"Penelitian ini bertujuan, pertama untuk mengetahui tingkat keberhasilan implementasi kebijakan penunjukan pihak ketiga dalam melaksanakan sebagian proses peneraan dan peneraan ulang meter kWh hubungannya dengan faktor-faktor kristis yang mempengaruhinya, dan kedua untuk mengetahui kesesuaian kebijakan tersebut dengan peraturan perundang-undangan yang lainnya. Menurut Edwards III, tingkat keberhasilan implementasi suatu kebijakan dipengaruhi oleh empat faktor kritis atau variabel, yaitu komunikasi, sumber daya, sikap, dan struktur birokrasi.
Hasil penelitian menunjukkan bahwa secara umum komunikasi yang terjalin, sumber daya yang tersedia, sikap para pelaksana kebijakan, dan struktur birokrasi yang ada pada saat ini tergolong cukup baik dalam mendukung pelaksanaan peneraan meter kWh oleh Perusahaan Pihak Ketiga, hal tersebut ditunjukkan dengan nilai skor relatif rata-rata yang diperoleh untuk keempat variabel tersebut sebesar 59,35%. Dari hasil penelitian juga terungkap bahwa secara umum sikap para pelaksana kebijakan hubungannya dengan sikap atas kesesuaian antara partisipasi Pihak Ketiga dalam proses peneraan meter kWh dengan peraturan perundang-undangan yang ada tergolong cukup baik.

This research has two targets, the first to know level of success of policy implementation of third sector designation in executing some of verification and re-verification processes meter kWh relation with critical factors influencing him, and second to know according to the policy with existing law and regulation. According to Edwards III, level of success of implementation a policy influenced by four critical factor or variable, that is communications, resource, attitude, and bureaucracy structure.
Result of research indicate that in general communications which intertwin, available resource, attitude of executors of policy, and bureaucracy structure which there is at the moment pertained good enough in supporting execution of verification of meter kWh by the Third Sector. The mentioned shown with score value relative mean obtained to be fourth of the variable equal to 59,35%. From research result is also expressed that in general attitude of the executors of policy of relation with attitude to the according to among Third Party participation in executing some of verification of meter kWh with good enough pertained existing law and regulation.

"Upaya penagqulangan kejahatan merupakan masalah universal yang terus menerus harus selalu diupayakan. Oleh karena itu dibutuhkan keterpaduan antara komponen-komponen yang terlibat dalam sistem peradilan pidana yang diatur diatur dan di tata dengan Undang-Undang Nomor 8 Tahun 1981 tentang Kitab Undang-Undang Hukum Acara Pidana atau KUHAP. KUHAP sejak kelahirannya sangat menjunjung tinggi hak-hak tersangka atau terdakwa tanpa bertujuan secara khusus melindungi hak korban kejahatan. Terjadi ketidak seimbangan dalam perlakuan yang wajar antara tersangka atau terdakwa dengan korban kejahatan di dalam KUHAP. Masyarakat, terutama korban kejahatan sangat mendambakan keadilan dengan dipidananya pelaku kejahatan, sangat membutuhkan akses dalam penyelenggaraan peradilan. Masyarakat berhak tahu sampai sejauh mana perkembangannya penanganan perkara yang ditangani oleh aparat penegak hukum. Menyikapi hal tersebut penulis tertarik untuk mengambil permasalahan pokok dalam penelitian ini yaitu: "Bagaimana penerapan pemberian informasi tentang kemajuan penanganan perkara kepada korban dalam Lahap pra-adyudikasi". KUHAP tidak mengatur ketentuan pemberian informasi penanganan perkara oleh aparat penegak hukum. Sejak tahun 1985 dunia internasional telah menyepakati Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power. Di Indonesia telah lahir pula Undang-Undang Nomor 13 Tahun 2006 tentang Perlindungan Saksi dan Korban. Dalam dua ketentuan ini telah diatur bahwa saksi dan korban berhak mendapatkan informasi perkembangan kasus. Penulis melakukan penelitian normatif dan empiris yang disajikan secara kualitatif, ternyata penegak hukum belum melaksanakan secara optimal dalam pelaksaan teknisnya di lapangan. Padahal pemberian informasi mengenai penanganan perkara ini sangat penting dan urgen untuk segera dilaksanakan dalam rangka pengawasan kinerja aparat penegak hukum serta kesuksesan proses peradilan pidana, sehingga rasa keadilan masyarakat dapat tercapai. Oleh karena itu diharapkan dalam rancangan KUHAP yang akan datang hal pemberian informasi kemajuan penanganan perkara ini perlu diatur lebih tegas.

