Tesis ini membahas sejauh mana penerimaan PBB dan negara terhadap norma pelarangan pre-emptif sistem senjata otonom atau Autonomous Weapon Systems (AWS) yang diusung oleh organisasi Campaign to Stop Killer Robots selaku norm entrepreneur utama. Norma pelarangan pre-emptif bertujuan untuk menciptakan ketentuan hukum yang melarang pengembangan, produksi, dan penggunaan AWS sebelum teknologi tersebut tercipta. Karya ini menggunakan metode penelitian yang beriorientasi pada pemahaman (Verstehen) dan bukan pengujian hipotesis. Karya ini akan terlebih dahulu mendeskripsikan fenomena, kemudian merepresentasikannya sesuai dengan kerangka analisis, dan menganalisisnya juga sesuai dengan kerangka analisis. Tesis ini menggunakan data sekunder berupa berita, terbitan pemerintah, laporan organisasi masyarakat sipil, studi, video, dan podcast. Tesis ini menggunakan tiga landasan konseptual: Teori Pengendalian Senjata, Tipologi NGO, dan Teori Dinamika Norma. Teori Pengendalian Senjata penulis pergunakan untuk menjelaskan sifat pelarangan pre-emptif AWS yang sulit dicapai karena sangat membatasi kedaulatan negara. Tipologi NGO penulis pergunakan untuk menjelaskan struktur organisasi Campaign to Stop Killer Robots dan strategi yang dipergunakan untuk memajukan norma. Teori Dinamika Norma penulis pergunakan untuk memetakan penerimaan norma oleh PBB dan negara. Tesis ini menemukan bahwa PBB dan negara hanya menerima norma pelarangan pre-emptif AWS secara parsial. Parsial karena sudah ada pembahasan secara substantif namun belum ada regulasi yang mengikat.

This thesis examines the degree of acceptance of Autonomous Weapon Systems (AWS) pre-emptive ban norm which propagated by an NGO called Campaign to Stop Killer Robots. The pre-emptive ban norm aims to create a legal instrument that prohibits the development, production, and usage of AWS before the said technology come into existence. The work attempts to “understand” (Verstehen) the phenomenon, as opposed to hypothesis-testing type of work. The present work will begin by describing the phenomenon, and proceed to represent or frame the phenomenon as required by the analytical framework, and subsequently interpret the findings with the analytical franeworks This thesis utilises secondary data: news, government publications, studies, NGO publications, video, and podcast. The present work utilises three core analytical frameworks: Arms Control Theory, Typology of NGO, and Norm Dynamics Theory. Arms Control Theory is utilised to examine the difficulty of AWS pre-emptive ban attempt. Typology of NGO is utilised to explain the structure and the role of Campaign to Stop Killer Robots. Norm Dynamics Theory is utilised to explain the degree of acceptance of the said norm by the UN and states. This thesis concludes that the said norm is only partially accepted by both the UN and states. „Partially‟ because substantial discussions concerning AWS are already present, yet there still is not any regulation that prohibit AWS as intended.
