Tesis ini membahas tentang upaya pembinaan kompetensi Perancang peraturan perundang-undangan dalam rangka pembentukan peraturan perundang-undangan yang baik. Tesis ini menggunakan metode penelitian socio legal dengan analisis data dilakukan secara yuridis kualitatif. Masalah ketidakharmonisan peraturan perundang-undangan baik di pusat maupun di daerah berdampak pada tahap pengimplementasiannya. Kualitas peraturan perundang-undangan dipengaruhi oleh kompetensi Perancang yang ikutserta dalam pembentukannya. Penelitian ini mengkaji pembinaan kompetensi melalui peningkatan kemampuan dan profesionalisme perancang yang menjadi tugas instansi pembina. Jika upaya pembinaan yang dilakukan instansi pembina sudah sesuai akan berpengaruh pada kualitas peraturan perundang-undangan. dengan menetapkan standar kompetensi. Instansi pembina belum menetapkan standar kompetensi Perancang. Standar kompetensi yang dimiliki oleh Perancang tidak hanya ilmu pembentukan peraturan perundang-undangan saja, tetapi kompetensi dalam berbagai disiplin ilmu memang harus dikuasai guna menghasilkan Peraturan perundang-undangan yang baik.

This thesis discusses the competencies coaching efforts of legislative drafter for making   good regulation. This thesis applies the method of socio legal writing with data analysis carried out in a qualitative juridical manner. The problem of disharmony in legislation both at the center and in the regions has an impact on the implementation stage. The quality of legislation is influenced by the competencies of the Legislative Drafter  who participated in its formation. This study examined competency development through improving the ability and professionalism of the Legislative Drafter  which is the main task of the supervising institution. If the competencies coaching efforts carried out by the supervising institution are appropriate, it will affect the quality of legislation, thus setting the competency standards is very crucial. The coach institution had not set the competency standards of the Legislative Drafter. The competency standards possessed by the Legislative Drafter  are not only the science of establishing legislation, but competencies in various disciplines must indeed be mastered in order to produce implementative legislation.