The effort for overcoming crimes is a universal problem to be done continuously. Hence, it requires integration among components involved in the criminal justice system as legislated by Law No. 8/1981 of the Penal Code. Since the enactment, the penal code protect the rights of suspected or the accused more than to protect the right of victim of crime specially. Within the Penal Code there is no balance of proper treatment between the suspected or accused and the victim of crime. Society especially the victim of crime, they are very wishing justice by sentencing the offender and they need to access to courts. Society have right to know how far the progress of the case handled by the police and the prosecutor. Hence, the author in interest to write the essential problem for this research, i,e,: "How application of giving information regarding progress of the case in pre-adjudication stage". The Penal Code had not provided with regulation of giving information to settle case by police and prosecutor in pre-adjudication stage. Since the enactment of 1985 the World had agreed Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power. Also in Indonesia had been enacted Law No. 13/2006 of Protection for Witness and Victim(s). For those two instruments it had been regulated that 'witness and victims have right to get information about progress of the case. The author had conducted both normative and empirical research presented qualitatively, factually, the legal apparatus had not implemented its techniques in field optimally. Indeed, giving information about progress of the case is very urgent and important to be implemented immediately within framework of supervising the legal apparatus and to proceed criminal justice system successfully, so that, sense of justice of society may be achieved. Hence, it is wished to design The Penal Code for the future, giving information about progress of the case should be regulated more firmly.

"This paper aims to discuss problematizations of discretion issue in the Administration Law 2014. Discretion is one of some discussed issues in the Administration Law which provides a legal guidance for bureaucrats to conduct their jobs. Drawing on Bacchi's WPR (What is problem represented to be?] approach to policy analysis, this paper interrogates what 'problemfs]' is (are] produced in the policy document, what presuppositions are used as arguments to support the 'problems', what left as unproblematic issue that is absence in the policy problematizations, and what effects are produced by the 'problem' representation. The paper finds out that rules and procedures are the key concepts which assumed as policy 'problems' related to discretion issue. Neglecting the certain rules and procedures will be considered as doing illegal action. Only public managers have the discretionary power or managerial discretion, but in a limited room, because of upper manager's intervention. However, this discretion policy remains an inefficient and rigid process in facing certain situation because, in exercising discretion, they have to obey certain rules and procedures. In addition, staffs do not have discretionary authority within their jobs although they might also face some certain situation which needs to make decisions."

"[ABSTRAK
Tesis ini merupakan kajian yang hendak melihat konsep lembaga yang
berwenang dalam sebuah proses peradilan. Relevansi antar lembaga sebagaimana
dimaksud yaitu Komisi Informasi dan Peradilan Tata Usaha Negara adalah
berwenang dalam proses penyelesaian sengketa keterbukaan informasi publik.
tujuan daripada keterbukaan informasi publik adalah dalam rangka mengawal
kebebasan informasi sebagai falsafah Hak Asasi Manusia dalam generasi ketiga.
Dalam penelitian ini menggunakan teori Hukum, teori Politik Hukum Nasional,
Teori Pembagian Kekuasaan dan Kekuasaan Keempat, kerangka konsep yang
digunakan yaitu peradilan administrasi dalam perspektif politik hukum dan
Kebebasan atas informasi sebagai HAM.
Hasil dari penelitian menunjukan bahwa komisi informasi ditempatkan
layaknya peradilan tingkat pertama karena hasil dari putusan dapat dimintakan
banding kepada PTUN, dalam proses di PTUN menggunakan hukum acara
tersendiri yang menempatkan PTUN sebagai peradilan Banding. atas hasil
penelitian maka terdapat suatu paradigma baru dalam sistem peradilan di
Indonesia. Gagasan yang diambil dari penelitian adalah dengan
mengkonsolidasikan sistem penyelesaian sengketa informasi publik dalam
peradilan khusus dibawah PTUN, Konsep demikian digunakan agar dapat
mengawal dan memperkuat sistem hukum dan peradilan di Indonesia.

