ABSTRAKTesis ini membahas Proses Pelaksanaan Program Pemberdayaan Kampungberbasis ADK pada Kampung Yakonde dan Kampung Waibron. Penelitian inimenggunakan pendekatan kualitatif dan jenis penelitian deskriptif. Hasilpenelitian menyimpulkan bahwa proses pemberdayaan berjalan baik di KampungYakonde, sebaliknya di Kampung Waibron banyak mengalami hambatan. Faktorpendukung yaitu peran kepala kampung, partisipasi masyarakat, dan aksesterhadap program pemberdayaan, sedangkan faktor penghambat yaitu persepsimasyarakat, ketergantungan terhadap dana, hubungan patron klien, belum adanyaPeraturan Daerah menyangkut pelaksanaan program pemberdayaan, sistemadministrasi yang terlalu birokratis, dan kurangnya pendampingan oleh tenagapendamping.

ABSTRACTThis thesis discusses the Village Empowerment Program of ImplementationProcess with ADK-based on Yakonde and Waibron village. This study used aqualitative approach and descriptive research. The research concludes that theprocess of empowerment went in order at Yakonde Village otherwise in WaibronVillage experienced many obstacles. Supporting factors are the role of the villagehead, public participation and access to empowerment program while the obstaclefactors are public perception, the dependence on funding, patron-clientrelationships, the absence of the Regional Regulation concerning theimplementation of empowerment programs, very bureaucratic administrativesystem and the lack of companion by assistants.
