"ABSTRAKTentara dibawah usia 18 tahun atau tentara anak merupakan salah satu permasalahan yang ada hingga saat ini. Permasalaha ini juga terjadi di Inggris. Sementara itu salah satu bentuk komitmen internasional untuk menyelesaikan permasalahan tersebut adalah dibuatnya Protokol Opsional PBB tahun 2002. Inggris merupakan salah satu negara yang meratifikasi Protokol Opsional PBB tahun 2002. Namun sikap Inggris pada deklarasinya di Protokol Opsional PBB tahun 2002 tidak sejalan dengan isi Protokol Opsional tersebut. Tesis ini akan membahas latar belakang pemerintah Inggris, masih melakukan perekrutan tentara dibawah usia 18 tahun yang tidak sesuai dengan kesepakatan dalam Protokol Opsional PBB tahun 2002. Tesis ini menggunakan pendekatan penelitian kualitatif. Hasil dari penelitian ini memperlihatkan adanya celah dari Protokol Opsional PBB tahun 2002, dan celah ini kemudian digunakan oleh pemerintah Inggris untuk menjelaskan keadaan domestiknya.

ABSTRACTSoldiers under 18 years of old or child soldiers is one of the problem that exist today. This problem also occurs in the United Kingdom. Meanwhile, one of the international commitmenst to resolve the issue was the creation of the UN Optional Protocol of 2002. United Kingdom was one of the countries that ratified the UN Optional Protocol of 2002. However, the United Kingdom attitude to its declaration at the UN Optional Protocol of 2002 was not in line with the contents of the Optional Protocol. This thesis will be discussed the background of the British government, still recruiting soldiers under the age of 18 who are inconsistent with the agreement in the UN Optional Protocol of 2002. This thesis uses a qualitative research approach. The results of this study show the gap of the UN Optional Protocol of 2002, and this gap is used by the British government to explain its domestic circumstances."