"ABSTRAK
Skripsi ini membahas mengenai bagaimana pertimbangan hakim dalam menilai
hal-hal dan/atau keadaan-keadaan yang memberatkan dan meringankan pidana,
terkait penentuan berat ringannya pidana. Undang-undang Nomor 4 Tahun 2008
tentang Kekuasaan Kehakiman mewajibkan hakim untuk mempertimbangkan
sifat baik dan sifat jahat dari terdakwa dalam mempertimbangkan berat ringannya
pidana. Namun hingga saat ini belum ada pengaturan yang jelas mengenai
pedoman pemidanaan bagi hakim terkait hal-hal dan/atau keadaan-keadaan yang
wajib dipertimbangkan dalam penentuan berat ringannya pidana tersebut.
Pedoman pemidanaan ini sangat penting untuk mengurangi subjektifitas hakim
dalam menilai hal-hal dan/atau keadaan yang meringankan dan memberatkan
pidana, sehingga dapat mengurangi disparitas pemidanaan. Dalam skripsi juga
dianalisa putusan hakim dalam perkara Adiguna Sutowo, terkait pertimbangan
hakim dalam putusan ini terhadap adanya perdamaian diluar sidang pengadilan
sebagai alasan yang meringankan pidana.

ABSTRACT
The Focus of this study is concerning the consideration of Judge in assessing
elaboration and/or any circumstance which could be a mitigation and an
incrimination of punishment, that related to the decision of punishment. Act
Number 4 year 2008 concerning Indonesia Judicial Power stipulates the duties of
judge to consider the behaviour of the accused to decide the final punishment.
However, up until this moment, there is no lucid regulation concerning the
guideline of punishment for judge in connection with such elaboration and/or any
circumstance that should be taken into account in deciding the punishment. The
guideline of punishment is utterly necessary to redeem the subjectivity of judge in
assessing such elaboration and/or circumstance which could be a mitigation and
an incrimination of punishment, and in the end it will defect the punishment
disparity. This study also analyzes the judge verdict in case of Adiguna Sutowo,
in which related to judge consideration about any non-litigation settlement as a
mitigation of punishment."

"Data pengaduan tahun 2016 yang didapat dari Bidang Pengaduan dan Komunikasi masyarakat DPMPTSP Provinsi DKI Jakarta menunjukkan bahwa sepanjang tahun 2016 ada banyak jumlah pengaduan yang masuk, dengan persentase jenis pengaduan terbanyak berasal dari perizinan bidang penataan ruang, dan kategori pengaduan terbanyak mengenai durasi penerbitan izin, prilaku, peraturan, dan pungutan liar. Oleh karena itu, penelitian ini bertujuan untuk mengetahui faktor apa saja yang paling mempengaruhi mutu pelayanan DPMPTSP, dan apakah mutu pelayanan DPMPTSP saat ini sudah sesuai dengan harapan masyarakat, serta strategi/inovasi apa yang harus diterapkan agar dapat meningkatkan mutu pelayanan perizinan di DPMPTSP. Metode penelitian ini menggunakan metode servqual. Hasil penelitian ini menunjukkan ada 14 indikator yang paling berpengaruh dalam penilaian mutu pelayanan, dan 5 indikator yang belum sesuai dengan harapan masyarakat.

The complaint data obtained from the Complaints and Communications Section of the DPMPTSP of DKI Jakarta Province shows that throughout 2016 there were many complaints coming in, with the highest percentage of complaints coming from the spatial planning permit, and the most complaints category regarding the duration of the issuance of permits,Regulations and illegal fees. Therefore, this study aims to determine what factors affect the quality of DPMPTSP service, and whether the quality of DPMPTSP service is now in accordance with the expectations of the community, and what strategies innovations should be applied in order to improve the quality of licensing services in DPMPTSP. This research method using servqual method. The results of this study indicate that there are 14 most influential indicators in the assessment of service quality, and 5 indicators that have not been in accordance with community expectations.

"Penelitian ini membahas mengenai jalannya implementasi Citizen Relation Management sebagai layanan penanganan pengaduan masyarakat terintegrasi oleh Pemerintah Provinsi DKI Jakarta sebagai wujud penerapan e-government dan manajemen pengaduan masyarakat dalam menyelenggarakan pelayanan publik. Penelitian ini bertujuan untuk menganalisis apakah implementasi Citizen Relation Management telah berjalan secara efisien dan efektif. Pendekatan penelitian yang digunakan dalam penelitian ini adalah pendekatan kualitatif yang dijabarkan secara deskriptif, dengan melakukan wawancara mendalam dan studi kepustakaan sebagai metode pengumpulan datanya. Hasil dari penelitian ini menunjukan bahwa di Kelurahan Susukan, aplikasi Citizen Relation Management telah digunakan sesuai fungsinya dengan baik dan dapat mempermudah penanganan laporan pengaduan masyarakat yang masuk melalui berbagai kanal yang terintegrasi dengan aplikasi tersebut, akan tetapi masih ada beberapa hal yang perlu ditingkatkan agar implementasinya dapat berjalan dengan lebih baik lagi.

