Minyak bumi merupakan salah satu komoditas yang paling penting di dunia dan khususnya di Indonesia. Selain karena menjadi bahan konsumsi masyarakat, minyak bumi juga merupakan salah satu faktor produksi penting di hampir semua negara. Di Indonesia, permintaan masyarakat akan minyak dan gas bumi sangatlah besar yang ditandai dengan besarnya impor komoditas minyak dan gas bumi, dimana pada tahun 2012 share impor minyak dan gas mencapai 22,53% dari total impor. Namun berbeda dengan negara lainnya, Indonesia memiliki keunikan dimana pemerintah melakukan intervensi yang besar pada harga bahan bakar minyak domestik. Hal ini dapat menyebabkan hasil empiris di Indonesia menjadi kurang dapat diidentifikasi dan dapat tidak sesuai dengan teori yang disampaikan. Penelitian ini akan mencoba melihat dampak dari perubahan harga minyak dunia terhadap perekonomian, melalui efeknya terhadap pertumbuhan variabel-variabel makroekonomi yaitu industrial production index, produk domestik bruto, inflasi, nilai tukar, suku bunga, dan pengeluaran pemerintah dengan menggunakan metoodologi structural vector autoregression. Penelitian ini menemukan bahwa secara umum, model persaamaan struktural tidak mampu membuktikan adanya pengaruh goncangan harga minyak dunia terhadap variabel makroekonomi secara signifikan. Hal ini kemungkinan terjadi karena pemerintah masih memberikan subsidi yang cukup besar bagi harga minyak domestik serta permintaan domestik yang cukup besar sehingga dapat membantu produksi industri. Selain itu, hal ini juga dapat terjadi karena adanya keterbatasan data, baik secara kuantitas maupun kualitas.

Crude oil is one of the most important commodities in the world, especially in Indonesia. Moreover, oil is used across most of the industries, both as a consumption goods and factor of production. In Indonesia itself, the demand for oil and gas is really enormous that the share of imports of oil and gas in 2012 had reached 22,53% from total imports. However, the case of oil price in Indonesia is rather unique because the government has a very large intervention in the domestic oil price where they subsidize most of the price and maintain a fix oil price in the domestic market. This can cause the fluctuations of oil price to have insignificant effect to macroeconomic performance of the country, unlike what the theory told us.

Thus, this research is conducted to find out whether the changes in oil price can affect macroeconomic performance in Indonesia, a net importer of oil and small country. The research uses several macroeconomic indicators growth such as trade balance, government expenditure, inflation, interest rates, and real effective exchange rates and use structural vector autregression (SVAR) and analyze the impact through its impulse response.

This research found that in general, the impact of oil price shocks towards macroeconomic variables in Indonesia using the structural model is proven to be statistically insignificant. This result probably occurs because of the huge subsidy that the government imposes in domestic oil price and the relatively high domestic demand that can help to boost industrial production. Moreover, this can also happen because of the lack of data, both quantitatively and qualitatively.
