplinary level, for example the officer to officers is necessary considering the burden of their works and the unfixed working hours.
From this correction statistical analysis, it is known that correlation coefficient score 0.583, that is, there is the relationship between motivation and working spirit amongst officers of First Class Correctional Institution of Cipinang of Jakarta, qualitatively have moderate and positive link, show there is positive link with moderate strength between motivation and working spirit. The researcher suggest the following policies: conducting assessment to the officers, periodical officers? mutation and mutation for structural position which is selected, increasing their poor allowance. As follow up research, the advanced same research should be done and adding the number of research variables so that there will be various analysis result and stronger correlation, so it can be served as scientific and practical reference.

"ABSTRAK
Selama narapidana berada dalam Lembaga Pemasyarakatan, pemerintah wajib memberikan kebutuhan-kebutuhan hidup bagi setiap narapidana antara lain misalnya kebutuhan makan,kebutuhan pelengkapan tidur,lingkungan yang bersih dan pelayanan kesehatan yang optimal,pelayanan kesehatan bisa optimal.Oleh karena itu di dalam penelitian ini penulis berharap untuk menangani masalah tentang bagaimana pelayanan kesehatan pada Rumah Sakit Lembaga Pemasyarakatan Klas 1 Tangerang. Hasil dari penelitian Pelayanan Kesehatan Pada Rumah Sakit Lembaga Pemasyarakatan Klas I Tangerang menyatakan bahwa dalam pelayanan kesehatannya mempunyai masakah terhadap kurangnya kesiapan petugas medis di Lembaga Pemasyarakatan dalam menangani dan mengantisipasi perkembangan penyakit yang ada di Lembaga Pemasyarakatan serta fasilitas yang ada di Rumah sakit Lembaga Pemasyarakatan seperti obat-obatan masih belum optimal dan belum cukup memadai. Bedasarkan pernyataan diatas penulis menyarankan perlu ditingkatkannya lagi kesiapan para petugas medis dalam menangani narapidana yang sakit dan di adakannya penambahan jumlah petugas medis di dalam Lembaga Pemasyarakatan guna pelaksanaan pelayanan kesehatan serta harus diadakannya pengkontrolan oleh petugas kesehatan dibidang fasilitas khususnya bagian obat-obatan agar tidak terjadi lagi kehabisan stok obat.

ABSTRACT
During convict stay in Institute Pemasyarakatan, governmental is obliged to give requirement live for every convict for example requirement eat, complete requirement of sleep, clean environment, and optimal health service, health service can be optimal if effectively and is efficient. Therefore in this research of writer hope to handle the problem of about how health service at Hospital Institute of Correctional class 1 Tangerang. Result of from research of Service Health At Hospital Institute of correctional class I Tangerang express that in its health service have a period of/to to lack of the readiness of medical officer in Institute of correctional in handling and anticipating disease growth exist in Institute correctional and also facility exist in Hospital Institute Pemasyarakatan like drugs still not yet optimal and not yet adequate enough. Pursuant to statement above writer suggest require to improve of again the readiness of all medical officer in handling ill convict and in performing a of addition of[is amount of medic officer in Institute correctional utilize health service execution and also have to perform a of control by officer health of facility area specially part of medics in order not to happened again running out of of drug stock."

"Penelitian ini bertujuan untuk menganalisis sistem kemitraan kegiatan kerja antara Lembaga Pemasyarakatan Klas I Tangerang dengan PT. Ikezaki Tekindo Tama dalam bidang aerosol dan non aerosol tahun 2004-2006. Untuk membahas hal tersebut, pendekatan penelitian yang digunakan adalah kualitatif dengan desain deskriptif yaitu menggambarkan kemitraan ditinjau dari teori sistem. Data diperoleh melalui wawancara mendalam terhadap 10 informan yang terlibat dalam kegiatan kemitraan. Dari analisis terhadap basil wawancara disimpulkan bahwa : 1) Lingkungan kurang mendukung kemitraan, 2) Input kurang sesuai ketentuan, 3) Proses tidak optimal, 4) Output tidak sesuai target, 5) Impact kurang optimal, 6) Feedback, perlu adanya evaluasi terhadap input dan proses. Hasil penelitian menyarankan perk' adanya komitmen kalapas dalam pelaksanaan kemitraan dan model yang dapat dijadikan acuan pelaksanaan kemitraan di lembaga pemasyarakatan.

The purposes of this research is to analysis the partnership system between First Class Tangerang Correctional Institution with PT. Ikezaki Tekindo Tama in the prisoners autonomous program. Related with that case the research use qualitative descriptive interpretive to describe about the partnership that is observed by system theory. The number of informan are ten people consist of stakeholder that involve in the partnership program, aerosol and non aerosol production in 2004-2006. This research is qualitative descriptive interpretive. The data was collected by means of deep interview through 10 informans that involve in the partnership. The following are the research : I) Environment is not support enough, 2) Input is not sufficient to support the partnership, 3) Process is not optimal, 4) Output is not comfort with the target, 5) Impact is not optimal, 6) Feedback that clarify have to evaluate input and process. These research suggest that have to commitment of Chief to support the partnership and provide partnerships model which can help in partnership implementation."