This research discusses the implementation of Citizen Relation Management as Integrated Public Complaint Handling Services held by DKI Jakarta government as one of e-government implementation and public complaint management in performing public services. This research aims to analyze whether the implementation of Citizen Relation Management has worked efficiently and effectively. The research approach applied in this research is a qualitative approach that outlined descriptively by conducting in-depth interviews and library research as data collection methods. This research showed that in Susukan Subdistrict, Citizen Relation Management application has been used for its intended purpose and could simplify the public complaint handling through various integrated complaint channel within the application. However, some aspects must be improved so the implementation could work way better than before.

Pasca diterapkannya LAPOR sebagai aplikasi umum dalam Sistem Pengaduan Pelayanan Publik Nasional (SP4N), setiap institusi pemerintah pusat maupun daerah harus mengintegrasikan sistem pengaduannya dengan LAPOR. KLHK RI sebagai salah satu institusi yang ternyata mengalami hambatan dalam proses integrasi tersebut karena memiliki banyak sistem pengaduan internal. Proses integrasi telah dilakukan sejak tahun 2016. Namun, proses integrasi belum berhasil mencapai tujuannya hingga saat ini. Salah satu penyebab yang ditemui adalah adanya gejala mentalitas silo dalam proses integrasi tersebut. Oleh karena itu penelitian ini bertujuan untuk mengetahui karakteristik dan faktor penyebab mentalitas silo dalam integrasi sistem pengaduan pelayanan publik di KLHK. Penelitian ini menggunakan pendekatan post-positivist. Data yang digunakan dalam penelitian ini bersumber dari wawancara mendalam, observasi, dan studi kepustakaan. Hasil penelitian menunjukkan bahwa terdapat dua faktor utama yang menjadi penyebab mentalitas silo dalam integrasi sistem pengaduan di KLHK. Dua faktor tersebut adalah minimnya pendistribusian visi dan misi dan tidak adanya kejelasan peran dan tanggung jawab aktor terkait integrasi sistem pengaduan pelayanan publik di KLHK. Sedangkan karakteristik yang dominan adalah perilaku mengutamakan keamanan dan kenyamanan unitnya sendiri dan menganggap unit lain memberikan beban tambahan. Analisis faktor dan karakteristik tersebut menggunakan teori Elemen Budaya Schein (2010) yang dikombinasikan dengan teori Faktor Penyebab Silo Schutz dan Bloch (2006).


LAPOR as a general application of National Public Service Complaint Management System (SP4N), makes every central and regional government institution must integrate its complaints management system with LAPOR. But apparently, one of the institutions that experienced obstacles in its integration process was the Ministry of Environment and Forestry, which has many complaints systems. The integration process has been tried since 2016. However, the integration process has not been fully successful yet in achieving its objectives. One of the causes encountered was symptoms of the silo mentality in the integration process. Therefore, this study aims to determine the characteristics and causative factors of silo mentality in the integration of the complaints management system in the Ministry of Environment and Forestry. This research is conducted using a post-positivist approach. The data are collected from in-depth interviews, observations, and literature studies. The results of the research showed that there were two main factors that led to the silo mentality in the integration of the complaints system in the Ministry of Environment and Forestry. These two factors are a lack of distribution of vision and mission and a lack of clarity on the roles and responsibilities of actors related to the integration of public service complaints systems in the Ministry of Environment and Forestry. While the dominant characteristic that shows the silo mentality is that each unit still prioritizes the safety and comfort of its unit and considers other units to provide additional burdens. Analysis of these factors and characteristics uses the theory of Schein's Cultural Elements (2010) which is combined with the theory of the Causes of Silo Schutz and Bloch (2006).

