Laporan Praktik Keinsinyuran ini mengkaji pengelolaan emisi yang dihasilkan oleh Pembangkit Listrik Tenaga Uap (PLTU) di PT X, sesuai dengan amanat Peraturan Menteri Lingkungan Hidup dan Kehutanan Nomor 5 Tahun 2021 tentang Tata Cara Penerbitan Persetujuan Teknis dan Surat Kelayakan Operasional Bidang Pengendalian Pencemaran Lingkungan. Tujuan dari kajian ini adalah untuk mengidentifikasi sumber-sumber emisi, menganalisis karakteristik emisi, mengevaluasi kebijakan dan prosedur pengelolaan emisi, serta menilai penerapan etika profesi insinyur, profesionalisme, dan prinsip Keselamatan, Kesehatan Kerja, dan Lingkungan (K3L) dalam pengelolaan emisi tersebut. PT SUCOFINDO, sebagai perusahaan jasa Testing, Inspection, and Certification, berperan sebagai penyusun dokumen kajian teknis pengelolaan emisi di PT X. Penulis laporan ini berperan sebagai ketua tim dalam proyek tersebut. Hasil identifikasi menunjukkan bahwa emisi utama berasal dari pembakaran batubara untuk boiler dan pembakaran solar untuk genset. Karakteristik emisi yang terdeteksi mencakup partikulat, sulfur dioksida (SO2), nitrogen oksida (NOx), serta sejumlah kecil zat berbahaya lainnya seperti asam klorida (HCl), klorin bebas (Cl2), amonia (NH3), dan merkuri (Hg), yang dapat berpotensi mempengaruhi kualitas udara sekitar. Evaluasi kebijakan pengelolaan emisi di PT X telah memenuhi standar teknis yang ditetapkan sesuai peraturan yang berlaku. Begitu juga dengan penerapan etika profesi, profesionalisme, serta prinsip K3L telah dilaksanakan dengan baik dan sesuai dengan peraturan yang berlaku.

This Engineering Practice Report examines the emission management produced by the Steam Power Plant (PLTU) at PT X, in accordance with the mandate of the Ministry of Environment and Forestry Regulation Number 5 of 2021 regarding the Procedure for Issuance of Technical Approval and Operational Feasibility Letter in the Field of Environmental Pollution Control. The objective of this study is to identify the sources of emissions, analyze the characteristics of the emissions, evaluate the policies and procedures for emission management, and assess the application of engineering ethics, professionalism, and the principles of Occupational Health, Safety, and Environment (K3L) in the emission management process. PT SUCOFINDO, as a Testing, Inspection, and Certification service company, plays a role as the technical study document preparer for emission management at PT X. The author of this report serves as the team leader for this project. The identification results show that the main emissions come from coal combustion for the boiler and diesel combustion for the generator set. The detected emission characteristics include particulates, sulfur dioxide (SO2), nitrogen oxides (NOx), as well as small amounts of other hazardous substances such as hydrochloric acid (HCl), free chlorine (Cl2), ammonia (NH3), and mercury (Hg), which can potentially affect the surrounding air quality. The evaluation of emission management policies at PT X meets the technical standards set in accordance with the applicable regulations. Likewise, the implementation of engineering ethics, professionalism, and K3L principles has been carried out well and in compliance with the relevant regulations.
