 Abstrak
[ABSTRAK
Pada saat ini terjadi kepadatan (congestion) di Bandar Udara Soekarno Hatta yang berakibat pada penurunan kualitas pelayanan bandar udara dari segi kenyamanan dan ketidaktepatan (delay) jadwal penerbangan, hal ini disebabkan oleh lalu lintas penerbangan yang dilayani telah melebihi dari kapasitas bandar udara yang ada. Untuk mengatasi hal tersebut perlu dilakukan pengembangan sistem multi bandar udara di kawasan metropolitan Jakarta. Hal-hal yang dilakukan adalah merumuskan konfigurasi dan alokasi fungsional sistem multi bandar udara, melakukan pemilihan bandar udara eksisting dan mengevaluasi kelayakan finansial. Metode pengumpulan data adalah survey ke lokasi bandar udara eksisting dan penyebaran kuesioner kepada pakar dibidang bandar udara. Perumusan konfigurasi sistem multi bandar udara menggunakan metode multiple-case study analysis dan benchmarking, perumusan alokasi fungsional berdasarkan data pertumbuhan lalu lintas penerbangan dan kontribusi maskapai penerbangan bertarif rendah terhadap pertumbuhan lalu lintas penerbangan, pemilihan bandar udara eksisting menggunakan metode Multi-Criteria Decision Analysis (AHP, SAW dan TOPSIS) dan evaluasi kelayakan finansial menggunakan metode Net-Present Value, Benefit-Cost Ratio dan Payback Periode. Hasil penelitiannya yaitu konfigurasi sistem multi bandar udara adalah 2 (dua) bandar udara dan keduanya berperan sebagai primary airport, bandar udara eksisting yang dikembangkan bersama Bandar Udara Soekarno Hatta (Internasional dan Domestik) adalah Halim Perdanakusuma (Domestik) dan hasil evaluasi kelayakan finansial untuk 3 (tiga) skenario proyeksi lalu lintas penerbangan yaitu pesimis, moderat dan optimis adalah layak.

ABSTRACT
At the moment traffic congestion has been happen at Soekarno Hatta which resulting degradation of airport services quality in terms of comfort and imprecision schedule, that situation was caused by exceeded of traffic against existing airport capacity. To overcome these problem need to develop multi-airport system in the Jakarta metropolitan region. The thing that need to be done are to formulate configuration and functional allocation of the multi-airport system, make a selection of existing airports and evaluate financial feasibility. Methods of data collection that use on the research are survey in the existing airports and distributing questionnaires to experts. Multiple-case study analysis and bencmarking method use to formulate the configuration of multi-airport system, condition of air traffic growth and the contribution of low-cost airline on the traffic growth used to formulate functional allocation of multi-airport system, the selection of existing airports using the Multi-Criteria Decision Analysis (AHP, SAW and TOPSIS) and the evaluation of the financial feasibility using the Net-Present Value method, Benefit-Cost Ratio method and Payback Period method.