"Penelitian ini menganalisis manajemen pengaduan pada aplikasi Jakarta Lapor (JakLapor), yang menjadi salah satu kanal pengaduan pelayanan publik di Provinsi DKI Jakarta. Fokus utama adalah pada efektivitas aplikasi dalam menangani keluhan masyarakat dan kontribusinya terhadap peningkatan kualitas pelayanan publik. Dalam pelaksanaannya, JakLapor merupakan kanal pelaporan yang paling banyak digunakan oleh masyarakat dan berhasil mendapatkan umpan balik yang positif. Berkaitan dengan hal tersebut, penelitian ini bermaksud untuk mengetahui faktor-faktor yang membuat manajemen pengaduan JakLapor berhasil. Penelitian ini menggunakan pendekatan post-positivisme, teknik pengumpulan data primer dengan wawancara mendalam serta data sekunder melalui studi literatur, analisis melalui teknik triangulasi data, serta menggunakan teori utama Best Practice Complaint Management oleh Johnston dan Mehra (2002). Hasil penelitian menunjukkan bahwa aplikasi JakLapor berhasil meningkatkan partisipasi masyarakat dalam proses pengaduan dan memberikan feedback yang cepat dan efektif kepada pengguna. Akan tetapi, terdapat beberapa tantangan dalam operasionalisasi sistem ini, termasuk kebutuhan untuk peningkatan integrasi pelaporan terpusat dan terdesentralisasi serta pelatihan bagi petugas yang menangani pengaduan. Penelitian ini merekomendasikan pengembangan lebih lanjut pada sistem pengaduan untuk memastikan efektivitas dan efisiensi dalam penanganan aduan masyarakat.

This study analyzes the complaint management within the Jakarta Lapor (JakLapor) application, a primary public service complaint channel in DKI Jakarta Province. It focuses on the application's effectiveness in handling public grievances and its contribution to enhancing public service quality. JakLapor, being the most utilized reporting channel by the public, has received positive feedback. This research aims to identify the factors contributing to JakLapor's complaint management success. Employing a post-positivism approach, primary data was gathered through in-depth interviews, and secondary data through literature review. Data triangulation techniques were used for analysis, alongside the primary theory of Best Practice Complaint Management by Johnston and Mehra (2002). The findings reveal JakLapor's success in increasing public participation in the complaint process and providing quick and effective feedback. However, challenges exist, including the need for better centralized and decentralized reporting integration and training for complaint handlers. The study recommends further development of the complaint system to ensure its effectiveness and efficiency in managing public complaints."

Intervensi tersebut bertujuan untuk memberikan tambahan anggaran bagi daerah yang diprioritaskan untuk melaksanakan upaya kesehatan masyarakat yang ditargetkan untuk mengurangi stunting. Intervensi dimulai pada tahun 2018 di 100 kabupaten/ kota dan diperluas secara bertahap untuk mencakup 260 kabupaten/ kota pada tahun 2020. Studi ini mengadopsi metode quasi-natural experiment dengan menggunakan staggered difference-in-differences dan propensity score matching pada data panel prevalensi stunting, capaian intervensi kesehatan secara agregat, dan karakteristik lainnya di tingkat kabupaten/ kota tahun 2018- 2020. Prevalensi stunting kabupaten/ kota digunakan sebagai ukuran hasil kebijakan, sedangkan dummy kabupaten/ kota prioritas digunakan untuk mengukur efek treatment dari intervensi. Hasil penelitian menunjukkan bahwa baik kabupaten/ kota prioritas maupun nonprioritas mengalami penurunan prevalensi stunting, namun penurunan prevalensi di kabupaten/ kota prioritas lebih tinggi 2,160% dibandingkan penurunan yang terjadi di kabupaten/ kota nonprioritas. Studi ini juga menemukan bahwa dampak intervensi lokasi prioritas signifikan di kabupaten/ kota wilayah Indonesia Barat dibandingkan dengan bagian Tengah dan Timur. Temuan ini menyiratkan bahwa pemilihan kabupaten prioritas mungkin bias terhadap wilayah Barat yang lebih berkembang dibandingkan dengan wilayah lainnya.

This study aims to evaluate the impact of Indonesian’s government public health intervention in reducing the stunting prevalence. The strategy aims to provide an additional budget for prioritized regions to implement public health measures that are targeted to reduce stunting. The intervention was started in 2018 in 100 districts and expanded in stages to cover 260 districts by 2020. This study adopts a quasi-natural experiment by employing staggered difference-in-difference and propensity score matching on regional-level 2018-2020 panel data on stunting prevalence, aggregate public health outcomes targeted under the intervention, and other regional characteristics. District’s stunting prevalence is used as a measure of the policy’s outcome while dummy of priority districts is used to measure treatment effect from the interventions. The result indicates that both priority and non-priority districts experienced a declining stunting prevalence, but the reduction of prevalence in priority districts was 2.160% higher than the reduction that occurred in non-priority districts. The study also finds that the impact of priority districts intervention is significant in districts in Western Indonesia compared to the Central and Eastern parts. This finding implies that the selection of priority districts might be biased towards Western regions which have been more developed compared to the other regions."
